Short answer: Falcon-ASR has the strongest published evidence for Emirati and other Arabic-focused use cases, while Whisper has demonstrated broad Arabic capability but can lose accuracy on dialects it has not seen during training. TII reports Falcon-ASR at 20.92% average WER across six Arabic test sets and 22.73% WER on its internal Emirati evaluation. Those results are not a universal Falcon-versus-Whisper verdict: they use different test protocols, and no cited source establishes a head-to-head winner for speed, memory, cost, licensing, or production throughput.
What Falcon-ASR and Whisper are designed to do
Falcon-ASR is a 1.6-billion-parameter speech-recognition model from the Technology Innovation Institute (TII). Its training emphasis is Arabic, with particular attention to Emirati Arabic, while the same model also supports Modern Standard Arabic, English, French, Spanish, and Portuguese. TII says it was trained on Gulf and other Arabic dialects as well as English, and that it can follow the language being spoken without requiring a language flag.

Whisper is a general-purpose multilingual speech-recognition system. A study published on June 5, 2023 found strong overall Arabic recognition, but also significant zero-shot degradation when Whisper was tested on dialects absent from its training or adaptation conditions. The study specifically measured unseen Algerian, Jordanian, Palestinian, UAE, and Yemeni dialects.
The practical distinction is therefore not simply “new model versus old model.” Falcon-ASR is optimized around Arabic diversity and includes Emirati-focused evidence. Whisper offers broad multilingual recognition, but its Arabic result depends heavily on whether the speaker’s dialect, recording conditions, and domain resemble what the selected Whisper model has learned.

Which model is more accurate for Arabic?
On the published Arabic benchmark cited by TII, Falcon-ASR has the lower error rates. TII reports an average word error rate (WER) of 20.92% and character error rate (CER) of 8.79% across six Arabic test sets. The same benchmark table lists the following results:
| System | Average WER | Average CER | What the figure represents |
|---|---|---|---|
| Falcon-ASR | 20.92% | 8.79% | TII’s average across six Arabic test sets |
| Audar-ASR-V1-Turbo | 23.17% | 9.23% | Best published result in the leaderboard snapshot TII used, according to its announcement |
| Cohere Transcribe Arabic (07-2026) | 25.87% | 11.80% | Result listed in TII’s benchmark table |
| omniASR LLM 7B | 28.32% | 12.52% | Result listed in TII’s benchmark table |
Lower WER and CER indicate fewer recognition errors. WER treats a wrong, missing, or extra word as an error; CER applies the same idea at the character level. Arabic orthography, clitics, spelling conventions, and tokenization choices can affect both metrics, so a percentage is meaningful only with the test set, normalization rules, and scoring procedure attached.
TII’s announcement says: “In our evaluation, Falcon-ASR achieved an average word error rate of 20.92% across six Arabic test sets, compared with the best published result of 23.17% in the leaderboard snapshot we used.” That is a claim about the cited six-set evaluation and its comparison snapshot, not proof that Falcon-ASR will beat every Whisper variant on every recording.

Why the benchmark does not settle every Falcon-versus-Whisper question
The supplied benchmark table does not report a Whisper score, and the Whisper Arabic study uses its own datasets and experimental design. A direct model ranking would require running both systems on identical audio manifests, applying identical text normalization, and scoring the outputs with the same WER and CER implementation. Differences in microphone quality, speaker mix, dialect balance, code-switching, punctuation policy, and treatment of Arabic-Indic numerals can move the result substantially.

How Falcon-ASR performs on Emirati Arabic
TII’s internal Emirati evaluation reports 22.73% WER and 10.19% CER for Falcon-ASR. TII states that Falcon-ASR had the lowest WER and CER among the systems compared in that evaluation. Its WER was 4.07 percentage points below Qwen3-Omni, the next-best result in that test.
This is the clearest published evidence for an Emirati-specific advantage, but it remains an internal evaluation rather than a universal field guarantee. The Emirati result and the 20.92% six-test-set average come from different protocols and should not be merged into one number. If your recordings are from the UAE, use the Emirati figure as a reason to test Falcon-ASR first, then verify it on your own speakers, accents, vocabulary, and background noise.
Does Whisper support Arabic dialects?
Whisper can recognize Arabic speech, and the 2023 Arabic study describes its overall Arabic performance as strong. However, the same study found significant zero-shot degradation on five unseen dialects: Algeria, Jordan, Palestine, the UAE, and Yemen. “Zero-shot” means the model was evaluated without dialect-specific adaptation for that test condition.
This finding does not mean Whisper cannot transcribe those dialects. It means that a model that performs well on familiar Arabic varieties may lose accuracy when the dialect, pronunciation, vocabulary, or discourse style differs from its training exposure. A dialect mismatch can be more damaging than a small difference in model size.

