Sovereignty comes from the whole chain: capture, controller and app behavior, removable media, transfer, processing, storage, backups, updates, identity, telemetry and vendor support access. The manufacturer’s offline modes and on-premises software are useful building blocks. They are not proof that the finished system has no external data path, so you have to verify that yourself.
This guide uses DJI’s published enterprise documentation as the worked example, because it is the most detailed vendor material available on the subject. It defines what “air-gapped” can and cannot mean here, lists the data you need to account for, compares the deployment patterns, and gives a staged workflow and a validation checklist. The workflow and checklist are recommended engineering practice. Neither DJI nor CISA prescribes them step by step.

What “sovereign” and “air-gapped” mean in practice
The terms get used loosely, and the differences decide what you can promise. Four postures are often confused:
| Posture | What it means | What it does not guarantee |
|---|---|---|
| Regional cloud residency | Data lives in a cloud region you choose | Customer custody, key control, or any network isolation |
| Restricted connectivity | Most services are closed, but some network functions stay on | That nothing leaves the device or network |
| Private / customer-hosted deployment | Software runs on infrastructure you operate | Physical network isolation. A server on your LAN can still reach the internet. |
| Air-gapped processing | The processing environment has no network path to external networks; data enters and leaves only through controlled media or a controlled transfer point | Safety from malicious media, insider copying, or exposure on the capture side |
“Sovereign” is a custody claim: who holds the data, who holds the keys, and who can compel or perform access. “Air-gapped” is a network claim. You can have one without the other, and a defensible design states both separately.

Map the full data flow before changing any setting
Video is the obvious asset, but it is not the only one. Flight logs, telemetry, device and account information, caches, maps, firmware packages, thumbnails, backup copies and support artifacts can all reveal where, when and why a mission happened. DJI’s documentation describes controls and deployment choices across several of these stages, so build your inventory stage by stage.
| Stage | Questions to answer |
|---|---|
| Capture (aircraft) | Where is footage recorded? Is the storage encrypted? What happens to it if the aircraft is lost? |
| Controller and flight app | Which network modes are enabled? Which accounts are signed in? What does the app cache (maps, logs, thumbnails)? |
| Removable media | Who handles cards, how are they labeled and tracked, and how are they sanitized after use? |
| Transfer | Which reader and station is used? Is it separate from general-purpose machines? Is the data scanned and checksummed? |
| Processing workstation | Does it have any network interface enabled? Do its editing or photogrammetry tools phone home for licensing, telemetry or updates? |
| Storage and backup | Who holds the encryption keys? Where do backup copies physically sit? What is the retention and deletion rule? |
| Updates and maps | How do firmware and offline maps get into the environment, and who reviews them? |
| Identity and audit | Who can access footage, and is access logged? |
| Support access | Can a vendor or integrator reach the system remotely? Under what approval? |
What the flight-app network modes do and what they cost
DJI’s enterprise controls page distinguishes three modes:
Standard Mode
Normal connectivity with the full feature set. This is the baseline against which the other two are defined.
Restricted Network Mode
DJI describes this as closing most data services while continuing maps, network RTK and custom livestream functions. Because those functions remain, treat it as reduced exposure rather than isolation. A livestream function in particular is an outbound path you must account for.

- DVR won’t save the file automatically after power off. So please stop recording before power off. Otherwise, you will miss your last recording.
Local Data Mode
DJI describes Local Data Mode as disconnecting the flight app from the internet, with some features becoming unavailable. DJI’s original announcement said map and geofencing information and firmware-update notifications are not available in this mode. That announcement dates from 2017, so check behavior against your current app version and aircraft model before relying on it.
In that announcement DJI quoted Brendan Schulman, then its Vice President of Policy and Legal Affairs: “We are creating Local Data Mode to address the needs of our enterprise customers, including public and private organizations that are using DJI technology to perform sensitive operations around the world.” This is a vendor statement of intent, not independent validation.
DJI’s Trust Center also summarizes a 2024 cybersecurity audit by FTI and says it validated that Local Data Mode produced no outbound traffic for the system assessed. Read that as the manufacturer’s summary of an audit with a defined scope. It does not cover every drone model, app version or customer network.

The practical cost of going offline is loss of convenience. You lose live map tiles, and you lose the update notifications that tell you a firmware release exists. Plan to cover both through a controlled procedure instead of leaving the gap unmanaged (see the workflow below).

Protecting footage at rest on the aircraft’s media
DJI documents media encryption in Pilot 2 for content saved to the SD card. It lists the Matrice 30 series and Mavic 3 Enterprise series as supported. Access requires a security code, and DJI says it does not store the code and cannot access it. DJI also warns that if the code is forgotten, the card’s content cannot be recovered.
That has two design consequences:
- Compatibility is model-specific. Confirm your exact aircraft and controller combination supports it before building a policy around it.
- Key custody becomes your problem. Decide who holds the code, where it is recorded, and what the escrow and recovery rule is. A lost code means lost mission data. A code that is widely shared weakens the protection.
A compatible microSD card is what makes local recording possible on aircraft that use SD media. It does not create an air gap. Capacity, speed, format and encryption compatibility depend on the model, so check the aircraft’s requirements before standardizing on a card.
Comparing deployment options for fleet and media management
If your organization uses DJI’s FlightHub 2 for fleet and media management, DJI’s product page describes three patterns. The first three rows below are vendor statements. Verify region, contract terms, architecture and current feature support for your own deployment.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →| Option | Where data sits (per DJI) | Network posture | Main trade-off |
|---|---|---|---|
| FlightHub 2 Public Cloud | Outside China, on AWS servers in the U.S. and Europe, with a region choice | Internet-connected by design | Least operating burden; residency, not custody |
| FlightHub 2 AIO | A private appliance | Depends on how you connect it | More direct custody; you operate hardware |
| FlightHub 2 On-Premises | Customer infrastructure; DJI positions it for strict sovereignty or air-gapped environments | Depends on your network design | Greatest control; you carry updates, backup, integration and maintenance |
| Disconnected processing workstation (no vendor platform) | Your own isolated machine and storage | No network path by design | No fleet features or remote collaboration; all transfer is manual |
The last row is a design pattern, not a DJI product. Whichever option you choose, compare it on six axes:

