ERP Implementation Checklist: How to Plan a Successful Rollout

A practical ERP implementation checklist covering the decisions and evidence needed before, during, and after go-live.

A successful ERP rollout starts with agreed business outcomes and scope—not a software configuration schedule. Use this ERP implementation checklist to assign ownership, prepare processes and data, test the system, ready users, and make go-live conditional on evidence. Adapt the sequence and acceptance criteria to your organization; no single rollout pattern fits every project.

1. Define the business case, success measures, and scope

Before building a detailed schedule, agree on what the ERP project must improve and how you will tell whether it did. Oracle’s implementation planning guidance likewise starts with business goals, then works toward the processes, features, system, and strategy needed to support them (Oracle implementation project plan).

  • Write down the business problems the implementation is meant to address.
  • Set measurable outcomes and decide how and when the organization will assess them after launch.
  • Identify affected functions, processes, sites, users, and external parties.
  • Record what is in scope and out of scope, and name the people authorized to approve scope changes.
  • Create a milestone plan that states assumptions, dependencies, decision dates, and contingency actions. Base the schedule on the agreed work and available capacity rather than an unvalidated fixed duration.

Keep a record of the outcome, scope, assumptions, and approvals. It gives later design and change decisions a business reference point rather than allowing the project to become a list of technology tasks.

2. Establish governance and staff the project

ERP changes cross departmental boundaries, so project ownership needs to include people who understand the work being changed as well as the technology. Oracle recommends a team spanning departments and seniority levels, with project, resource, data and integration, executive communication, and change-management skills (Oracle implementation project plan).

  • Confirm each key participant has the time and authority to do the work and resolve issues.
  • Set the meeting cadence, status-reporting format, decision log, risk escalation route, and change-control process.

Make unresolved decisions visible, with an owner and due date. If a required decision or specialist is unavailable, record the schedule and delivery risk rather than treating the dependency as settled.

3. Map processes, applications, and dependencies

Define the future work the ERP must support before translating requirements into configuration. This is also where the team identifies what must connect to the ERP and how the rollout affects the wider operating environment.

  • Document the in-scope business processes and the intended future process for each.
  • Inventory current applications, interfaces, customizations, reports, and external services that are affected.
  • Decide where standard ERP capabilities meet the need and where an extension is justified; record the reason and the owner for each exception.
  • Identify the business units, sites, user groups, and potential rollout waves in scope.
  • For each connected system or partner dependency, name an owner and agree the required delivery or readiness date.

Microsoft’s Dynamics 365 go-live checklist calls for reviewing processes, applications, customizations, external solutions, integration types and volumes, rollout count, and user populations with stakeholders (Microsoft go-live checklist). It is product-specific guidance, but these inventory questions are useful for any ERP planning exercise.

4. Treat data migration as a workstream

Migration is more than copying records. Decide what data the new operation needs, who is accountable for it, how it will be transformed, and how business owners will verify the result. SAP recommends selective migration, field mapping, explicit ownership, and early validation in its vendor guidance (SAP migration checklist).

  1. Choose the data. Identify the records and history required for the new ERP and the business reason for retaining them. Do not assume every legacy record should be moved.
  2. Assign accountability. Name business owners and data stewards for each major domain, along with any required compliance roles.
  3. Map and transform. Document source fields, target fields, codes, and transformation rules so that the meaning of data is preserved.
  4. Clean and validate. Find duplicates, invalid values, and incomplete records; define validation rules and reconciliation expectations with the relevant business owners.
  5. Rehearse, inspect, and repeat. Run trial migrations, review errors and data quality, fix root causes, and run again until the agreed acceptance criteria and timing are met.
  6. Plan the final load. Specify the final extract, cutover load, reconciliation, and the procedure for correcting problems or falling back if the migration cannot be accepted.

Microsoft’s Dynamics 365 checklist also recommends multiple migration tests, checking for corruption or duplication, and verifying that migration fits the cutover window (Microsoft go-live checklist). Use trial runs to expose issues while there is still time to correct them, not just to confirm that a script completes.

5. Configure, integrate, and test against requirements

Convert approved process needs into configuration and integration designs, then preserve a traceable path from each requirement to its test and business acceptance. Testing should establish that the system supports real work, including expected load and failure conditions.

  • Verify user roles and permissions as part of business scenarios, not only as an administrative check.

