E-Way Bill vs. E-Invoice: What Each Does and When You Need It

An e-invoice registers eligible invoice data through the IRP; an e-way bill documents covered goods movement. Learn when each applies and when a shipment may need both.

An e-invoice registers and authenticates an eligible invoice through India’s Invoice Registration Portal (IRP); an e-way bill records the movement of covered goods. They are separate GST documents, so one does not replace the other. A transaction can require both, and the tests are different: check whether the supplier and invoice fall under the e-invoicing mandate, then check whether the goods movement requires an e-way bill.

The practical question is not simply whether a business issues invoices or transports goods. First establish whether the particular taxpayer and transaction fall within the e-invoice mandate. Separately, establish whether goods are moving in a situation covered by the e-way bill rules, considering consignment value, the reason for movement, exceptions and applicable state or union territory provisions. A system may support both steps in one workflow, but it is still important to confirm that each required document was actually generated.

What is the difference between an e-way bill and an e-invoice?

Question E-invoice E-way bill
Main purpose Register and authenticate eligible invoice data through the IRP. Document covered movement of goods.
What triggers it? Taxpayer, transaction and turnover applicability rules. A covered movement of goods, generally when consignment value exceeds Rs. 50,000, subject to exceptions and other applicable rules.
What does it produce? An Invoice Reference Number (IRN) and QR code. An e-way bill number (EBN) and transport-related details.
When is it needed? Follow the applicable invoice-registration requirements. Furnish the prescribed information before commencement of covered movement.
Can the same transaction involve both? Yes. An eligible invoice and a covered movement can each have a separate compliance requirement. Yes. GSTN describes combined generation and a later e-way-bill-by-IRN flow.

The IRP’s e-invoicing mandate page explains invoice registration; the movement requirement is set out in CBIC CGST Rules, Rule 138. A shared software or API workflow does not merge the documents’ purposes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Think of the e-invoice as an authentication record for an eligible invoice, and the e-way bill as a record associated with a covered goods journey. Their outputs are different: the IRP returns an IRN and QR code, whereas the e-way bill system produces an EBN with transport-related details. The e-invoice test focuses on who the supplier is, the relevant turnover and the covered transaction or document. The e-way bill test focuses on whether goods move, who causes the movement, its value and circumstances, and the applicable rules for that movement.

That distinction matters even when a business uses one accounting or logistics platform. An electronic invoice stored in software is not, merely because it is electronic, an e-invoice registered by the IRP. Similarly, an IRN does not by itself prove that an e-way bill has been generated. Treat the two compliance checks as separate decisions, and check the relevant output for each one.

When does e-invoicing generally apply?

E-invoicing is not simply creating or saving an invoice electronically. The supplier first prepares a standard invoice, then submits the invoice data to the IRP for registration. The IRP returns an IRN and QR code. The mandate depends on the taxpayer, transaction and turnover, and exclusions or other applicable conditions can affect a particular case. The IRP describes the system as applying to B2B invoices and certain other documents.

The IRP’s published rollout timeline uses aggregate annual turnover in any preceding financial year from FY 2017–18 onward. Its mandate page says only regular taxpayers and SEZ developers can generate e-invoices; e-commerce operators can generate them on behalf of sellers. Recipients and transporters do not generate the e-invoice. Because the timeline is not a complete statement of current transaction coverage or exclusions, verify the latest notification and the facts of the taxpayer and transaction before relying on it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In practice, do not decide based only on the invoice amount, the fact that a customer is a business, or the use of an online billing program. Start with the taxpayer’s status and aggregate annual turnover history, then check whether the document and transaction are covered and whether a relevant exclusion or notification applies. The e-invoice mandate is about eligibility for IRP registration, not a general instruction that every invoice issued by every business must be sent to the portal.

