Eli Lilly began construction of a planned $6.5 billion pharmaceutical manufacturing campus at Generation Park in northeast Houston with a groundbreaking on September 21, 2026. The company says the site will make ingredients for medicines including Foundayo/orforglipron and employ more than 600 people once operating; those are plans and estimates, not current production or completed job outcomes.
What Lilly plans to make in Houston
Lilly says the facility will manufacture active pharmaceutical ingredients (APIs) for Foundayo/orforglipron, which the company describes as its first synthetic oral GLP-1 medicine, as well as other small-molecule medicines. It also plans capabilities for advanced therapeutics, including oligonucleotides. An API is the ingredient in a medicine that provides its intended pharmaceutical effect; the Houston campus is being built to manufacture those ingredients, not to serve as a consumer-facing pharmacy.

The company’s announcement describes intended future production. The September 2026 groundbreaking marks the start of construction, not the start of manufacturing. Lilly said in its September 21, 2026 release that it expects the site to make and ship products from Texas to the United States and other markets.
Investment, projected jobs and operating timeline
Lilly puts the planned investment at $6.5 billion. Its current estimate is more than 600 permanent jobs across engineering, science, operations and laboratory roles, plus 4,000 construction jobs as the site is built and brought online. These are company projections; they are not independently measured employment or economic-impact results. Lilly’s September 2025 announcement gave a more specific estimate of 615 permanent jobs, while its 2026 release uses the broader wording “more than 600.”

The 2025 announcement said Lilly expected the site to be operational within five years of September 2025. That is the company’s forecast, not a guaranteed opening date. The Houston Chronicle reported in September 2026 on a proposed 236-acre campus and construction details drawn from state filings, while cautioning that the filings could change and that the described building scope might not cover the full development. Its report is available at Houston Chronicle.
Workforce training with San Jacinto College
Lilly and San Jacinto College announced $12.5 million in support for workforce development. The College describes a planned five-year relationship covering program development, equipment and facilities, curriculum, instructor readiness and recruitment activities. Training pathways are intended for technicians, operators, maintenance professionals and other pharmaceutical-manufacturing roles.

Separately, Lilly announced a $2.5 million donation to the College foundation for scholarships. San Jacinto College’s biomanufacturing program information describes relevant training and credential options at its Generation Park Center for Biotechnology. Participation in a program is not a guarantee of employment with Lilly. The College’s description of the partnership and its plans is in its September 2026 announcement.

Lilly’s campus is not the only pharmaceutical manufacturing project announced for Generation Park. Bristol Myers Squibb announced a separate planned multi-modal manufacturing campus on August 10, 2026. The state and company described BMS’s investment as approximately $2.3 billion, with nearly 500 skilled jobs. Those figures belong to BMS, not Lilly, and should not be combined with Lilly’s projections.
