If your Samsung phone says a screen overlay is blocking a permission, turn off Appear on top for the app causing the conflict, then try granting the permission again. If the problem is flickering, unusual colors, poor touch response, or physical damage, that is a separate display issue and needs symptom-specific troubleshooting.
What “Screen Overlay” means
Samsung describes Screen Overlay as a feature that lets an app appear on top of another app. A messaging bubble displayed over a browser is one example. The feature can interfere with permission prompts: an overlay might confuse you or misdirect you while you decide whether to give another app access to something such as the camera. Grant permissions only to apps you trust. Samsung’s Screen Overlay guidance explains the warning and its purpose.

How to fix the Screen Overlay warning on a Samsung phone
- Open the overlay-permission settings. Go to Settings > Apps, tap the three-dot More options menu, then choose Special access > Appear on top.
- Find the app causing the conflict. Check the app you were using when the warning appeared, along with apps that show chat bubbles or change screen colors.
- Turn off its overlay permission. Switch off Appear on top for that app—not every app indiscriminately.
- Retry the original action. Return to the app that requested permission and try granting it again. If the warning remains, check for another overlay app that may still be active.
Menu names and locations can vary by Galaxy model and software version. The setting may be called Apps that can appear on top or Draw over other apps. If the path above does not match your phone, search Settings for “Appear on top” or “Draw over other apps.” Samsung’s instructions for Galaxy phones and tablets are for the US support site; other regions may present different support information.

If the problem is not a permission warning
A Screen Overlay warning is about an app drawing over another app during a permission interaction. It does not, by itself, explain a flickering screen, abnormal colors, poor touch response, or a damaged display. Samsung lists possible causes of display behavior such as temporary system errors, outdated software, display settings, app compatibility, and physical damage. Start with the troubleshooting route that matches what you see rather than changing overlay permissions at random.

Flickering, glitching, or abnormal colors
Use Samsung’s display troubleshooting guide for general display issues. For a screen that flickers or glitches, follow its separate flickering and glitching troubleshooting steps. Settings and procedures can differ by model and software version.
Touchscreen problems
For missed or unreliable touches, follow Samsung’s touchscreen troubleshooting guidance, which starts with software and app checks. If the problem continues, use the Samsung Members app’s Phone diagnostics to check touchscreen status. A screen protector or other accessory can affect sensitivity in some cases; consider whether one is involved before treating the issue as a software fault. Back up personal data before a factory reset.

Visible physical damage
A damaged display may not work normally. If the screen is cracked or otherwise visibly damaged, consult Samsung support for your model or arrange appropriate service rather than assuming a permission change or software setting will fix it.