Published turnover rollout timeline

Turnover tier listed by the IRP Effective date Notification
Rs. 500 crore and above 1 October 2020 61/2020
Rs. 100 crore and above 1 January 2021 88/2020
Rs. 50 crore and above 1 April 2021 05/2021
Rs. 20 crore and above 1 April 2022 01/2022
Rs. 10 crore and above 1 October 2022 17/2022
Rs. 5 crore and above 1 August 2023 10/2023

These are historical rollout tiers and effective dates published on the IRP mandate page, not a stand-alone checklist of every current exception. The page’s turnover test refers to aggregate annual turnover in any preceding financial year from FY 2017–18 onward; assess that test together with entity type, transaction coverage and current notifications.

The dates show how the published threshold was lowered over time, from Rs. 500 crore and above effective 1 October 2020 to Rs. 5 crore and above effective 1 August 2023. They should not be read as evidence that only turnover matters, nor should a business use the table alone to conclude that an invoice is either covered or excluded today. Check the currently applicable notification and the particular taxpayer and transaction. The IRP page also distinguishes who may generate the invoice: a qualifying regular taxpayer or SEZ developer, with an e-commerce operator able to generate on a seller’s behalf; recipients and transporters are not the invoice generator.

When do you need an e-way bill?

Under the general Rule 138 framework, a registered person who causes movement of goods with a consignment value exceeding Rs. 50,000 must furnish the prescribed information before movement when it relates to a supply, is for a reason other than supply, or results from an inward supply from an unregistered person. The rule also allows the registered person or transporter to generate an e-way bill below Rs. 50,000 at their option. Specified cases, exemptions and notifications can alter the result, so the general threshold alone does not settle every shipment.

For intra-state movements in particular, do not assume that one threshold or outcome applies uniformly across every state or union territory. Check the applicable state or UT provisions and current notifications for the goods, route and movement in question. The E-Way Bill System FAQ explains the system’s questions and exceptions; Rule 138 is the governing reference for the prescribed rule framework.

The quoted threshold is a general framework, not a shortcut that resolves every case. The rule refers to a registered person causing movement of goods and identifies three kinds of circumstances: movement in relation to a supply, movement for a reason other than supply, and movement due to an inward supply from an unregistered person. A shipment can therefore need analysis even when it is not an ordinary sale between two registered businesses. Identify the actual reason for movement rather than assuming that only a sale invoice can trigger the requirement.

Conversely, a consignment below Rs. 50,000 is not automatically subject to the general mandatory threshold merely because it is being transported. The rule allows a registered person or transporter to generate an e-way bill below that amount at their option, while prescribed cases, exemptions and notifications may affect the conclusion. Review the facts and the applicable current provisions rather than treating the number as a universal yes-or-no answer. State or UT rules may also matter for intra-state journeys.

Who can generate it, and what information is needed?

The e-way bill FAQ identifies the consignor, consignee or transporter as possible generators in the circumstances it describes. An unregistered transporter must enroll on the e-way bill portal. The process needs the relevant invoice, bill of supply or delivery challan, plus applicable transporter or vehicle details. The person in charge of the conveyance must carry the relevant invoice, bill of supply or delivery challan and a copy of the e-way bill or its number, physically or in another manner permitted under the rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before a vehicle starts a covered journey, coordinate who will enter the information and who will confirm it. The person creating the bill may be the consignor, consignee or transporter depending on the circumstances, but the transport record still needs to correspond to the supporting document and movement. If an unregistered transporter is responsible for generating it, portal enrollment is part of the practical setup. The applicable invoice, bill of supply or delivery challan and transport or vehicle details are not interchangeable paperwork: identify the document relevant to the transaction and capture the relevant movement details.

The conveyance operator also needs the required documents or information during transit. Rule 138 calls for the person in charge of the conveyance to carry the invoice, bill of supply or delivery challan, as applicable, and a copy of the e-way bill or its number. It permits the number or copy to be carried physically or in another manner allowed under the rule. Confirm the permitted method and that the driver or person in charge has access to what is required before dispatch; generating a bill in an office system is not the same as ensuring the required transport information accompanies the journey.

How long is an e-way bill valid?