For a Whisper deployment, measure the exact dialect and domain you care about. Emirati customer calls, Gulf social-media speech, formal Modern Standard Arabic lectures, and mixed Arabic-English meetings are different workloads. A single Arabic score cannot represent all four.
Language coverage and language switching
| Capability | Falcon-ASR | Whisper evidence in the cited material |
|---|---|---|
| Emirati Arabic | Named supported variety; TII also reports an internal Emirati evaluation | Arabic is supported, but the study reports degradation on unseen UAE dialect speech |
| Modern Standard Arabic | Named supported variety | Arabic recognition is described as strong overall |
| Other Gulf and Arabic dialects | TII says training included other Gulf and Arabic dialects | Performance varies with whether a dialect is represented in training or adaptation data |
| English | Named supported language; TII says the model can use the same weights without a language flag | Not quantified in the cited Arabic study |
| French, Spanish, Portuguese | Named supported languages | Not quantified in the cited Arabic study |
| Language selection | TII says output follows the language spoken and does not require a language flag | Language behavior depends on the Whisper model and runtime configuration; no head-to-head test is supplied |
Falcon-ASR’s six named varieties and languages are Emirati Arabic, Modern Standard Arabic, English, French, Spanish, and Portuguese. TII says the same weights are used across these language groups and that the system does not require a language flag. That is useful for recordings where speakers switch languages, although the quality of a particular switch still needs to be measured.
Timestamps and noisy-audio handling
Falcon-ASR timestamps
Falcon-ASR provides word-level timestamps, linking each transcribed word to its position in the audio. This is more precise than a single timestamp for an entire segment and is useful for searchable recordings, subtitle alignment, click-to-play transcripts, speaker-review tools, and redaction workflows. The published material does not specify a universal timestamp error tolerance, so treat the time boundaries as model output that should be checked for your media format and segmentation settings.
Training conditions intended to match real recordings
TII says Falcon-ASR training included background noise, overlapping speech, music, room reverberation, telephone-quality effects, speed variation, and pitch variation. These conditions target meetings, calls, and everyday recordings rather than only clean studio speech. They are evidence of the conditions TII tried to represent during training, not a guarantee that every noisy file will transcribe reliably.

For difficult audio, retain the original file and log the signal conditions. A telephone recording with one speaker is a different test from a meeting with several people talking over one another. Evaluate both WER/CER and practical failures such as missing short interjections, merged speakers, incorrect names, and badly placed word boundaries.
Can you deploy Falcon-ASR locally?
TII’s official announcement offers a Hugging Face demo and says API access and native applications are planned. The cited material does not establish a final public API, a downloadable production package, hardware requirements, memory consumption, inference speed, licensing terms, or a service-level agreement. Consequently, local deployment cannot be promised solely from the published announcement.
A local deployment is feasible only if the release you select provides redistributable weights or a runtime that your organization is allowed to install. Before committing, verify four items in the model’s current release documentation:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Whether model weights are available for download rather than only through a hosted demo.
- Which license permits internal use, commercial use, modification, and redistribution.
- Minimum and recommended CPU, GPU, system-memory, and storage requirements for the chosen precision.
- Whether word timestamps, multilingual detection, batching, and streaming are supported in the runtime you intend to use.
The 1.6-billion-parameter size gives a useful sense of scale, but parameter count alone does not determine real memory use or latency. Quantization, framework overhead, audio preprocessing, batch size, and timestamp generation can all change the operating profile.

