The message “A device attached to the system is not functioning” does not, by itself, identify a BitLocker fault, a damaged drive, or a bad cable. Microsoft’s guidance covers unlocking and recovering BitLocker volumes, but does not diagnose this exact message as having one cause.
Start with the drive, not BitLocker settings
These steps are for a connected secondary or external data drive in a normal Windows session. If the message concerns the drive Windows starts from, do not assume that its drive letter or recovery steps are the same; Windows Recovery Environment can use different letters and interfaces.

- Check detection. Look for the drive in File Explorer and Disk Management. If it is external, make sure the connection is secure. Trying a different known-working port is a cautious diagnostic check, not a guaranteed fix.
- Confirm the drive letter. Use the letter currently shown by Windows. Do not assume it is E: or reuse a letter from another session.
- Decide whether it is detected but locked. If Windows sees the volume, try a normal BitLocker unlock. If it does not appear or behaves inconsistently, the message alone cannot tell you whether the issue is the connection, storage hardware, Windows, or encryption.
Microsoft does not document a single cause for this exact error. Treat connection or unlock-prompt issues as possibilities, not a diagnosis.
Unlock a detected secondary drive
For a connected data drive, Microsoft documents unlocking through File Explorer or Control Panel, as well as through PowerShell or the manage-bde command-line tool. Try the ordinary interface first if it is available.
#1 Best Overall
- Compact plug-and-stay design to instantly add storage to your laptop, game console, in-car audio, and more
- Save time with ultra-fast transfer speeds up to 400MB/s (Based on read speed. 1 MB/s = 1 million bytes per second. Based on internal testing; performance may vary depending upon host device, usage conditions, drive capacity, and other factors. USB 3.0 port required.)
- Transfer a full-length movie to the drive in less than 30 seconds (Based on 1.2GB MPEG-4 video transfer with USB 3.2 Gen 1 or USB 3.0 host device.)
- Get space for your high-resolution photos, videos, and more at a great value with up to 256GB of storage (1GB=1,000,000,000 bytes. Actual user storage less.)
- Password-protect files using a downloadable software (Password protection uses 128-bit AES encryption and is supported by Windows 10+ and macOS v10.9+ (Software download required, see Password Protection page on SanDisk site).)
Use File Explorer or Control Panel
In File Explorer, select the locked drive and choose the BitLocker unlock option, then enter the password. Control Panel also provides a BitLocker Drive Encryption page for managing and unlocking applicable drives. Labels can vary across Windows versions.
Unlock from an elevated Command Prompt
Open Command Prompt as an administrator, substitute the actual drive letter, and use the credential that applies:
- To be prompted for the drive password:
manage-bde -unlock E: -password - To use the 48-digit recovery password:
manage-bde -unlock E: -recoverypassword <48-digit-password> - To use a BitLocker recovery-key file on USB:
manage-bde -unlock E: -recoverykey <path-to-.bek-file>
These are Microsoft-documented command forms. Replace E: and the credential or path with the values for your volume. Do not type the angle-bracketed example text literally.

A BitLocker recovery password is 48 digits, grouped into eight sets. The recovery information may be stored in different places depending on how BitLocker was configured:
- The Microsoft account used when BitLocker was set up.
- An organization-managed recovery store, such as Microsoft Entra ID or Active Directory Domain Services (AD DS). For a work or school device, contact the IT administrator.
- A saved file, USB device, printed copy, or another safe location where the recovery information was kept.
Microsoft notes that the required authentication information is needed to recover encrypted data. If no usable password, recovery password, or recovery-key file is available, do not expect a repair command to bypass BitLocker protection.

If Windows cannot see the drive or it seems unstable
Do not run encryption or repair commands just because this message appeared. If the drive is missing from Windows, repeatedly disconnects, or behaves inconsistently, repeated experiments may add risk without identifying the problem. If the contents are irreplaceable, stop and consider qualified data-recovery assistance before making changes.
Turning off BitLocker is not a general fix for a drive Windows cannot access. Decryption changes the drive’s security state, and on a managed device security policies may be controlled by an administrator. Do not change managed policies or disable encryption without understanding the consequences and having the appropriate authorization.

Microsoft’s repair-bde tool is intended for recovering data from a severely damaged BitLocker volume, not for routine unlocking. It writes recovered content to a separate output volume, and that destination is overwritten. Verify the destination carefully before starting; it must not contain data you need.
If BitLocker metadata is corrupted, recovery credentials alone may not be enough: a backup key package may also be required. Because this is a salvage operation with an overwrite risk, use it only after normal unlock attempts have failed and there is evidence of serious volume damage.
Quick Recap
Which path fits your situation?
| What you see | Next step |
|---|---|
| Windows detects the secondary drive, and you have its password | Try the File Explorer or Control Panel unlock, or use manage-bde with the password. |
| Windows detects the drive, but you need recovery information | Look for the recovery password or key file in the locations where it may have been saved; for a managed device, ask IT to check the configured recovery store. |
| Windows does not detect the drive, or its connection is unstable | Check the connection and current Windows detection first. Do not treat the error as proof that BitLocker is corrupt. |
| Ordinary unlocking fails and there is evidence of severe volume damage | Consider repair-bde only as a salvage operation, with a verified output drive and any required recovery credentials or key package. |
| The message concerns the Windows system drive | Do not apply secondary-drive letters or assumptions; identify the correct volume and recovery environment before proceeding. |
