Presenting a bill is the delivery and display of the amount due; it does not itself transfer money. Payment is a separate action or authorization, and it may use a network such as ACH.
What electronic bill presentment and payment means
The Federal Reserve Bulletin describes EBPP as bills presented online, through email or a notice in an e-banking account, after which a customer can pay online when convenient. The term covers the customer-facing process of receiving and paying a bill, not one required technology or payment network. Federal Reserve Bulletin, Winter 2004

- Presentment: the biller or a service makes the bill and amount due available to the customer.
- Payment: the customer pays or authorizes a payment in a separate step.
How EBPP services can be organized
A Federal Reserve Bank of New York paper from 2002 describes three conceptual models. They explain where a bill appears and who organizes the payment experience; they should not be read as a current ranking of service types. New York Fed paper on EBPP models
Direct or biller-direct
The customer views the bill through the biller’s own channel and pays the biller there.

When assessing a particular service, check where bills appear, whether the relevant billers participate, which payment methods are available, how payment authorization and scheduling work, and who handles support or payment posting.
Is EBPP the same as ACH?
No. EBPP describes the bill delivery and payment service from the customer’s perspective. ACH is one possible network for moving money; it is not a requirement of EBPP, and presenting a bill does not move funds.

Whether a particular payment arrangement falls under a regulation depends on its terms and operation; the label “EBPP” alone does not settle legal responsibilities. Federal Reserve staff commentary on Regulation E says that certain payments made through an electronically available consumer bill-payment service are electronic fund transfers for purposes of the rule. It identifies an exception where the service terms explicitly disclose that payments to identified payees will be made solely by paper check.
