1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhat is the best free data recovery software for Windows? There is no proven overall winner among these four: the available sources document features and terms, not an independent, apples-to-apples recovery test. For a straightforward graphical option, consider Recuva; for a Microsoft command-line tool, Windows File Recovery; for partition repair, TestDisk; and for file-signature carving, PhotoRec. Their methods differ, and no tool can guarantee recovery.
Before installing or scanning anything, minimize use of the affected computer. Microsoft Support advises, “If you want to increase your chances of recovering a file, minimize or avoid using your computer.” Save recovered files to a different drive, not the one you are scanning.

What to do before trying recovery
- Stop writing to the affected drive. Avoid downloading, installing, saving, or copying files there; ordinary computer activity can overwrite deleted data. If possible, use another computer and install or run the recovery tool from a different drive.
- Do not create a new partition or format the source. Either action can change the storage structures or write over data you want to recover.
- Choose a separate destination. Save recovered files to another internal drive, USB device, or external drive. Microsoft requires a different source and destination for Windows File Recovery and recommends USB or external storage if the computer has only one drive. Recuva’s publisher likewise advises selecting another drive for recovered files.
- Check for a simple copy first. Look in the Recycle Bin and any backups or synced locations you use. If a file exists in a backup, restoring it avoids further scanning of the affected media.
How the four options differ
Recuva: a graphical starting point
CCleaner describes Recuva as recovering files from Windows computers, the Recycle Bin, memory cards, external hard drives, USB sticks, and other rewriteable media. Its page advertises both deep scanning and recovery attempts on damaged or newly formatted drives. These are vendor-described features, not a guarantee that a particular file can be recovered. Its graphical interface makes it a reasonable first choice if you want a guided workflow rather than command-line instructions.

This also makes it ideal for use across multiple computers or in emergency situations where installation isn't practical.
- Use the Data Recovery Stick on as many computers as often as needed — simply clear the recovered data between uses to free up storage space. Software updates keep the tool compatible with newer systems and devices, backed by 25+ years of data software expertise from Paraben Consumer Software.
Windows File Recovery: Microsoft’s command-line option
Windows File Recovery is a Microsoft Store app for Windows 10 and Windows 11. Microsoft says it targets deleted files on local internal, external, and USB storage; it does not recover from cloud storage or network shares. You select a recovery mode, identify source and destination drives, and can use filters to narrow what the scan looks for. Microsoft advises using filters when recovering from the operating-system drive.
Microsoft documents Regular and Extensive modes. The command-line approach offers less hand-holding than a wizard, so it is best suited to readers willing to follow Microsoft’s command syntax and carefully distinguish source from destination. Windows 10 support ended October 14, 2025, according to Microsoft’s support page; that end-of-support date is relevant if you are deciding whether to continue using Windows 10, not a claim that the recovery app works only on supported Windows releases.

TestDisk: partition and file-system problems
TestDisk is aimed at partition and file-system issues, rather than being a simple undelete wizard. CGSecurity documents deleted-file recovery for supported file systems, but it depends on the file’s data not having been reused and not being fragmented. If the issue is a lost partition rather than an individual file removed from an intact volume, TestDisk is the more relevant member of the TestDisk/PhotoRec pair. Read the project’s documentation before making changes to a damaged disk.
PhotoRec: signature-based carving
PhotoRec ignores the file system and searches underlying data for recognizable file signatures. That makes it useful to consider when a file system is severely damaged or has been reformatted. Because it carves files from data rather than relying on the original directory structure, expect a less convenient result: original filenames and folder organization may not be preserved. It is free and open-source, but its text-based workflow is less approachable than a conventional graphical wizard.

