If the cursor moves through text inside a cell, exit Edit mode. These two checks solve the most common Excel arrow-key problems without changing workbook data.
First, identify what moves
Press an arrow key once and watch both the highlighted cell and the worksheet. The movement pattern points to the setting or mode to check:

- The worksheet scrolls, but the active cell stays put: check whether Scroll Lock is on.
- The insertion cursor moves inside a cell or formula: exit Edit mode.
- The active cell moves, but some rows or columns remain visible: check Freeze Panes.
If the worksheet scrolls, turn off Scroll Lock
When Scroll Lock is on, Excel uses the arrow keys to scroll the worksheet instead of moving the active selection between cells. Look for “Scroll Lock” on Excel’s status bar. If you do not see it, right-click the status bar and enable the Scroll Lock indicator if that option is available; status-bar options can vary by Excel version. Microsoft explains arrow-key behavior and turning off Scroll Lock, and its status-bar guidance describes the indicator.

- If your keyboard has a
ScrLkorScroll Lockkey, press it to turn Scroll Lock off. - If your keyboard lacks that key, on Windows open On-Screen Keyboard from Start, select
ScrLk, then close the on-screen keyboard. - Press an arrow key again and check whether the active cell now moves.
The On-Screen Keyboard steps are for Windows, not a Mac route. Microsoft’s worksheet-navigation instructions apply to Excel for Microsoft 365, Excel 2024, and Excel 2021; labels and interface details may differ on other versions or platforms.

If the cursor moves inside a cell, exit Edit mode
In Edit mode, arrow keys move the insertion cursor through the cell’s contents or the formula bar instead of selecting a different cell. Excel shows “Edit” at the lower-left of the program window while you are editing. Microsoft’s Edit cell contents instructions cover this behavior.
- Press
EnterorTabto finish editing and leave the cell. - Press
F2to exit Edit mode. - Click a different cell to leave the current edit.
Once you are out of Edit mode, the arrow keys should navigate between cells unless another setting, such as Scroll Lock, is affecting them.

If some rows or columns stay put, check Freeze Panes
Frozen panes keep selected rows or columns visible while the rest of the worksheet scrolls. That can make scrolling look unusual even when cell navigation is working. To remove the freeze, select View > Freeze Panes > Unfreeze Panes. Microsoft lists this path for Microsoft 365, Excel 2024, 2021, 2019, and 2016 in its Freeze Panes guidance.
If neither explanation fits
Try the arrow keys in another application as a general isolation check. If they fail there too, the keyboard or its connection may need separate diagnosis; that result alone does not establish a specific fault or repair. If the keys work elsewhere, note your Excel version, operating system, workbook, and exactly what moves when you press an arrow key before seeking further help.
