Florida does not have one statewide “new capital stack” or a single transaction identified by that phrase. The current state-level model is a project-specific combination of Florida Housing Finance Corporation (FHFC) SAIL financing, tax-exempt bond financing and housing credits, with separate solicitations for preservation, family and elderly housing, mixed-income and mixed-use projects, urban infill, and reconstruction.

Those sources are not interchangeable, and an appropriation or tentative schedule entry is not an award to any particular development. The applicable request for applications (RFA), underwriting rules, award notices and board actions determine what a project can actually use.

What is Florida’s affordable-housing capital stack?

A capital stack is the collection of funding sources assembled to build, preserve or reconstruct an affordable multifamily property. Each layer has its own eligibility rules, timing, repayment or compliance obligations and effect on the project’s cash flow. A stack may include public financing, bond proceeds, tax-credit equity, private debt, developer equity and other sources, but the exact mix varies by development.

FHFC’s current materials show a state financing architecture rather than a universal package. A family development, an elderly property, a mixed-use urban-infill project and a reconstruction proposal may apply through different solicitations and face different requirements.

How do SAIL financing, tax-exempt bonds and 4% credits work together?

SAIL financing

SAIL is an FHFC financing channel for affordable multifamily developments. A solicitation determines the eligible development type, geographic or population focus, application requirements, underwriting and available amount. SAIL should therefore be evaluated from the specific RFA, not treated as a guaranteed statewide benefit.

Tax-exempt bonds

Tax-exempt bond financing is a separate financing mechanism that can support an affordable rental development. Bond authority is allocated through a statutory process and then incorporated into a project’s financing and closing documents. Having access to a bond allocation does not, by itself, establish that a project has received SAIL or housing-credit support.

4% housing credits

Housing credits can generate equity when allocated and syndicated under the applicable federal and state rules. FHFC’s RFA 2026-205 expressly pairs SAIL financing with tax-exempt bond financing and 4% housing credits. The pairing is a solicitation framework, not a promise that every applicant will qualify or receive all three sources.

The 2026-205 example

FHFC posted the complete “SAIL Financing Of Affordable Multifamily Housing Developments To Be Used In Conjunction With Tax-Exempt Bond Financing And 4% Housing Credits” RFA on August 25, 2026, and posted a modification on September 14, 2026. A review committee meeting was scheduled for October 21, 2026. That scheduled meeting should not be described as an award or approval; no outcome was stated in the posted RFA materials.

What funding channels appear in FHFC’s 2025–2026 schedule?

FHFC’s September 19, 2025 draft schedule was explicitly tentative and subject to change. It is useful for understanding the intended channels, but it is not a statement of current uncommitted balances or final awards.

Solicitation or channel Purpose and amount shown Status and qualifications
RFA 2025-205 SAIL $33.525 million for elderly housing and $56.125 million for family housing Draft schedule; intended to operate with tax-exempt bonds and non-competitive housing credits; amounts and dates could change.
RFA 2025-213 Live Local SAIL $100 million for mixed-income, mixed-use and urban-infill developments Draft schedule; described as comprised of the 2025 legislative appropriation; intended to operate with tax-exempt bonds and non-competitive housing credits.
RFA 2025-214 Live Local SAIL Estimated $20 million for developing and reconstructing affordable multifamily housing Amount was marked estimated and the schedule contained entries; intended to operate with tax-exempt bonds and non-competitive housing credits.
RFA 2026-205 Amount not stated in the RFA materials Issued August 25, 2026 and modified September 14, 2026; uses SAIL with tax-exempt bonds and 4% credits.

For an actual transaction, the live RFA and its amendments control. Applicants also need to review preliminary or final award notices and relevant FHFC board actions before treating a source as available.

What is Live Local SAIL funding for?

Live Local SAIL categories in the schedule target development patterns that are distinct from the ordinary family or elderly categories. The 2025-213 entry covers mixed-income, mixed-use and urban-infill developments. The 2025-214 entry covers developing and reconstructing affordable multifamily housing.

FHFC’s 2025-214 page shows that the RFA was issued January 6, 2026, and that preliminary awards or a notice of intended decision were posted March 20, 2026. That status applies to that solicitation only; it is not evidence that every Live Local SAIL category is open or funded.

How does Florida’s bond-volume statute fit the stack?

Florida Statutes section 159.8062 establishes the “Florida housing finance corporation pool” for affordable-housing bond volume limitation. The statute provides a period from January 1 through September 30 for confirmations for affordable-housing bonds to FHFC and its assigns. It also sets notice and confirmation requirements for bonds intended for issuance on or after October 1.

The law allows FHFC, before June 1 each year, to assign part of the state volume limitation to affordable-housing allocation pools. This is an allocation framework, not a financing guarantee. A project still must satisfy the applicable bond, RFA, underwriting, closing and compliance requirements.

How do FHFC’s other resources fit in?

FHFC’s portal separates resources for homebuyers, renters, lenders, developers and property owners. SHIP homeownership and rental programs address household assistance, while developer rental programs and competitive or non-competitive applications address project financing. Purchase assistance should not be counted as multifamily development capital unless the governing program rules specifically allow that use.

How should a developer compare possible stacks?

Before calling a proposed structure “new,” evaluate every source against the same project facts. A practical review sequence is:

  1. Identify the instrument. Confirm whether each source is debt, a tax credit, a bond-financed loan, a grant or another form of support.
  2. Match eligibility. Check geography, resident population, development type, preservation or reconstruction status, and any mixed-income or mixed-use criteria in the current RFA.
  3. Map affordability obligations. Record income targeting, rent restrictions, regulatory agreements and the full compliance period for each layer.
  4. Sequence applications and closing. Compare solicitation deadlines, bond-volume timing, review dates, award uncertainty and the order in which commitments must be obtained.
  5. Model economics. Compare pricing, repayment priority, deferred-payment features if offered, operating-cash-flow effects and the consequences of delayed or reduced awards.
  6. Test readiness requirements. Verify site control, local match, land or infrastructure commitments, permits and other readiness evidence required by the relevant documents.

This framework prevents a tentative appropriation from being mistaken for committed capital and exposes where one source’s timing or restrictions could undermine another source.

What is—and is not—established about a “new” Florida stack?

FHFC’s official materials establish a layered state financing model and several current solicitations. They do not identify a single named proposal, transaction, county, income band or definitive package called “A New Capital Stack for Florida Housing.” Federal, municipal, philanthropic and private sources may be part of an individual deal, but their inclusion cannot be inferred from FHFC’s schedule alone.

Accordingly, the defensible 2026 description is a flexible, solicitation-driven stack: SAIL may be combined with tax-exempt bonds and housing credits where an RFA permits it, while Live Local and other categories target different development purposes. Developers should verify the current FHFC solicitation, amendments, award notices and board actions immediately before relying on any amount or deadline.