Rule 138 sets distance-based validity bands, subject to notified extensions and the applicable current rule text:

Distance band Validity listed in Rule 138
Under 100 km One day
100 km to under 300 km Three days
300 km to under 500 km Five days
500 km to under 1,000 km Ten days
1,000 km or more Fifteen days

Use the applicable current rule and any relevant notification when planning a route or checking validity; these bands should not be read as overriding a notified extension or later rule change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For dispatch planning, match the intended route distance to the relevant band and check that the validity is sufficient for the movement under the current rule. The bands increase in steps: one day for under 100 km; three days from 100 km to under 300 km; five days from 300 km to under 500 km; ten days from 500 km to under 1,000 km; and fifteen days for 1,000 km or more. Do not infer that the validity is unlimited for a long journey or that a delay automatically extends it. The stated bands remain subject to notified extensions and the rule text in force for the shipment.

How do the two workflows connect?

GSTN’s advisory dated 17 June 2026 covers API flows that generate an IRN and an e-way bill together, generate an e-way bill subsequently using an IRN, and handle applicable Bill-to/Ship-to transactions. In the described Ship-to case, when Ship-to details are provided and e-way bill generation is required, a Ship-to GSTIN field is conditionally required. Where a GSTIN is unavailable, the advisory describes using “URP” where applicable. These are system and API field details; confirm current portal instructions and the advisory before implementing an integration.

The available workflow options explain how systems can handle both compliance steps, not that IRN generation itself produces an e-way bill. A business may generate them together or generate the e-way bill later using an IRN, as appropriate to its workflow and requirements. See the GSTN advisory on e-Invoice API and e-Way Bill by IRN changes.

For an integrated process, distinguish three things: invoice data submitted for IRP registration, an IRN returned by the IRP, and an EBN issued for the e-way bill. Some API flows can request an IRN and e-way bill together; another described flow can create an e-way bill subsequently using an IRN. In both cases the system convenience does not collapse the legal tests. A business should know whether its selected flow requests both outputs or only invoice registration, and should confirm the response contains the outputs it needs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The advisory also concerns Bill-to/Ship-to transactions, where the invoiced party and the party or location receiving the goods may differ. For the applicable API case, if Ship-to details are supplied and e-way bill generation is required, the Ship-to GSTIN field is conditionally required. Where a GSTIN is unavailable, the advisory describes “URP” where applicable. These are specific field-handling instructions, not a general substitute for checking whether the invoice or movement is covered. An integration should follow the current GSTN advisory and portal instructions for the exact transaction and API flow.

How to decide which document a transaction needs

  1. Test the invoice mandate. Check the supplier’s taxpayer and entity status, aggregate annual turnover in any preceding financial year from FY 2017–18 onward, the type of transaction or document, and applicable notifications and exclusions. If the mandate applies, register the invoice with the IRP and obtain its IRN and QR code.
  2. Test the movement separately. If goods are moving, identify who causes the movement, the consignment value, the reason for movement, and whether it is a supply, a non-supply movement or an inward supply from an unregistered person. Apply Rule 138 and relevant exceptions or state/UT provisions.
  3. Arrange the transport record before movement when required. Confirm the e-way bill generator, invoice or other supporting document, transporter and vehicle details, and validity for the route. The required information must be furnished before commencement of covered movement.
  4. Confirm what the system actually generated. If an API or portal flow handles both documents, verify that it returned both the IRN and the EBN when both are required. Do not infer an EBN from the presence of an IRN.

A useful way to work through the checks is to keep two columns in the dispatch or invoicing process: “IRP registration?” and “e-way bill?” Record the reason for each answer instead of carrying one conclusion across to the other. For example, an invoice may be within the e-invoice mandate while no goods move; alternatively, goods may move in a situation covered by Rule 138 even though the supplier’s invoice is not subject to e-invoicing. The separate columns make it less likely that one document is mistakenly treated as proof of the other.

Before release, check the supporting record and people involved as well as the legal trigger. For e-invoicing, confirm the supplier and transaction meet the applicable mandate and that registration produced the IRN and QR code. For the e-way bill, confirm the movement is covered, the relevant value and circumstances have been assessed, the information is furnished before movement, and the person in charge can carry the required document and EBN or bill copy in a permitted way. For a system-generated combined flow, verify both outputs separately.

