Photoshop is primarily used for layered raster editing: retouching pixels, combining multiple images, masking, applying adjustments, preparing graphics, and exporting finished artwork. A substitute must therefore handle the kind of layers, selections, masks, blend modes, color decisions, and export formats in your projects. A program that develops RAW files well is not automatically a Photoshop substitute, and a PDF editor is a different category again.

Lightroom is a photo-management and RAW-development workflow
Lightroom combines camera-file development with organization. Its appeal is not only the sliders used to alter exposure or color; it is also the way photographers import, sort, rate, search, edit, and export large libraries. A free RAW processor can produce attractive images while still requiring a different approach to cataloging and batch work.
Acrobat is a PDF-document tool
PDF work must be divided into operations: reading, highlighting or annotating, filling an existing form, adding a signature, editing existing text, running OCR, creating a new PDF, or preparing a complex document for distribution. “Can open a PDF” does not mean “can edit a form” or “can preserve every interactive feature.” Select an alternative by the operation you need.

Best free Photoshop-style alternatives
GIMP: the broadest desktop starting point for pixel editing
GIMP is the most obvious starting point when you need a free desktop editor for layered raster work, retouching, selections, masks, compositing, and general image manipulation. It is a better conceptual match for Photoshop than a RAW-only application because its workflow is built around editing pixels rather than managing a camera catalog.
Before committing, open copies of your real projects. Check whether layers, text, masks, adjustment effects, and imported assets appear correctly. A file that opens is not necessarily a file that round-trips without changes. Keep a flattened export or the original PSD as a recovery copy, and do not overwrite the only copy of a client project while you evaluate compatibility.
Krita: choose it when painting is central
Krita belongs on the shortlist when the work involves digital painting, illustration, brush-based editing, or concept art. It can also perform general raster edits, but the decisive question is whether your workflow is driven by painting tools or by photographic retouching and production assets.

Use a test document containing the brush presets, layer groups, masks, text, and export settings that your finished work needs. If the document originated as a PSD, compare the reopened file with a rendered reference image rather than relying on the layer names alone.

Photopea is the browser-based option in the comparison. It is useful when you need to make a quick layered edit without installing a desktop application or when you move between computers. That convenience changes the workflow: browser storage, upload permissions, network access, privacy rules, and the size of the source files become part of the decision.
Test a representative PSD in the browser before making it your production editor. Verify that the layers and effects you depend on are preserved when you export, and confirm that your organization’s policy permits opening confidential images in a browser service. For large files or repeated batch work, a locally installed editor may be easier to control.
Paint.NET: a focused Windows choice for simpler edits
Paint.NET is included among the free photo-editing options identified by the public-sector comparison. It can be a sensible choice for straightforward image adjustments and everyday editing when you do not need the full breadth of a Photoshop-style production environment. The comparison does not establish identical Photoshop feature coverage, PSD fidelity, plug-in compatibility, or support for every color workflow, so validate those items against your own files.
Snapseed: a mobile-oriented option for quick adjustments
Snapseed also appears in the comparison. It is most relevant when the task is quick editing on a mobile device rather than maintaining a desktop document with complex layers and linked assets. Confirm how the app handles the original file, export resolution, metadata, and non-destructive editing before using it for work that must be revised later.
Free Lightroom alternatives for RAW photos
darktable: RAW development with a different workflow
darktable is the closest starting point when you want a desktop RAW-processing environment with catalog-oriented features. Its feature information covers standard image formats as well as RAW and HDR formats, along with color-management capabilities. Those points make it relevant to photographers who need to develop camera originals and keep edits organized.

However, darktable’s own FAQ draws an important boundary: “Darktable is an alternative to Lightroom the same way any other raw editor is, since it edits raw files, but it would be a mistake to think it’s a direct replacement.” That qualification matters. The application can occupy the RAW-editor role without reproducing every Lightroom catalog behavior, synchronization feature, preset, plug-in, or organizational convention.
Evaluate darktable with a small but representative library. Include files from each camera body you use, images with difficult highlights or high ISO noise, star ratings and color labels, and exports destined for print or the web. Check whether your preferred metadata and folder structure remain understandable after import. Preserve the original RAW files because RAW development is normally a set of instructions applied to the camera data, not a replacement for that data.
RawTherapee: a cross-platform RAW processor
RawTherapee’s official description calls it a free, cross-platform RAW-processing program for files from a broad range of digital cameras. It is therefore a strong candidate when the core requirement is detailed development of camera originals and the ability to work across operating systems.

“Cross-platform” does not guarantee that every camera, lens, or operating-system combination behaves identically. Import a few files from each camera model, inspect white balance and lens-related corrections, and export test images in the color space and bit depth required by your destination. Compare those exports with your current production references before changing a whole archive.
Why a general photo editor is not automatically a Lightroom replacement
GIMP, Krita, Photopea, Paint.NET, and Snapseed can edit rendered images, but a rendered JPEG or TIFF is not the same thing as a camera RAW workflow. If you need to revisit exposure decisions, preserve the original sensor data, search a large library, or apply development settings across many photographs, begin with darktable or RawTherapee and then send selected renders to a pixel editor when necessary.

Separate the PDF operation first

PDFgear’s vendor pages advertise PDF editing, annotation, form filling, and signing. Those descriptions make it a candidate for common document operations, but they are not independent test results. Verify the exact operation on your operating system and on the PDFs you handle.

