What does ERR_CONNECTION_REFUSED mean?
Chrome uses ERR_CONNECTION_REFUSED when “The page didn’t let Chrome connect or the page is blocked,” according to Google’s explanation of common Chrome error messages. In plain language, Chrome was not allowed to establish the connection.

The message does not tell you what rejected or blocked it. The cause could be associated with the website, your device, security software, or the network path between you and the site. The error alone is not proof that the website is offline or that your computer is at fault.

ERR_CONNECTION_TIMED_OUT means “The page took too long to connect,” in Google’s wording. A slow internet connection or a busy page may be involved, but the error does not establish that either is the cause.

At the TCP protocol level, a connection attempt may be retried after a retransmission timeout; a reset received during an active connection attempt can be reported as “connection refused.” These behaviors help explain the different terms, but Chrome’s error screen does not reveal which network component caused a particular failure. How can you tell whether the problem is one site or your connection?
Open another familiar website in Chrome. If several unrelated sites fail, check the device’s internet connection. If other sites load but one does not, the issue may be specific to that website. This quick scope check helps you choose what to investigate next; it does not by itself diagnose the fault. Google’s Chrome connection and loading troubleshooting guide recommends checking other websites as part of troubleshooting.

How to troubleshoot either Chrome error
Try these low-risk checks in order. After each change, reload the affected page to see whether the error has cleared.
- Check the address and reload. Look for a typo in the URL, correct it if needed, and reload the page.
- Test another website. If multiple sites fail, check that the device is connected to the internet. Confirm that Wi-Fi is connected or that the Ethernet cable is properly connected.
- Check for a public Wi-Fi sign-in page. Some public networks require you to sign in before browsing. Complete the network’s sign-in step if prompted. If you use a modem and router, check whether they appear to be working; Google suggests restarting them or contacting your internet service provider when appropriate.
- Update and restart Chrome. Install an available Chrome update, then fully close and reopen the browser before trying again.
- Test in Incognito mode. If the page works there, an extension may be interfering. Disable extensions, then turn them back on one at a time, testing the page between changes to identify a possible conflict.
- Consider browsing data and security software. If the earlier checks do not help, clear browsing data and check whether firewall or antivirus software is blocking the connection. Change security settings cautiously; if you temporarily adjust protection for diagnosis, restore it afterward.
- Escalate based on the scope. If only one website remains affected, it may be experiencing an outage or maintenance; contact the site’s owner. If several websites still fail, contact your internet service provider or network administrator.
These steps cover possible causes across the site, browser, device, security software, and network. Clearing browsing data is not a guaranteed fix, and neither error by itself means you need new network equipment.