- Stellar Data Recovery Professional is a powerful data recovery software for restoring almost every file type from Windows PC and any external storage media like HDD, SSD, USB, CD/DVD, HD DVD and Blu-Ray discs. It recovers the data lost in numerous data loss scenario like corruption, missing partition, formatting, etc.
- Recovers Unlimited File Formats Retrieves lost data including Word, Excel, PowerPoint, PDF, and more from Windows computers and external drives. The software supports numerous file formats and allows user to add any new format to support recovery.
- Recovers from All Storage Devices The software can retrieve data from all types of Windows supported storage media, including hard disk drives, solid-state drives, memory cards, USB flash storage, and more. It supports recovery from any storage drive formatted with NTFS, FAT (FAT16/FAT32), or exFAT file systems.
- Recovers Data from Encrypted Drives This software enables users to recover lost or deleted data from any BitLocker-encrypted hard drive, disk image file, SSD, or external storage media such as USB flash drive and hard disks. Users will simply have to put the password when prompted by the software for recovering data from a BitLocker encrypted drive.
- Recovers Data from Lost Partitions In case one or more drive partitions are not visible under ‘Connected Drives,’ the ‘Can’t Find Drive’ option can help users locate inaccessible, missing, and deleted drive partition(s). Once located, users can select and run a deep scan on the found partition(s) to recover the lost data.
Can permanently deleted or formatted files be recovered?
Sometimes. “Permanently deleted” usually means the file is no longer in the Recycle Bin or its directory entry has been removed; it does not prove that every byte has already been erased. Recovery may be possible while the underlying data remains intact and has not been overwritten. Recuva’s publisher advertises deep scans and attempts on newly formatted drives, while PhotoRec’s signature-based approach can be relevant when the file system is badly damaged. Neither capability guarantees a usable result.
TestDisk’s documented deleted-file recovery has a narrower condition: the data must not have been reused and must not be fragmented. PhotoRec may find file contents without restoring original names or folders. If a drive has been used heavily since deletion or formatting, new writes may have overwritten some or all of the old content.

With an advanced scanning engine at its disposal, the software scans the large storage sectors of 4096 bytes on 4K drives and retrieves the data in vast data loss scenarios like accidental deletion, formatting, data corruption, etc.
- Recovers from Encrypted Volumes Easily retrieves data from BitLocker-encrypted drives or drive volumes. The software allows users to select the encrypted storage drive/volume and run either a ‘Quick’ or ‘Deep’ scan to recover the lost data. Once scanning commences, the software prompts users to enter the BitLocker password to proceed further.
- Recovers from Corrupt Drives The ‘Deep Scan’ capability enables this software to thoroughly scan each sector of the problematic drive and recover files from it. Though this process takes time, it extracts every bit of recoverable data and displays it on the preview screen.
Will recovery software work on an SSD?
It may, but do not assume it will. Microsoft notes that recovery can fail when free space has been overwritten, especially on SSDs. The cited sources do not establish a universal SSD recovery outcome or a tool that can bypass the effects of data already overwritten or made unavailable by the drive. Stop using the SSD as soon as practical and avoid writing recovered files back to it.

- Deleted a file recently and want a GUI? Start with Recuva’s free edition, while keeping recovered output on a separate drive.
- Prefer Microsoft’s own command-line workflow? Use Windows File Recovery for supported local storage, following Microsoft’s mode, filter, and destination instructions.
- Lost a partition or suspect file-system damage? Read TestDisk’s documentation and use it for the partition-oriented problem it is designed to address.
- The file system is badly damaged or was reformatted? PhotoRec’s signature-based carving may be worth trying if you can accept potentially generic filenames and less organization.
Recovery software is not a repair for physical failure. The cited sources do not provide hardware-troubleshooting guidance for drives that make unusual mechanical noises or repeatedly disconnect. Do not treat repeated scans with these utilities as a fix for that condition.

Check recovered files before relying on them
A scan result is not proof that a file is complete. CCleaner says it cannot guarantee that a specific file will be recovered whole and usable. Open recovered documents, photos, videos, or archives in the applications you normally use and check that their contents are intact before deleting any other copy or backup.
