Flock CEO defends surveillance technology amid national backlash: “We shouldn’t pause progress”

Flock Safety CEO Garrett Langley defended continued surveillance-technology development while protests, California restrictions and canceled contracts intensified scrutiny of the company’s searchable license-plate network.

Flock Safety founder and CEO Garrett Langley defended the company’s expanding surveillance network at TechCrunch Disrupt 2026 in San Francisco, arguing that society should keep improving tools that can help hold people accountable. His comments came as communities, civil-liberties advocates and some public officials challenge how automated license-plate-reader data is collected, shared and controlled.

The dispute is not about an ordinary security camera. Flock operates an institutional public-safety platform whose cameras record license-plate numbers and vehicle characteristics for searches by law-enforcement agencies. The central question is whether that investigative reach justifies the privacy and misuse risks of creating a searchable record of motorists’ movements.

What Garrett Langley said

Speaking at TechCrunch Disrupt 2026, Langley said: “If we want to live in a society where, if you commit a crime, you have a higher probability of being held accountable, we shouldn’t pause progress.” He added: “Technology, at its core, in its definition, is just doing things better. It’s not doing things perfect. It’s just doing things better.” The San Francisco Business Times reported those remarks on October 14, 2026, as protests and contract cancellations put the company under unusual political pressure.

Langley did not commit to automatically requiring a warrant for every search or to dismissing a police department when an individual officer was accused of misuse. Activist Ashley Ortiz of the Wolves said Flock cameras had been abused “over and over again,” adding: “We want to be safe, but surveillance does not equal safety.” Those opposing positions define the current argument: greater investigative capability versus limits on the collection and use of location-linked data.

How Flock’s surveillance network works

Flock’s core product is an automated license-plate-recognition, or ALPR, system. Roadside cameras capture plate numbers and other observable vehicle characteristics. Authorized law-enforcement users can then search records and, depending on the participating agencies and their rules, share information across jurisdictions. The Associated Press reported that thousands of agencies in 49 states can search and share Flock data.

Scale or capability What reporting establishes Important qualification
Geographic reach Agencies in 49 states can use the network That figure describes participating agencies, not every police department in the country.
Camera count More than 120,000 roadside cameras This is Flock’s company figure, reported by The Atlantic; it has not been independently audited in the cited coverage.
Data captured License-plate numbers and other vehicle characteristics The system records passing vehicles for later searches rather than requiring an officer to recognize a car in real time.
Product range Fixed ALPR cameras, drones and other license-plate-recognition technology TechCrunch described the expansion beyond the original fixed-camera model.

Because repeated sightings can be searched by investigators, critics describe a risk of reconstructing where vehicles have traveled. Flock and participating agencies frame the same capability as a way to locate suspects, identify vehicles connected to investigations and coordinate across jurisdictional boundaries.

The cameras are designed to work with the included aosuBase, and add-on cameras connect through the base as well.

Why opposition has intensified

Concerns about pervasive tracking

Privacy advocates argue that a large, connected ALPR network can become warrantless mass surveillance even when each individual camera is placed in a public location. A searchable history of vehicle movements can reveal visits to homes, workplaces, clinics, places of worship or political events without the driver knowing that the information may be retained and shared.

Misuse by individual officers

News reports have documented cases in which law-enforcement personnel misused Flock data. CBS News reported that Langley apologized for those incidents. The criticism is not limited to whether a camera captured a plate lawfully; it also concerns whether an authorized user searched the system for an impermissible personal or political reason and whether supervisors could detect that behavior.

Cross-jurisdiction access and transparency

The San Francisco Business Times reported that some California agencies did not realize that working with Flock could give outside agencies access to their data. That discovery sharpened questions about who controls a record, which agencies can search it and whether residents receive clear notice before a local government joins a broader network.

California’s restrictions and Flock’s response

California controls described by the Business Times block searches labeled as immigration or reproductive-health topics, prohibit certain out-of-state sharing and require a standard criminal-offense code for every search. The offense-code requirement is intended to create a stronger audit trail so an agency can review why a query was made.

Flock has also announced that safeguards that customers could previously choose will become mandatory and that default data retention will be shortened. The Los Angeles Times reported the rollout as privacy and misuse concerns grew. The company has not presented those changes as a complete answer to the warrant question: Langley has described the policy challenge as finding a “compromise” between privacy and safety.

Retention and access rules can still differ by contract and jurisdiction. Residents evaluating a local deployment should ask for the exact retention period, the list of agencies with access, the categories of permitted searches, the audit process and the consequences for violations rather than relying on a general product description.

Contracts are being reconsidered

The backlash has produced concrete deployment changes. Axios reported that Douglas County, Colorado, moved to replace Flock with Axon after officials cited lost trust, an exposed camera incident and concerns about data ownership. Langley disputed the ownership criticism, saying customers own their data.

The San Francisco Business Times also reported Bay Area cities ditching camera contracts amid protests and cancellations. A contract ending does not erase records automatically; the termination agreement and local law determine whether existing data is deleted, returned or retained for a specified period. That makes exit terms as important as the original purchase decision.

What is established—and what is not

Flock’s network clearly gives participating investigators a way to search vehicle data across a large multi-state system, and documented misuse has led to apologies, new controls and local contract reviews. What the cited reporting does not establish is a single national percentage showing how much Flock reduces crime. Any effectiveness claim should therefore be tied to a specific agency’s published results, time period and methodology rather than presented as a settled national fact.

For an agency or city weighing deployment, the practical policy test has eight parts:

  • Public-safety results: which cases were solved, and compared with what baseline?
  • Privacy limits: what searches require a warrant or other documented legal basis?
  • Ownership and access: who controls the database and which outside agencies can query it?
  • Retention: how long are records kept by default, and when are they deleted?
  • Auditing: are every search, purpose code and user identity logged and reviewed?
  • Misuse consequences: what happens to an officer, supervisor or agency that violates policy?
  • Resident transparency: are camera locations, contracts, policies and statistics public?
  • Exit provisions: can a community end the program and obtain verifiable deletion or return of its data?

Langley’s defense keeps the technology on the side of continued expansion. The cancellations, state restrictions and demands for tighter accountability show that many residents and officials are asking a different question first: not whether cameras can help an investigation, but whether the rules governing an always-searchable record of movement are strong enough to justify operating it.
