“The Flutter upgrade passed CI, but plugins failed on device.” That mismatch does not identify a root cause: CI may not have built or run the same platform path that is failing. First capture the exact SDK, dependency versions, target and error; then check the migration guidance and configuration relevant to that failure.
Start by recording the failing setup
Before changing dependencies or build settings, capture the environment used in CI and the one used for the device reproduction. Flutter SDK upgrades and package upgrades are separate operations, so changing both at once makes a regression harder to isolate. Flutter documents SDK upgrade and version-selection workflows in its upgrade documentation.

- Run
flutter --versionin both environments and note the channel and exact SDK revision. - Record the dependency lockfile and the versions of the affected plugin and related packages.
- Note the target platform, device or emulator, and whether the failure occurs during build, installation, launch or runtime.
- Save the complete error output rather than only the first visible line.
Do not run package-upgrade commands as part of the first reproduction unless that is the change you are investigating.
Check whether CI exercised the failing path
A passing CI job proves that its configured checks passed in its environment. It does not, by itself, establish that CI built the affected platform, installed the app, or exercised the same device runtime path. Compare the job’s build and test targets with the exact scenario that fails; the title alone does not reveal what CI covered.

Match the failure to the Flutter release transition
Use Flutter’s breaking-change index to find guidance for the release transition involved, then check that it applies to the project’s target release and current configuration. Flutter notes that migration guides reflect the release under which they were published and may not remain current indefinitely.
If the error is a Dart compile error, Flutter suggests trying dart fix where applicable. It does not handle every breaking change, so review the resulting changes and the relevant migration guide rather than treating the command as a universal repair.

If the failing target is Android, inspect plugin and build migrations
Check the plugin embedding API
Look for Android plugin code that still uses PluginRegistry.Registrar. Flutter’s plugin API migration guide describes the newer FlutterPlugin API and warns that older APIs can lead to undefined behavior in embedding scenarios. This is a candidate to investigate only if the affected plugin and error point in that direction; the failure details here do not establish that it is the cause.
Review Android Gradle and Kotlin configuration
Compare the project’s Android Gradle Plugin and Kotlin configuration with the requirements and migration guidance for the Flutter and Android build-tool versions actually in use. Flutter’s Android Gradle Plugin migration guidance covers version-specific changes. Do not copy a version from an older guide without confirming it fits the project’s current toolchain.

Search scripts for the old plugin metadata file
If custom build scripts refer to .flutter-plugins, check whether they need to use .flutter-plugins-dependencies instead. Flutter’s plugin configuration migration page documents the replacement and says the old file stopped being generated after stable Flutter 3.32. Treat that version as migration context, and verify behavior for the SDK used by the project.
Investigate rendering migrations only when they fit
If the plugin renders to an Android surface and the failure relates to that rendering path, consult Flutter’s release-specific Android surface plugin migration guidance. Flutter recommends the newer SurfaceProducer API for Impeller; whether that migration applies depends on the plugin and Flutter version.

Change one relevant variable, then verify on the affected target
Once the full error points to a particular migration or incompatible dependency, make the narrowest change that addresses it. Rebuild and run on the same platform and device or emulator where the failure occurred. Flutter’s Android build migration guidance includes device or emulator validation; a passing CI result is not a substitute if CI did not exercise that target.

Without the plugin name, platform, Flutter and build-tool versions, CI matrix and complete error, there is no evidence to prescribe a plugin-specific fix. The useful next diagnostic information is the failing platform, the full error, flutter --version, relevant dependency versions, and whether CI built and ran that same target.
