Florida: a direct statement from the governor
On November 28, 2025, DeSantis posted: “The convenience of a digital drivers license is outweighed by the potential for government to abuse it. Not gonna happen in FL. No digital ID.” The statement makes his opposition clear, but it should not be mistaken for a law or a formal policy decision by the state legislature.

Rhode Island: concerns about demand and implementation
Craddock’s reported remarks were more about whether and how to build a mobile driver’s license than a categorical rejection. He said he wanted broader adoption or need for an MDL, pointed to TSA as its main current use, and questioned the expense of development when airport acceptance was limited in New England. He also said he wanted a solution that worked across platforms rather than duplicating work for Apple and Google Wallets. These are his stated reasons, not quantified adoption or cost findings.
The report’s “said no” phrasing is therefore shorthand: Florida’s governor made an explicit public objection, while Rhode Island’s reported signal is reluctance from a motor-vehicle administrator. The report does not establish that Rhode Island has formally rejected or permanently ruled out mobile IDs.

Which states support state IDs in Apple Wallet?
Apple’s ID in Wallet availability page, accessed October 8, 2026, lists 17 supported jurisdictions: Arizona, Arkansas, California, Colorado, Georgia, Hawaii, Illinois, Iowa, Maryland, Montana, New Mexico, North Dakota, Ohio, Oklahoma, Puerto Rico, Virginia and West Virginia. That is 16 states plus Puerto Rico. Florida and Rhode Island are not on the list. Availability can change, so check Apple’s current page before relying on it.
Where can an Apple Wallet ID be used?
Apple says eligible state IDs may be presented at select businesses and venues, online and in apps, and at TSA checkpoints for domestic flights. That is not universal acceptance: whether an ID works depends on the location or service. Apple also says users can review requested information and authorize sharing with Face ID or Touch ID; Apple states that neither it nor the issuing state can see when or where an ID is presented. Those are Apple’s descriptions of its system, not independent security findings.

Apple’s passport-based Digital ID is a separate credential
Apple announced a passport-based Digital ID for Wallet in November 2025, with an initial beta rollout at more than 250 U.S. airport TSA checkpoints for in-person identity verification during domestic travel, according to Apple. It is not a Florida or Rhode Island driver’s license, and Apple says it cannot replace a physical passport for international travel or border crossings. Apple vice president Jennifer Bailey described the launch as expanding ways to store and present identity “with the security and privacy built into iPhone and Apple Watch”; that is Apple’s characterization, not an independent security assessment.
