Faster, Cleaner Data Centers: How to Make the Claims Auditable

A data center can deliver more compute per unit of energy while total electricity use rises. Here is how to assess efficiency, cooling, clean-power and emissions claims.

Data centers can deliver more computing work per unit of energy while limiting environmental impacts, but “faster” and “cleaner” are separate claims that need separate evidence. A credible comparison identifies the workload, facility, reporting period and measurement boundaries; reports both efficiency and total resource use; and distinguishes contracted clean energy from electricity actually generated and emissions reductions from modeled avoided emissions.

What “faster” and “cleaner” should mean

Computing performance and facility efficiency answer different questions. A system may complete more work for each unit of energy without using less energy overall if demand grows. Conversely, a facility can reduce cooling overhead without improving the amount of useful computing delivered.

Measure useful computing, not just equipment efficiency

A speed or output claim needs a defined workload and a comparison baseline: for example, the same type and volume of work on specified hardware. To assess efficiency, report energy per unit of useful compute alongside total electricity use. A performance-per-energy improvement does not establish that total consumption fell.

Google says its compute performance per unit of energy in 2025 was more than three times its 2020 level, based on its internal estimates for comparable work across CPU and GPU/TPU hardware. That is a company-reported efficiency claim, not evidence that Google’s total energy use declined. Google’s data-center efficiency page describes the comparison.

Separate IT energy from the facility overhead

Power usage effectiveness (PUE) is total facility energy divided by energy used for computing. A value closer to 1 means less facility energy overhead relative to IT energy within that measurement boundary. PUE does not show how much useful computing the IT equipment delivers, nor does it measure the facility’s full environmental footprint. Microsoft’s definitions of PUE and WUE explain the metrics and note that climate and location—including ambient temperature and humidity—affect results.

Google reports a 2025 average annual global fleet PUE of 1.09 and cites 1.54 as the global average among respondents to Uptime Institute’s 2025 Global Data Center Survey. Google calculates 83% less overhead energy relative to that comparison. These are company-reported fleet and survey figures, not a controlled, facility-to-facility test: the populations and measurement boundaries differ. A reader should not treat the comparison as proof that every Google facility uses less energy than every other data center.

Why PUE and WUE are useful but incomplete

Water usage effectiveness (WUE), as defined by Microsoft, is annual liters used for humidification and cooling divided by annual kWh used to power IT equipment. It relates cooling and humidification water use to IT energy, but it does not by itself describe the water source, local scarcity, or total water footprint across the electricity supply chain. PUE and WUE are useful operational indicators; neither alone establishes whether a facility is environmentally preferable.

  • Performance per energy: useful compute delivered relative to energy; disclose workload, hardware and baseline.
  • Total use and impact: electricity, water and emissions in absolute terms, with geography and time period.

Climate and geography matter to these metrics, so comparing sites without their local conditions can mislead. The practical test is to pair normalized efficiency measures with absolute electricity and water use, and explain how each figure was calculated.

Cooling choices trade energy against water and place

There is no universally best cooling design. Google says its facilities may use air, water, refrigerants or combinations, selected with local hydrology, geography, energy and emissions in mind. A design that uses less water on site may need more electricity; the net effect depends partly on where that electricity comes from and whether the water is locally stressed.

Google stated in a 2022 post that water cooling can use about 10% less energy than many air-cooled data centers. This is a company statement from that historical post, with a qualified comparison—not a universal engineering result for every site. Its relevance depends on design and local conditions. Google’s 2022 explanation of data-center cooling also describes that context.

The same post reported that an average Google data center used about 450,000 gallons of water per day in 2021, and that its then-global fleet consumed about 4.3 billion gallons in the prior year. It said reclaimed or non-potable water was used at more than 25% of campuses at the time and described development of a low-water alternative. These are dated statements, not current fleet figures or proof of current deployment and performance.

