Energy Supply and Cyberattacks: Serious Exposure, Unknown National Odds

Cyberattacks are a credible threat to U.S. energy infrastructure, with possible consequences for electricity, fuel operations, and safety. Official sources describe serious exposure but do not quantify the current odds of a major national outage.

Cyberattacks are a credible threat to U.S. energy infrastructure, and a successful incident could disrupt electricity or fuel operations. But the U.S. Department of Energy sources available here do not quantify the current probability of a major nationwide energy outage. The evidence supports concern about exposure and consequences—not a forecast that a national blackout is imminent.

This assessment covers U.S. electricity, oil and natural gas infrastructure. These are connected but distinct systems, with different equipment, operators, and response arrangements. “Threatened” can mean an adversary may gain access, disrupt operations, or cause damage; it does not mean that an outage is certain or that a specific share of national supply is currently at risk.

What can a cyberattack target in the energy sector?

The Department of Energy’s Office of Cybersecurity, Energy Security, and Emergency Response (CESER) identifies threats including breaches of control systems and networks, operational disruption, hacking, data theft, malware, ransomware, and denial-of-service attacks. These activities can have different aims and effects: stealing information is not the same as interfering with equipment that runs a pipeline or grid.

Electricity operations rely heavily on information networks. As grid assets become more connected and distributed, the number of potential digital access points can grow. That expands the attack surface, but it does not mean that every compromised office computer or network account provides access to industrial control systems—or that access automatically causes physical damage.

In a June 22, 2026 account of oil-and-gas preparedness exercises, DOE said nation-state adversaries continue to pre-position in U.S. critical-infrastructure networks and that opportunistic actors are increasingly targeting operational technology (OT) and industrial control systems (ICS) in oil and gas. This is DOE’s characterization of the threat environment, not a public count of successful compromises or proof that a disruptive attack has occurred.

What could happen if an attack succeeds?

A cyber incident affecting operational systems could interrupt grid service, interfere with fuel operations, or in some circumstances damage specialized equipment. DOE’s Office of Electricity warns that cyber incidents can interrupt the grid, damage highly specialized equipment, and threaten human health and safety. These are possible consequences, not evidence that every intrusion produces them or an estimate of how often they occur.

The potential effects depend on what was reached, what safeguards and response procedures were in place, and whether operators can isolate the affected systems and maintain or restore service. The official material cited here does not quantify how much U.S. supply a successful attack might disrupt.

Could an attack on pipelines affect electricity?

Yes, the systems depend on each other. DOE’s June 22, 2026 account describes the relationship directly: pipelines need electricity to pump fuel, while gas-fired power plants rely on natural gas to generate electricity. A disruption in one system could therefore complicate operations in the other and create a route for cascading effects.

That interdependence matters for planning, but it is not proof that one cyber incident would trigger a nationwide cascade. The account describes a credible dependency; it does not estimate the probability, geographic extent, or duration of such a chain of failures.

How likely is a major cyberattack on the U.S. energy supply?

The reviewed DOE sources do not provide a current, comparable probability for a major cyber-caused national energy outage. They also do not establish what share of U.S. energy supply is exposed or give a current incident total for attacks that caused a disruption of that scale. A precise percentage or prediction would go beyond what these sources establish.

Threat activity, potential consequences, and the likelihood of a nationwide outage are separate questions. Evidence that adversaries seek access or target OT indicates a security concern; it does not by itself show that access succeeded, that operations were disrupted, or that disruption would spread nationally.

What does the U.S. record show?

A DOE assessment published May 30, 2018, reported that no lasting physical or cyber-physical damage had been observed from cyberattacks and intrusions targeting U.S. electric utilities reported up to that time. That is a dated finding about incidents known to the assessment—not a statement about every incident through 2026, and not proof that future attacks cannot cause damage.

The same assessment identified preparedness and response gaps, including cyber situational awareness and impact analysis, clarity of response roles, state energy planning, workforce expertise, supply-chain relationships, public-private information sharing, and national preparedness resources. The finding is useful context, but it cannot be used as a current risk percentage or a complete account of later incidents.

How are agencies and energy operators reducing the risk?

DOE describes several complementary approaches. They are intended to reduce exposure, improve detection and coordination, and support response and restoration; the cited materials do not provide comparative effectiveness estimates or guarantee that an attack will be prevented.

  • Threat analysis and information sharing: DOE describes the Energy Threat Analysis Center (ETAC) as combining industry data and context with government intelligence to develop threat analysis and mitigation strategies. Its Cybersecurity Risk Information Sharing Program (CRISP) provides actionable cybersecurity information and situational awareness to participating U.S. electricity organizations.
  • Risk-reduction guidance: DOE’s March 11, 2024 article discusses cybersecurity baselines for electric distribution systems and distributed energy resources (DERs). The implementation guidance is intended for state utility commissions, distribution utilities, and DER operators and aggregators. Baselines offer a common starting point, not a security guarantee.
  • Technical research: DOE’s Office of Electricity describes work on secure communications, cyber-resilient OT architectures, situational awareness, detection, and response.
  • Exercises and training: DOE’s June 22, 2026 article describes exercises for oil and gas operators that test emergency mechanisms and coordination, as well as CyberStrike training focused on defending OT systems.
  • Incident response and restoration: CESER describes a federal role in preparedness, coordination, and response and restoration support for energy-sector incidents.

These efforts address different parts of the problem: technical safeguards and access controls can reduce exposure, while monitoring, shared threat information, exercises, and response planning help operators identify and manage incidents. Because electricity and fuel infrastructure are interdependent, coordination across organizations and subsectors also matters.

What should readers take away?

  • Cyberattacks pose a serious, evolving risk to U.S. energy infrastructure, but the sources do not establish current national odds of a major outage.
  • Potential consequences include disrupted operations, equipment damage, and safety impacts; an intrusion does not automatically produce those outcomes.
  • Electricity and fuel systems depend on one another, so disruptions can have cascading effects, but a nationwide cascade is not established as inevitable or quantified here.
  • The DOE finding of no lasting damage from reported utility incidents was published in 2018 and should be read as historical context, not a current all-clear.
  • Government and industry programs address preparedness, information sharing, technical safeguards, exercises, response, and restoration; none eliminates the threat.
