France has begun preparatory work for training Ukrainian Rafale pilots, according to a 2 October 2026 report quoting French minister Benjamin Haddad. That does not mean the training course is already underway: the France–Ukraine declaration says the training cycle for pilots and mechanics can begin in France as early as 2026, without naming a confirmed start date.
What has started—and what has not
Le Parisien reported on 2 October 2026 that Benjamin Haddad, France’s minister delegate for European affairs, said work on training Ukrainian pilots had begun. The report quotes him saying that France and Ukraine were discussing Rafale aircraft to be flown by Ukrainian rather than French pilots, and that France had “started work on training these pilots.” The statement describes preparations, not a confirmed start or completion of a course. Le Parisien’s report is the source for Haddad’s remarks.

The official France–Ukraine joint declaration of 14 July 2026 says a training cycle for Ukrainian pilots and mechanics “can begin in France as early as 2026.” France’s foreign ministry said training would begin in the coming months, and placed the first Rafale flight in Ukrainian airspace in the 2028–2029 horizon. Those are announced schedule expectations, not guarantees. The joint declaration and the foreign ministry’s 16 July 2026 press conference set out those timelines.

| Stage | What has been stated |
|---|---|
| Preparatory work | Haddad said this work had begun, as reported by Le Parisien on 2 October 2026. |
| Training cycle | The joint declaration says a cycle for pilots and mechanics can begin in France as early as 2026; the foreign ministry said training would begin in the coming months. |
| First aircraft transfer | The declaration links transfer of four initial Rafale to completion of the training cycle. |
| First flight in Ukraine | The foreign ministry gave 2028–2029 as the horizon for the first Rafale flying in Ukrainian airspace. |
The sequence matters: preparation is not the same milestone as course commencement, and a training start is not the same as aircraft delivery or operational use in Ukraine.

What the aircraft announcement says
Ukraine announced an initial order of 16 Rafale aircraft and armaments. The July 2026 declaration places those aircraft within a plan for 100 Rafale acquisitions announced in November 2025. It says financing for the initial 16 would be sought from the 2026 and 2027 Ukraine Support Loan tranches and other sources; it does not say that all financing has already been secured. The declaration makes completion of pilot and mechanic training the condition for transferring the first four aircraft to Ukraine’s armed forces.

The cited statements do not specify a confirmed course start date, how many pilots will be in the initial group, the syllabus, the training base, or how long training will take. They also do not establish that any Ukrainian pilot has completed the course. Those specifics should not be inferred from the broader 2026 start window or the 2028–2029 flight horizon.
