FFmpeg YouTube Live Stream Bitrate Keeps Exceeding the Target: How to Diagnose It

An FFmpeg bitrate target is not necessarily a hard ceiling or the total YouTube ingest rate. Diagnose the gap by checking the codec-specific recommendation, encoder controls, audio and measurement window.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If your FFmpeg YouTube Live stream appears to exceed its bitrate target, first check what the number represents: -b:v targets video bitrate, not necessarily a hard instantaneous ceiling or the total rate YouTube receives. Match YouTube’s recommendation to your codec, resolution and frame rate, inspect the rate controls for the actual encoder, and compare video, audio and total-rate readings at the same measurement point and time window. The title alone is not enough to identify a specific cause.

What “above the target” can mean

There are four different values that can be mistaken for one another:

As an Amazon Associate I earn from qualifying purchases.

  • YouTube’s recommended bitrate: guidance for a particular codec, resolution and frame rate. It is not a measurement of your stream.
  • Encoder target: a rate-control setting such as -b:v, which targets video output. A target alone should not be treated as a guaranteed hard ceiling on every short interval.
  • Permitted rate variation: the actual encoder’s behavior under its rate-control mode, maximum-rate setting and buffer configuration.
  • A reported bitrate: a reading from FFmpeg, the network, or YouTube’s health display. These may measure different streams or time windows.

Without the command, encoder, warning text and measurement details, it is not possible to say which explains a particular case.

Check YouTube’s recommendation for your exact stream format

YouTube’s live encoder guidance varies by ingestion codec, resolution and frame rate. For H.264, its current settings guidance lists 14 Mbps for 1080p30 and 17 Mbps for 1080p60; both are recommendations, not measurements or universal limits. The H.264 guidance also lists 8 Mbps for 720p30 and 8 Mbps for 720p60. The minimum values shown for those rows are 5 Mbps for 1080p30, 6 Mbps for 1080p60, and 3 Mbps for each 720p row. H.265/HEVC and AV1 use different recommendations, so do not apply an H.264 figure to another codec.

Find the matching row in YouTube’s live encoder settings, bitrates, and resolutions. Confirm the codec actually being sent, rather than assuming it from the source file or an intended setting.

Inspect FFmpeg’s actual encoder and rate controls

Read the complete command and identify the encoder selected for the video stream. FFmpeg’s shared and encoder-specific options include bitrate, maximum rate and buffer size, but their precise behavior depends on the encoder. A generic option should not be assumed to act identically with libx264, a hardware encoder or another codec.

Separate target, maximum rate and buffer

  • -b:v sets a target video bitrate for the selected encoder; it does not by itself establish that every instantaneous or short-window reading must remain below that value.
  • -maxrate and -bufsize are rate-control parameters whose effect depends on the encoder and its configuration. Check that encoder’s documentation and private options before treating them as a strict cap.
  • Check whether the command uses a quality-based mode, such as CRF, alongside bitrate-related options. Do not describe such a setup as fixed-bitrate unless the selected encoder’s documented behavior supports that description.

Consult the relevant encoder entry in the official FFmpeg codecs documentation and the FFmpeg command documentation. The options and defaults for your selected encoder matter more than a recipe copied from a different encoder.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare video, audio and total stream rate separately

-b:v applies to video. Audio has its own stream and bitrate settings, and the total sent to the ingest endpoint also includes audio and container or network overhead. A total-rate reading can therefore exceed the video target without proving that the video encoder ignored its setting.

Compare the video stream’s rate, the audio stream’s rate and the total rate separately. Record where each value comes from and the time window shown by the meter. There is no single universal averaging interval established for every bitrate display, so a local FFmpeg statistic and YouTube health reading may not be directly comparable unless their measurement windows and locations are understood.

YouTube’s Live Streaming API documents an audio warning template: “The audio stream’s current bitrate of %(actual) is higher than the recommended bitrate.” This is an API diagnostic message, not evidence that your stream has that warning. You can review the documented health descriptions in the YouTube Live Streaming API LiveStreams reference.

A practical diagnostic sequence

  1. Match the format: note the outgoing codec, resolution and frame rate, then find that exact row in YouTube’s settings table. Do not compare an H.264 configuration against an AV1 or HEVC recommendation.
  2. Read the mappings and encoders: inspect the command’s -map choices and identify the video and audio encoders. Establish whether the reported target applies to video only or is being compared with a total outgoing-rate figure.
  3. Check the selected encoder’s controls: record the target bitrate, maximum-rate and buffer values, rate-control mode, and relevant encoder-specific options. Verify them against documentation for that encoder.
  4. Compare readings at like-for-like points: check FFmpeg’s per-stream output and the YouTube health display separately. Note the displayed window and whether the value is per-stream or total.
  5. Test before going live: use a scene with representative motion and audio, then watch YouTube’s health messages during the test. YouTube advises testing before the event and monitoring stream health while it is live.

YouTube’s published encoder guidance recommends CBR, RTMP or RTMPS, and a two-second keyframe frequency; it says not to exceed four seconds. It supports H.264, H.265/HEVC and AV1 in the documented settings and lists frame rates up to 60 fps. YouTube recommends RTMPS as an encrypted connection into and through Google’s servers. These settings are useful checks, but they do not identify the cause of an unexplained bitrate reading by themselves.

Common symptoms and what to check

Symptom What to inspect
The displayed rate rises above -b:v. Check whether the display is a short-window reading, whether it reports total rather than video rate, and how the selected encoder uses target, maximum-rate and buffer options.
FFmpeg’s video rate seems acceptable but YouTube reports a higher rate. Confirm that the readings refer to the same output and time window. Include audio and container or network overhead when comparing with a total ingest measurement.
YouTube reports an audio bitrate warning. Check the outgoing audio stream’s codec and bitrate separately from video. The API documentation includes a specific audio-bitrate warning; its presence should be confirmed in your own health messages.
The configured rate is higher than YouTube’s recommendation. Recheck the codec, resolution and frame-rate row, then adjust the encoder configuration if appropriate for that format and available upload capacity.
Rate behavior is unclear with CRF or a hardware encoder. Verify the encoder’s rate-control mode and private options in its documentation. Do not infer behavior from flags used with a different encoder.

What to include when asking for a specific diagnosis

If the checks do not explain the reading, share enough detail to distinguish target-versus-ceiling confusion, audio contribution, encoder-specific behavior and different measurement points:

  • The complete FFmpeg command, with the stream key removed or replaced by a redaction.
  • FFmpeg version and build, selected video and audio encoders, codec, resolution and frame rate.
  • The values for -b:v, maximum rate, buffer size, audio codec and audio bitrate, plus relevant encoder-specific options.
  • The exact YouTube health warning, if any, and where the higher value was measured, including the displayed time window if available.

Never post a stream key. Treat it as a credential that could let another person broadcast to your channel.

Or let it run in the cloud

If your goal is to keep uploaded video playing as a YouTube live stream around the clock, StreamNeo is a cloud alternative: upload a recording or build a playlist, add your YouTube stream key once, and go live. Your computer and home connection do not have to stay on. It streams the upload as made, up to 4K 60fps, at one flat price per slot; automatic recovery helps restart the stream if YouTube drops it. The first day is free with no card. Monthly service is $9.99 per month. It plays uploaded videos and streams to YouTube.
