There is no universal winner: Figma is a natural candidate for teams that rely on its collaborative files, shared libraries, advanced prototyping and documented developer handoff. Penpot is worth evaluating when open-source software, web standards, no-cost entry or control over hosting matter more. Those are workflow-fit recommendations based on the vendors’ published features and plans, not the results of a head-to-head usability test.
The practical choice depends on how your team designs, reviews, prototypes, hands work to developers, manages access and pays for seats or infrastructure. A short trial using real team tasks is more informative than comparing feature lists alone.

Count roles, not just people
Figma’s Professional, Organization and Enterprise prices distinguish Full, Dev and Collab seats. Model the roles people actually need rather than multiplying one seat price by the whole team. In particular, don’t assume every developer needs a paid Dev seat just to inspect a file: Figma says free viewers can inspect measurements and properties, copy CSS, iOS and Android code, export assets, comment and collaborate. Dev Mode adds advanced handoff features. Figma pricing FAQ Figma Dev Mode guide
Include operating costs for self-hosting
Penpot lists self-hosted Professional as free, but deployment is not costless: its requirements include a Linux server, Docker knowledge and self-managed operations. Account for infrastructure, patching, backups and the staff time to run the service when comparing it with a cloud plan. Penpot self-host pricing

For either product, calculate the team’s actual seat or member mix, plan caps, storage needs and billing period. Add taxes, discounts or implementation costs only after verifying what applies to your organization.

Collaboration, libraries and design systems
Start with how designers create and maintain shared components, libraries and tokens, and how reviewers receive access. Figma’s paid-plan descriptions include team-wide design libraries. Penpot documents libraries, components, design tokens and multiplayer editing, with governance and limits that depend on plan. Compare permission needs and day-to-day collaboration using the plan your team would actually adopt. Figma pricing Penpot features Penpot pricing

Prototype behavior
Build the same representative journey in each tool, including the branches and states your product really uses. Figma lists variables and conditional logic among its advanced prototyping capabilities. Penpot documents interactive links and flows, transitions, overlays and scroll simulation. A feature checklist does not establish equivalent fidelity or effort; judge the result against your team’s prototype and review needs. Figma pricing Penpot prototyping
Developer inspection and handoff
Ask a developer to inspect real components, measurements, assets and annotations, then compare what must be adjusted to fit your frontend conventions. Figma presents Dev Mode as an advanced handoff workflow, while basic inspection remains available to free viewers. Penpot documents read-only inspect mode with measurements, properties, asset export and code views. Code or CSS shown by a design tool is not a guarantee that output can be used unchanged in every production codebase. Figma pricing FAQ Figma Dev Mode guide Penpot Dev tools

Hosting, governance and control
Decide whether vendor cloud hosting meets your data, identity, audit and location requirements. If considering Penpot self-hosting, assign responsibility for deployment, patching, backups and ongoing operation before treating its free software plan as a complete cost comparison. Use a short evaluation to expose the workflow differences that matter to your team. Apply the same tasks and success criteria in both tools; this is a proposed method, not a claim that either has been tested here.
Best Value
- Create a responsive screen using shared components or your equivalent design-system assets.
- Build a multi-step prototype with a branching path and an overlay, then ask stakeholders to review it.
- Hand the file to a developer to inspect measurements and properties, export assets and check whether the available code views suit your conventions.
- Invite a reviewer and verify that permissions and collaboration work as intended.
- Open one existing file that matters and record migration exceptions, missing integrations or cleanup work.
- Compare the real operating cost: required seats, plan caps, hosting work and any friction the trial revealed.
Record where users needed extra steps, which features required paid seats, what output needed cleanup, and whether access controls or existing files created blockers. Those results give your team a basis for choosing that vendor documentation alone cannot provide.