Questions that make a cooling claim meaningful

  • Which facility and reporting period does the claim cover?
  • What cooling system is used, and what water sources supply it?
  • How much electricity and water did the site use in absolute terms?
  • What is the local water-stress context, and how are seasonal conditions handled?
  • Does the comparison include the energy and water impacts of supplying electricity?

Clean-energy contracts are not the same as delivered power

A clean-energy agreement can support new generation, but contracted capacity, actual generation and electricity consumed at a particular time and place are distinct things. Google’s 2026 Environmental Report page, covering 2025, reports more than 12 GW of net-new clean energy contracted that year. Google clarifies that the total includes power-purchase, storage and environmental-attribute agreements, and that actual generation can vary. The contracted total should not be read as a guarantee that every data center ran on clean electricity around the clock. Google’s environmental reporting page provides the reported figure and qualification.

For a facility-level claim, ask whether clean-energy procurement is matched to the site’s electricity use by location and hour, and whether the report shows generation delivered rather than only agreements signed. Without that information, a procurement figure does not establish the emissions intensity of power used at a specific facility.

Distinguish inventory reductions from avoided emissions

Reported emissions and “avoided” emissions are not interchangeable. An emissions inventory records emissions under a defined accounting method. Avoided emissions estimate a counterfactual—what emissions might have been without certain actions—and depend on the scenario and methodology.

Google’s 2026 report page says initiatives collectively avoided more than 58 million tCO₂e across operations and supply chain in 2025, compared with a scenario in which the actions were not taken. Google says it continues to refine the estimates and methodology. This is a company-modeled avoided-emissions estimate, not a direct reduction in the reported emissions inventory.

The distinction also matters for total energy. Google separately reports that its data-center energy emissions fell 12% in 2024 versus 2023 while electricity consumption rose 27%. The company-reported figures illustrate that emissions can decline while electricity use increases; they do not, by themselves, show lower total energy demand or establish the cause of the emissions change. Google’s environmental reporting page covers its reporting, and Google’s progress reporting presents the emissions and electricity trend.

What current disclosures can—and cannot—show

Google’s 2026 report page, covering 2025, also reports that 88% of operational waste across Google-owned and operated data centers was diverted from disposal. It reports approximately 7.7 billion gallons replenished through 165 projects across 97 watersheds, roughly 78% of the company’s 2025 total freshwater consumption. These are company-reported figures: waste diversion and replenishment are relevant disclosures, but they do not substitute for facility-level water withdrawals, consumption, local stress or electricity data.

Axios reported on July 10, 2026 that major technology companies’ latest disclosures differed and that no common reporting standard existed for many AI-related environmental metrics. It described comparisons as potentially apples-to-oranges and cited researcher Alex de Vries-Gao’s analysis of disclosure differences. That is dated reporting context, not a regulatory determination or an independent audit of companies’ underlying numbers. The story also reported UN Secretary-General António Guterres’s call for companies to disclose data-center footprints including carbon, water and land use. Axios’s July 10, 2026 report describes the disclosure debate.

A checklist for scrutinizing a “faster and cleaner” claim

Before accepting a facility or fleet claim, look for enough detail to reproduce its meaning and compare it fairly:

  • Scope: Name the facility or fleet, geography, reporting period and whether figures cover owned, operated or contracted sites.
  • Useful output: Define the workload, hardware and baseline behind any speed or performance-per-energy comparison.
  • Absolute and normalized figures: Provide total electricity and water use as well as energy per unit of useful compute, PUE and WUE.
  • Methods and boundaries: State numerators, denominators, data sources, exclusions and assurance status for each metric.
  • Cooling context: Describe the cooling design, water source and local water-stress conditions, alongside energy use.
  • Clean power: Separate contracts and environmental attributes from generation delivered, and state whether matching is hourly and location-based.
  • Emissions: Separate inventory results from modeled avoided emissions; disclose the counterfactual and methodology for the latter.

These details are especially important when comparing operators. Without aligned dates, facility boundaries and methods, a single “greenest” ranking collapses unlike measures into a misleading score.
