FLock.io launches Qwen-based edge decision model for private, fast enterprise classifications

FLock.io says its 1.88-billion-parameter THIS/THAT Model brings Qwen-based, typed classifications to laptops, phones and other edge hardware, returning an option and confidence score without generating prose.

FLock.io announced on October 13, 2026, that it had launched THIS/THAT Model, an open-source decision model built on Alibaba Cloud’s Qwen3.5-2B. Rather than generate paragraphs, it chooses among developer-defined options, returning probabilities and a confidence score in one forward pass. The design targets low-latency enterprise checks that can run on a laptop, phone or other edge device without sending sensitive input to a cloud service.

What THIS/THAT Model does

THIS/THAT is intended for bounded decisions, classifications and routing—not open-ended writing. An application supplies a state or prompt, a question and a declared set of valid answers. The model returns the selected option, its index, probabilities and a confidence value. Software can then follow the selected branch or send uncertain cases to a person or a larger model.

The model card summarizes the execution path as “A typed decision model. One forward pass, no decoding loop, no parser, no retry.” Because there is no prose-generation loop to decode and interpret, FLock positions the approach as faster and less expensive for narrowly defined choices.

Examples shown by the model card

  • Policy compliance checks
  • Shell-command safety classification
  • Rate-limit decisions
  • Refund-window eligibility
  • Queue selection
  • Risk-band assignment

These are cases where an application already knows the permitted outcomes and needs a consistent decision rather than an explanation in natural language.

Size, architecture and reported speed

The official model card lists 1.88 billion parameters and a Qwen3.5-style hybrid architecture. It generates zero output tokens and reports approximately 31 milliseconds of inference on a consumer GPU. The latency figure is a vendor-published measurement; hardware, software versions and test conditions determine whether another device achieves the same result.

FLock CEO Jiahao Sun said the company believes specialized 2-billion-parameter models can beat much larger cloud models on speed, accuracy and cost efficiency for critical enterprise tasks while keeping data on-device. That is a positioning statement, not an independently verified benchmark.

How the privacy model works

Local execution is the primary privacy benefit: a laptop, smartphone or edge appliance can process the input without transmitting the raw record to a remote inference endpoint. This can reduce exposure for workflows involving internal commands, customer eligibility data or regulated information, although an organization still has to secure the device, model files, logs and application surrounding the model.

FLock’s wider partnership with the Qwen ecosystem describes federated learning, privacy-preserving computation and distributed-ledger techniques for fine-tuning without placing raw training data in a central server. The partnership announcement discusses healthcare, finance and education use cases. Those methods concern collaborative training and trust mechanisms; they do not automatically make every deployment private, so teams must examine their own telemetry, update and data-retention settings.

What FLock has reported—and what remains unproven

FLock reports 87.8% success across 1,710 complex decision tasks in version 1.2. It also claims up to five-times the performance of named larger models on particular optimization tests. These are company test results. The available material does not establish independent replication, a universal five-times advantage or a comprehensive head-to-head study against general-purpose cloud models.

Decision factor THIS/THAT Model General-purpose cloud LLM
Latency About 31 ms reported on a consumer GPU; actual results vary by device. Not established for a specific provider or workload.
Task scope Declared, finite choices and classifications. Broad open-ended generation plus classification.
Data location Can remain on-device with local inference. Normally sent to a hosted service, subject to that service’s terms.
Output handling Option, index, probabilities and confidence in one pass. Often requires prompting, parsing and validation of generated text.
Escalation Confidence can drive a human or larger-model fallback. Must be designed by the application.
Independent comparison The supplied results do not establish a complete independent comparison across latency, accuracy, cost, calibration and breadth.

Deployment choices for developers

Run the checkpoint locally

Developers can load the checkpoint through the Transformers ecosystem or follow the notebook and setup instructions in the official Hugging Face model card. Local deployment is the route to keeping inference data on the selected device, provided the surrounding application does not upload prompts, results or logs.

Install the Python package

FLock also publishes a Python package through its GitHub distribution. This option is suited to applications that want the typed-decision interface without building the inference wrapper from scratch. Teams should pin a reviewed version and test confidence thresholds before putting decisions into production.

Use hosted inference

FLock’s separate API Platform offers an OpenAI-compatible interface, one API key, multiple modalities, usage-based billing and enterprise compliance options. Hosted inference is simpler when devices cannot run the checkpoint, but it changes the privacy boundary: inputs travel to the service, so a deployment review should cover retention, access controls, regional processing and contractual requirements.

A practical integration pattern

  1. Define a closed answer set, such as allow, review and block.
  2. Specify the state fields and question format so every valid input maps to the same options.
  3. Run the model and record the chosen option, probabilities and confidence rather than only the label.
  4. Set a confidence threshold below which the application pauses for human review or calls a larger model.
  5. Log outcomes needed for auditing while excluding raw sensitive data unless retention is justified.
  6. Evaluate false positives, false negatives and calibration on representative, locally approved data before automating consequential actions.

Who should consider it

THIS/THAT is a fit for teams with repeatable policy gates, routing rules, safety filters or eligibility checks and a reason to minimize network transmission or cloud inference cost. It is not a substitute for a general language model when the product must draft emails, summarize documents, answer arbitrary questions or explain a result in detail. A hybrid design—edge classification first, human or larger-model escalation second—can preserve the bounded model’s speed while covering ambiguous cases.