What is known about Whisper deployment?
The cited material establishes Whisper’s Arabic accuracy behavior, not a current Falcon-versus-Whisper deployment benchmark. It does not provide a controlled comparison of GPU memory, CPU speed, throughput, hosting cost, licensing, or production latency. Those values should therefore remain open questions rather than being inferred from model names or parameter counts.
If you already operate Whisper, keep the existing pipeline and add Falcon-ASR as an evaluation candidate. Run both systems on the same audio, preserve the exact model version and decoding settings, and compare quality and operating cost under your own workload. A model that has a lower benchmark WER may still be a worse operational choice if its runtime, license, hardware footprint, or integration path does not fit your environment.
How to run a fair Falcon-ASR-versus-Whisper evaluation
- Define the target speech. Record whether the corpus is Emirati, another Gulf variety, Modern Standard Arabic, mixed dialect, or Arabic-English code-switching. Note speaker region, age range, gender mix, and professional vocabulary.
- Build a representative audio set. Include clean speech, telephone-quality clips, reverberant rooms, background music, overlapping speakers, fast speech, and the sampling rates used in production. Keep a separate held-out set so tuning does not inflate the final score.
- Prepare references consistently. Decide how to handle punctuation, diacritics, Arabic letter variants, numbers, English words, hesitations, and speaker turns. Apply the same normalization policy to both model outputs.
- Run each model with documented settings. Record model version, decoding parameters, language-detection or language-selection settings, chunk length, voice-activity detection, hardware, precision, and batch size. Do not compare a highly tuned system with an untuned one.
- Calculate WER and CER on identical manifests. Report aggregate scores and break them down by dialect, noise condition, speaker, and recording type. Lower values are better, but a single average can hide a severe failure for one customer group.
- Inspect practical errors. Sample wrong names, numbers, addresses, code-switched phrases, overlapping speech, and short words. Check whether timestamps begin and end at useful boundaries, not merely whether the text looks plausible.
- Measure operations. Capture wall-clock latency, real-time factor, peak memory, throughput at your expected concurrency, storage, failure rate, and cost per recorded hour. Use the same hardware and audio preprocessing wherever possible.
- Test recovery behavior. Interrupt jobs, retry malformed files, process long recordings, and verify how each pipeline handles silence, clipped audio, unsupported formats, and partial results.
- Choose by workload, not by one leaderboard number. Weight dialect accuracy, timestamps, reliability, legal terms, and total operating cost according to the consequences of errors in your application.
Which model fits common Arabic transcription scenarios?
| Scenario | Best starting point | Reason and qualification |
|---|---|---|
| Emirati meetings or calls | Falcon-ASR | Arabic-focused training, named Emirati support, word timestamps, and TII’s 22.73% internal Emirati WER make it the logical first test; validate on your own recordings. |
| Modern Standard Arabic lectures | Run both if accuracy is important | Falcon-ASR explicitly supports MSA, while the cited Whisper study reports strong overall Arabic performance. Identical testing is needed for a winner. |
| Unseen Algerian, Jordanian, Palestinian, UAE, or Yemeni dialects | Do not assume Whisper will generalize | The 2023 study reports significant zero-shot degradation for these dialects. Test Falcon-ASR and Whisper on local speech rather than relying on a general Arabic score. |
| Recordings that switch among supported languages | Falcon-ASR is a candidate | TII says the same weights cover six named languages and output follows the language spoken without a language flag. Verify code-switching quality in practice. |
| Strict local or on-premises requirements | Whichever model has an acceptable verified release | The cited sources do not establish Falcon-ASR’s final local packaging, license, memory, or throughput. Confirm those terms before selecting it for a controlled environment. |
| High-volume production with a fixed budget | Benchmark both operationally | No cited source provides a controlled comparison of cost, latency, throughput, or hardware use. |
Important limitations before production
- Different evaluations are not interchangeable. Falcon-ASR’s six-set average, its internal Emirati test, and the Whisper Arabic study measure different corpora and protocols.
- Dialect labels are broad. Two speakers described as Emirati or Gulf Arabic can still differ in vocabulary, pronunciation, code-switching, and recording context.
- WER and CER are not the whole user experience. Searchability, timestamps, names, numbers, punctuation, speaker overlap, and downstream correction effort may matter more than a small aggregate score difference.
- Deployment facts remain incomplete. The cited sources do not settle Falcon-ASR-versus-Whisper licensing, cost, latency, memory, throughput, or production support.
- Hosted demonstrations are not production guarantees. A demo can prove that a model runs, but not that it meets your privacy, concurrency, retention, or availability requirements.
Verdict
Choose Falcon-ASR as the first model to test when Emirati Arabic, Gulf speech, Arabic-focused accuracy, or word-level timestamps is central. TII’s reported 20.92% average WER and 8.79% CER across six Arabic test sets, plus its 22.73% WER and 10.19% CER Emirati result, are the strongest directly relevant figures supplied here.