For a form, test field recognition, dropdowns, checkboxes, calculations, and the saved result in a second PDF reader. For signatures, establish whether the workflow creates only a visual mark or a cryptographically verifiable signature, and confirm that your organization accepts it. For editing, compare page count, fonts, links, bookmarks, comments, and accessibility tags before and after saving. Do not upload confidential documents until the service’s privacy and storage behavior meet your requirements.
Compatibility checklist before you migrate
Compatibility is file- and workflow-specific. Run these checks before removing an Adobe application or converting an archive.
- Inventory the source files. List the camera RAW extensions and models, PSD or other layered documents, PDFs with forms or signatures, color profiles, fonts, plug-ins, scripts, and linked assets you actually use.
- Choose representative samples. Include a simple file and the hardest file in each category: a multilayer composite, a painting with groups and masks, a high-contrast RAW image, a form with calculations, and a signed or secured PDF.
- Work on copies. Keep originals untouched. Export a reference render from the Adobe workflow so you can compare appearance and dimensions without relying on memory.
- Check the operating environment. Confirm that the alternative runs on your desktop or mobile platform, supports your input devices, and can access the folders or removable media where your originals live. A cross-platform claim for a RAW processor still needs to be checked against your specific system.
- Verify formats at both ends. Open the source, save in the format you need, close the application, and reopen the result. Then open that result in the software used by collaborators or clients.
- Compare color management. Inspect embedded profiles, soft-proofing expectations, export settings, and the appearance of the same file on a calibrated or known reference display. A visually similar preview is not proof that the color pipeline is equivalent.
- Test metadata and organization. For photographs, check capture time, ratings, keywords, GPS data, sidecar files, and folder names. For PDFs, check bookmarks, links, comments, form values, and accessibility information.
- Test recovery. Confirm that you can undo a mistake, reopen an earlier version, and restore the original if an export or conversion changes the file.
Decision guide by common scenario
You need Photoshop-like composites and retouching
Start with GIMP. Choose Krita instead when brush-based painting is the primary activity. Choose Photopea when installation is impractical and browser-based editing is acceptable. Use Paint.NET or Snapseed for simpler, device-appropriate edits, not as an assumption of full Photoshop parity.
You photograph in RAW and maintain a library
Evaluate darktable first if catalog-style organization and RAW development belong in one desktop workflow. Evaluate RawTherapee if cross-platform RAW processing is the priority. Keep a pixel editor available for work that requires layered compositing after development.
You only need to complete and return PDF forms
Test PDFgear’s advertised form-filling capability on the actual form. Confirm that the saved fields remain valid in the recipient’s reader and that any scripts, calculations, or signature rules are honored.
You annotate documents for review
Use a PDF tool that supports the annotation types your team uses, then exchange a sample with every participant’s reader. Decide in advance whether comments must remain editable or may be flattened for delivery.
You edit PDF text or sign regulated documents
Do not select software solely because it can open a PDF. Test text reflow, embedded fonts, signature type, certificate validation, audit requirements, and privacy controls with the document owner or compliance team.
A practical migration sequence
- Define a stopping rule. Write down the operations that must work: for example, develop a RAW file, preserve metadata, export a profiled TIFF, open it in a layered editor, and deliver a PDF form that validates.
- Install or open one candidate per job. Do not change every part of the workflow at once. Begin with the role that is easiest to isolate, such as a single PDF annotation task or a small RAW folder.
- Recreate one complete project. Follow the same path from import through final export. Record any manual conversions, missing effects, or steps that require the Adobe application.
- Compare deliverables, not just screens. Check pixel dimensions, file size, color profile, metadata, layers, PDF fields, signatures, links, and print output where relevant.
- Keep a dual-workflow period. Retain originals and the established application until you have successfully completed the projects that matter most. Document the alternative’s save formats and any limitations so collaborators know what to expect.
Common failure modes and fixes
A PSD opens but looks different
Missing fonts, unsupported layer effects, different blend calculations, and profile handling can all change the rendered result. Compare the layer stack with a reference export, replace unavailable effects deliberately, and preserve the original PSD. Do not describe the file as fully compatible until the specific features in your project have been checked.
A RAW editor produces a file that cannot be revised as expected
Check whether edits are stored in a catalog or sidecar file, whether that file is backed up, and whether the destination application can read it. Keep the camera RAW untouched and export a standard image for pixel editing when a layered document is required.

A PDF form accepts typing but loses functionality
The document may use interactive fields, scripts, or calculations that a simple text-overlay workflow does not reproduce. Reopen the saved form in a second reader, test every field, and ask the sender for a static or compatible version if the interactive behavior is essential.
A signature appears but is not accepted
Determine whether the requirement is a visual signature or a certificate-based digital signature. A drawn or typed mark may satisfy an informal workflow but cannot automatically provide identity verification, tamper evidence, or an audit trail.
Cloud or browser handling conflicts with privacy rules
Photopea’s browser workflow and any online document handling introduce questions about uploads, retention, and access. Keep sensitive files in a locally controlled workflow unless your policy explicitly permits the service, and remove temporary copies according to your organization’s rules.
Bottom line
Choose by task: GIMP, Krita, or Photopea for Photoshop-style raster work; darktable or RawTherapee for camera RAW development; and a PDF application such as PDFgear only after verifying the exact form, annotation, editing, OCR, or signing operation. None should be presented as a universal, feature-for-feature replacement. A short compatibility pilot using your own PSDs, RAW files, PDFs, operating system, plug-ins, metadata, and color workflow is the reliable way to decide.
