If you’re using Windows, first right-click the photo and choose Open with > Choose another app. If it opens in a different viewer, the photo is readable and the issue is likely the app Windows has associated with that file type. If it still will not open, check the file type and repair the intended photo app before trying more disruptive steps.
Try opening the photo with another app
- In File Explorer, right-click the photo.
- Select Open with > Choose another app.
- Choose an installed image viewer. If Windows offers a checkbox or option to always use that app for this file type, leave it unchanged for this test.
If the image opens, the file itself is probably readable by that viewer. The double-click behavior may instead be tied to the app Windows currently associates with the file extension. If no available app opens it, note the exact error and whether other photos open; that helps distinguish a problem with one file from a broader app or format issue.

Change the default app for the photo’s file type
When another viewer opens the image successfully, you can assign your preferred viewer to that extension. Open Settings > Apps > Default apps, then find the file type (for example, the extension shown at the end of the filename) and choose an app. Microsoft documents changing defaults by file type, though the Settings layout can vary between Windows versions: Change default apps in Windows.

Repair Microsoft Photos if that is the app you want to use
If double-clicking is meant to open the image in Microsoft Photos and that app fails, use Windows’ app-repair options. Microsoft describes Repair first, followed by Reset if Repair is unavailable or does not resolve the problem: Repair apps and programs in Windows.
- Open Settings > Apps > Installed apps (the wording or location can vary by Windows version).
- Find Microsoft Photos, open its menu, and select Advanced options.
- Select Repair if it is available, then try the photo again.
- If Repair is missing or does not fix the problem, return to the same page and select Reset if available. Reset is a later step because it may change the app’s state.
Windows also has a distinct app experience called Photos Legacy; make sure you are changing settings for the app you actually intend to use. Microsoft explains the distinction here: Photos Legacy: What you need to know.

Check format support only when the file type points to it
If the filename ends in .heic or .heif, or the error mentions HEVC, format support may be relevant. Microsoft’s guidance on HEIF and HEVC concerns a specific Windows 10 Photos video-editor error; it is not evidence that these formats explain every photo-opening failure. See Microsoft’s guidance for the HEIF or HEVC video-editor error for the situation it covers.
Use the result to narrow down the next step
- Another app opens this photo: set the preferred default for its extension in Windows Settings.
- No app opens this photo, but other photos do: focus on this file’s extension and exact error; the issue may be specific to the image.
- Photos fails with multiple image types: try Repair, then Reset if needed and available.
- The error mentions HEIF or HEVC: check the specific format-support guidance rather than assuming the same fix applies to every file.
If the problem remains, record your Windows version, the photo’s extension, the exact error message, whether another app can open the same image, and whether other photos open. Those details are needed to identify a cause; the double-click symptom alone does not establish one.
