Fixed-Rate vs. Variable-Rate Electricity Plans: Which Is Right for Your Home?

Fixed plans offer predictability for the rate component covered by the contract; variable plans can move up or down. Compare the full bill at your own usage and check how each offer changes.

A fixed-rate electricity plan is usually the better fit if you value a predictable price for the part of the bill covered by the contract. A variable-rate plan may suit you if you can handle price changes and want the chance to benefit when its pricing reference falls. Neither is automatically cheaper: compare the estimated whole bill for your own usage, then check how the rate changes, contract length, fees, and exit terms.

Plan names and consumer protections vary by country and utility area. “Variable” can mean a supplier-adjusted rate, an index-linked rate, time-of-use pricing, or a rate tied more closely to real-time markets. The comparison below explains what to check without assuming one jurisdiction’s rules apply everywhere.

What is the difference between fixed and variable electricity rates?

A fixed-rate plan keeps a specified price component—often the electricity unit rate—unchanged for a stated contract period. It does not necessarily freeze every part of your bill: taxes, network charges, standing charges, and other terms may be treated separately. Read the offer to see exactly what is fixed and for how long.

A variable-rate plan allows some price component to change. How it changes depends on the contract: the supplier may revise it, it may track a published index on a schedule, or it may vary by time of day or market conditions. “Variable” is a label for several designs, not a guarantee of real-time pricing.

For example, Belgium’s energy regulator CREG says an indexed variable contract can move up or down with wholesale prices, often monthly or quarterly depending on the formula. It also notes that some indefinite-term contracts described as fixed may permit price changes subject to notice and information rules. These are Belgium-specific examples, not universal definitions. CREG’s contract guidance explains the local distinctions.

Which type may suit your household?

Consideration Fixed-rate plan Variable-rate plan
Budget predictability The covered rate is predictable for the contract period. The rate can change according to the contract’s mechanism and schedule.
If the relevant price reference falls You may not automatically benefit while the fixed rate remains in effect. The rate may fall if the contract passes through the decline.
If the relevant price reference rises The covered rate may limit your exposure to that increase during the fixed term. Your rate may rise, depending on the contract.
Flexibility Early departure may involve an exit fee; check the agreement and local rules. Cancellation terms and fees still depend on the contract and local rules.
Time-of-day usage A simple fixed unit rate may not reward shifting use, unless the offer has separate time-based rates. A time-of-use or dynamic offer may reward shifting use, but can charge more during expensive periods.

Choose based on your ability to absorb bill changes, your usage pattern, and the actual terms—not on an assumption that either plan type is inherently cheapest or safest in every respect. A fixed rate can reduce uncertainty in one bill component while still leaving other charges subject to change. A variable rate can create both upward and downward exposure.

Fixed may fit better if predictability matters most

If a changing electricity charge would make household budgeting difficult, a fixed rate can make that covered part of the bill more predictable for its term. In return, you may miss out on a lower market-linked rate unless the contract lets you switch on acceptable terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Variable may fit better if you can manage changes

If your budget can absorb rate movement, a variable plan may offer the possibility of paying less when the reference price falls. That outcome is not guaranteed, and any potential saving depends on the offer’s formula, fees, other bill charges, and your consumption.

What does “variable” mean in this offer?

Before comparing prices, identify the rate mechanism. France’s energy regulator CRE distinguishes offers indexed to public reference prices, offers indexed to market references, and dynamic offers whose prices reflect real-time markets. It says dynamic offers are aimed at customers able to shift some consumption and that providers must explain how often prices change. Its page was updated July 22, 2026. CRE’s overview of offer categories illustrates why two variable plans may expose a household to very different price movements.

  • Supplier-adjustable rate: The supplier can revise the rate under the contract’s terms. Check how much notice it must give and what you can do after a change.
  • Indexed rate: The rate follows a specified reference and formula. Find out which index applies, how often the rate resets, and whether any part of the price is fixed.
  • Time-of-use rate: Prices change at defined times or periods. The U.S. Department of Energy describes time-of-use pricing as a form of time-variable pricing; savings depend in part on when you use electricity.
  • Real-time or dynamic rate: Prices track market or production costs more closely and can change more frequently. You need to understand the update schedule and whether you can shift substantial usage away from costly periods.
  • Hybrid rate: Some designs combine a fixed portion with a market-priced portion. The U.S. Department of Energy describes block-and-index pricing as one such structure, with market pricing applying to usage above a fixed portion.

These rate structures are not interchangeable. The U.S. Department of Energy’s overview of time-variable pricing programs describes time-of-use, real-time, and hybrid approaches; it is explanatory material, not a statement of the rules in every retail market.

How to compare the real annual cost

  1. Start with your usage. Use a recent bill or a reliable annual estimate. For a time-based offer, consider when you use electricity as well as how much.
  2. Calculate each offer at the same consumption. Include unit rates, fixed or standing charges, network costs, taxes and levies, recurring fees, and discounts. Include one-time charges where relevant, and check whether discounts depend on payment method, bundles, or other conditions.
  3. Model variable-rate exposure honestly. A single advertised rate may not capture an indexed, time-of-use, or dynamic offer. Use the contract’s formula and reset schedule, and account for your likely usage timing. If future rates cannot be known, treat the result as an estimate rather than a promise.
  4. Read the key contract terms. Check the term, renewal terms, post-term rate, price-change rules, required notice, cancellation process, exit fees, cooling-off rights, and any bundled or conditional service.
  5. Compare the whole bill and the trade-offs. Consider budget certainty, possible rate increases or decreases, how much electricity you could shift to cheaper periods, and the cost of leaving if your needs change.

The European Commission recommends comparing the total price for estimated annual consumption rather than focusing only on an advertised discount. Its checklist also identifies network charges, taxes and levies, monthly charges, one-off payments, green options, and bundles as items to review. Ask for the summary of key contractual terms and conditions, then use a national independent comparison tool where one is available. The Commission’s energy-contract guidance sets out these checks for consumers in its remit.

Bill terminology and components differ by market. The Australian Energy Regulator, for example, describes a tariff as including fixed and variable charges and lists possible establishment, early-termination, and payment-processing fees. It also notes that renewable-electricity add-ons may be charged as a variable price or a fixed amount. Use your local bill and offer documents for the applicable labels and charges. The AER’s bill explainer gives an Australian example.

Check local protections before signing or switching

Price caps and switching protections are jurisdiction-specific. In Great Britain, Ofgem says its price cap applies to standard variable tariffs, not fixed tariffs, and that it sets the cap every three months. The cap’s amounts can change; it should not be treated as a universal limit or assumed to apply outside Great Britain. Ofgem explains the scope of the Great Britain price cap.

Leaving a fixed contract early may trigger an exit fee, but not every fixed offer has one. Variable plans are not automatically fee-free either. Ofgem notes that a customer may have to pay a fee to leave a fixed tariff early; the European Commission also advises checking cancellation and exit conditions. Confirm the specific contract and the rules that apply where you live before switching. Ofgem’s switching guidance covers its market; it is not a substitute for a local regulator’s advice elsewhere.

What consumer surveys can—and cannot—tell you

Ofgem’s 2024 research reported that 80% of surveyed consumers correctly identified easier budgeting as a benefit of fixed tariffs, 76% correctly identified that consumers could pay less if prices fell on a variable tariff, and 54% correctly identified switching without an exit fee as a benefit of a variable tariff. These figures describe recognition of tariff features, not actual savings, the likelihood that prices will fall, or the share of customers who saved money. They are specific to Ofgem’s research and do not predict what an individual household will pay. Ofgem’s report on consumer understanding of tariff choices is the source for those findings.