Wall charger/power adapter is not included; please use a compatible 5V/2.0A USB power adapter for charging.
- Who controls the storage and the encryption keys.
- Whether connectivity is absent, restricted, or merely regionally hosted.
- Which maps, geofencing, telemetry, fleet features and updates remain available.
- How removable media is transferred and sanitized.
- Identity, audit, retention, deletion, backup and support access.
- Operating burden, integration effort and vendor maintenance.
A customer-managed location offers more direct custody, but the location alone does not establish network isolation. Isolation is a property of the network you build around it.
What the certifications do and do not show
DJI reports that BSI issued an ISO 27001 certificate for relevant FlightHub 2 services in 2026, valid through January 21, 2029, and an ISO 27701 certificate in 2025, valid through January 19, 2028. These are vendor-reported management-system certifications. They are not measurements of security outcomes, and they do not show that your particular deployment is compliant.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A staged workflow for air-gapped drone video
This sequence is recommended engineering practice that combines the vendor controls above with ordinary secure-transfer discipline. Adapt it to your aircraft and policy.
- Confirm model support. For your exact aircraft, controller and app version, check which offline and encryption features exist. Record the versions you tested against.
- Stage maps and firmware on a controlled path. DJI describes importing offline maps and obtaining firmware from its official website. Perform the download on a separate, approved machine. Check the files, hash them, record the source, and carry them to the controller by approved media. Do not plug the controller into a general-purpose, internet-connected computer to do this.
- Configure the flight app. Set Local Data Mode (or Restricted Network Mode if you knowingly need maps, RTK or livestream). Remove or avoid signing in to accounts the mission does not need. Document the exceptions.
- Enable media encryption where supported. Set the Pilot 2 security code, and store the code under your key-custody rule before the first flight.
- Capture locally. Record to the aircraft’s local media. Label each card with a mission ID and keep a custody log.
- Transfer through a dedicated station. Use a designated card reader and a transfer machine that is itself offline or isolated. Mount media read-only if your OS allows it, scan for malware, and create a checksum manifest for the incoming files.
- Inspect, then import. Review the incoming file set. Unexpected file types or oversized files on a card are a reason to quarantine it. Then import into the processing environment.
- Process locally. Run editing, stitching or analysis on machines with network interfaces disabled or physically removed. Check that licensing and telemetry for each tool work offline, and find that out before deployment day.
- Protect storage and backups. Encrypt the archive, keep backup copies in the same custody boundary, and test restores. A backup that sits in a cloud sync folder undoes the whole design.
- Audit and retire media. Log access, enforce the retention rule, and sanitize cards per policy once the data is verified in the archive. If you need to move finished products out of the isolated zone, use an approved, reviewed export step.
Controlled media is also the main way a malicious file could get in. An air gap protects against remote exfiltration, but it does not protect against a compromised card or a careless operator, so the transfer station deserves as much attention as the flight settings.

Validation checklist: prove it instead of assuming it
Treat each of these as a test to run at the system boundary. None of them is a claim that a vendor or CISA mandates it.
- Test egress, not settings. Capture traffic at your router, firewall or a network tap while the controller, app and workstation run through a full mission cycle. Look for DNS queries and outbound connections, not just completed transfers.
- Review every radio and path. Wi-Fi, cellular, Bluetooth, USB tethering, and any vendor maintenance or VPN access on controllers, tablets, phones and workstations.
- Check the processing machine in isolation. Confirm that firewall rules and disabled interfaces hold, and that applications don’t stall or fail when no network exists.
- Confirm your encryption recovery position. Verify who holds the media security code, and rehearse what happens if a code holder leaves.
- Verify retention and deletion. Show that expired footage, caches, thumbnails and backups are actually removed.
- Document exceptions. Every function you deliberately leave on (RTK, livestream, maps) should have an owner, a reason and a review date.
- Re-test after changes. App updates, firmware updates, new aircraft models and new accounts can all change network behavior. Re-run the egress test each time.
For wider operational practice, CISA publishes drone privacy and data-protection guidance for government, industry, small and medium businesses and individual users, covering protections before, during and after flying. It is a sensible baseline for operational security habits. Its summary does not set specific technical requirements for air-gapped processing.
What is and is not established
The vendor documents establish what DJI says its modes and deployment options do, and DJI’s Trust Center reports an audit result with a stated scope. They do not establish that any specific configuration of yours has no external data path. No independent, named statistic on drone-video cloud exposure, breach frequency or air-gapped deployment cost is available to cite here, so none is given.