Microsoft’s checklist recommends integration testing before UAT, peak-volume and external-system failure testing, performance tests in representative environments, and UAT against in-scope requirements using migrated data (Microsoft go-live checklist). These activities provide evidence for a readiness decision; a passed technical test alone does not show that users can complete the intended business processes.

6. Prepare people for the change

Users need to understand what is changing in their work, why it is changing, and where to get help. Microsoft’s change-management guidance includes communications, sponsor and coaching plans, resistance management, sentiment monitoring, training, and support-team knowledge transfer (Microsoft change-management checklist).

  • Identify affected user groups and describe how their tasks, responsibilities, or workflows will change.
  • Explain the business reason, rollout schedule, expected user actions, and support route.
  • Involve users in design feedback and testing, including familiar data and day-in-the-life scenarios.
  • Prepare role-specific training, job aids, coaching, super-users, and accessible support.
  • Monitor user readiness and feedback; adapt communications and training where groups or processes show greater risk.
  • Transfer product and process knowledge to the support organization before handover.

Training should cover the tasks people will actually perform, not just a tour of screens. Super-users and support staff need clear escalation paths so questions and process problems can reach someone equipped to resolve them.

7. Rehearse cutover and make a documented go/no-go decision

Go-live should depend on agreed evidence and authorized sign-off, not optimism or a calendar date. The cutover plan needs to be executable by the people doing the work and verified against the available outage or transition window.

  1. Write the runbook. For every activity, record its sequence, owner, prerequisite, start time, expected duration, exact instruction or command, and verification step.
  2. Include the whole transition. Cover migration scripts, integrations, access, business-process checks, communications, and support contacts.
  3. Rehearse the sequence. Test cutover scripts and dependencies, measure the work, and confirm the complete plan fits the agreed window.
  4. Record open risks. For unresolved defects and risks, name the owner, mitigation, and decision threshold for proceeding.
  5. Hold the readiness review. Check test-cycle completion and sign-offs, migration results, cutover rehearsal, dependency readiness, change activities, and production support. Record the go/no-go decision and the stakeholders authorized to make it.

Microsoft’s Dynamics 365 checklist calls for aligned scope, completed test cycles with exit criteria and stakeholder sign-off, tested cutover scripts, aligned external dependencies, production support preparation, and documented cutover timing, roles, instructions, and verification (Microsoft go-live checklist). Set the specific acceptance thresholds for your organization before the decision meeting.

8. Prepare to operate and improve the live ERP

Deployment is a transition into ongoing operation, not the end of project responsibility. Before handover, define who monitors the system, handles incidents, maintains it, and communicates with users.

  • Track operational errors, performance, usage, adoption, and unresolved process issues, then assign follow-up actions.
  • For cloud ERP, include recurring software updates in the operating plan.

Microsoft’s go-live guidance includes monitoring, maintenance, support transition and training, a help desk, and hypercare; Oracle notes that cloud ERP plans should account for recurring software updates as well as go-live (Microsoft go-live checklist; Oracle implementation project plan).

How to choose a rollout sequence

There is no universally best rollout pattern. Compare the available options against the characteristics of your project and record why the selected sequence fits.

Decision dimension Questions to answer
Process and business fit Which important processes and intended business outcomes does each option support?
Data and integration complexity How many sources, transformations, connected systems, and external dependencies must be ready together?
Customization and update burden How will design choices affect later changes, maintenance, and updates?
Risk and continuity What is the operational impact of a failure, and what fallback or recovery is available?
People and rollout capacity Are users ready, can training be delivered, is local ownership available, and can each wave be supported?
Time and governance Are the milestones realistic, decision rights clear, and teams able to coordinate the sequence?

SAP recommends considering a phased approach for complex or high-risk cloud migrations, while Microsoft’s checklist emphasizes rollout count, dependencies, user populations, and cutover readiness (SAP migration checklist; Microsoft go-live checklist). Phasing is an option to assess, not a guarantee of lower risk or the right answer for every organization.

Build an estimate from the work, not a generic benchmark

The reviewed official guidance does not establish a neutral, cross-industry benchmark for ERP project success rates, cost, or duration. Oracle characterizes implementation as a months-long process, but that broad vendor description is not an estimate for a particular organization (Oracle implementation project plan).

Develop the schedule and resource estimate from the scope, process and integration complexity, data condition, testing needs, user population, dependencies, and support plan. State assumptions and contingency actions explicitly, then revise the estimate when discovery or rehearsals reveal new work. Security, records retention, tax, privacy, and industry-regulatory requirements also depend on the organization and jurisdiction and need project-specific review.