Common cases: which requirement should you check?

  • An eligible B2B invoice with no movement of goods: assess the e-invoice mandate. The absence of a goods movement means the movement test is not the reason to generate an e-way bill.
  • Goods move in a transaction whose invoice is not subject to e-invoicing: still assess Rule 138. E-way bill applicability turns on the movement and relevant rules, not on whether an IRN exists.
  • An eligible invoice accompanies a covered movement: assess both requirements. One document handles invoice registration; the other records covered goods movement.
  • A movement below Rs. 50,000: the general threshold does not automatically require an e-way bill, but the rule permits optional generation below it and exceptions or notifications may matter.
  • A Bill-to/Ship-to transaction using an API: follow the current portal/API instructions for the transaction, including the conditional Ship-to GSTIN field and “URP” handling described in GSTN’s advisory where applicable.

These examples are starting points, not blanket outcomes. A B2B label alone does not establish that every invoice is within the e-invoice mandate; check the taxpayer and transaction conditions. In the same way, an absence of an IRN does not settle whether a goods movement needs an e-way bill. For a movement under the general threshold, check whether the option to generate applies and whether a specific case or notification changes the result. For intra-state movement, check the provisions for the relevant state or UT rather than assuming the general threshold answers every local question.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can an e-invoice replace an e-way bill, or vice versa?

No. An IRN and QR code evidence that invoice data has been registered through the IRP; an EBN and transport details concern covered goods movement. A transaction can require one, both or neither depending on its facts and applicable rules. The fact that an e-way bill can be generated in a combined workflow or subsequently using an IRN changes the sequence of the system operation, not the legal function of either document.

Likewise, having an e-way bill does not establish that an invoice subject to the IRP mandate was registered. If both checks apply, retain and verify both records. If only one applies, use the relevant rule for that document rather than assuming that the other document must also exist. Where neither applies, confirm that conclusion against the taxpayer, transaction, movement, applicable exceptions and current notifications.

Frequently Asked Questions

Does generating an e-invoice automatically generate an e-way bill?

Not necessarily. GSTN describes both a combined IRN-and-e-way-bill API flow and a separate flow that generates an e-way bill subsequently using an IRN. Check whether the selected workflow actually generated an EBN; an IRN alone is not an e-way bill.

Is an e-way bill required below Rs. 50,000?

The general Rule 138 threshold is for covered consignments exceeding Rs. 50,000. The rule allows a registered person or transporter to generate one below that amount at their option, and prescribed cases, exemptions, notifications or state and UT provisions can affect the result. Check the circumstances and current rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Who can generate an e-way bill?

The E-Way Bill System FAQ identifies the consignor, consignee or transporter as possible generators in the circumstances it describes. An unregistered transporter must enroll on the portal. Confirm who is responsible for the particular movement and ensure the supporting document and applicable transport or vehicle details are available.

Can an e-way bill replace an e-invoice, or an e-invoice replace an e-way bill?

No. An e-invoice registers eligible invoice data through the IRP and returns an IRN and QR code. An e-way bill documents covered goods movement and returns an EBN with transport-related details. A transaction may need one, both or neither depending on separate applicability tests.

What is the general e-invoice turnover test?

The IRP’s published mandate timeline assesses aggregate annual turnover in any preceding financial year from FY 2017–18 onward and lists rollout tiers down to Rs. 5 crore and above effective 1 August 2023. Turnover is not the only consideration: entity type, transaction coverage, exclusions and current notifications also matter.

How long is an e-way bill valid?

Rule 138 lists distance-based bands: one day for under 100 km; three days for 100 km to under 300 km; five days for 300 km to under 500 km; ten days for 500 km to under 1,000 km; and fifteen days for 1,000 km or more. Notified extensions and the applicable current rule text may affect validity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

An e-invoice is an IRP-registered invoice record; an e-way bill is a goods-movement record. Test the invoice mandate and the movement requirement separately. The general e-way bill threshold is a consignment value exceeding Rs. 50,000 before covered movement, but exceptions and state or UT provisions matter. When both requirements apply, confirm that the workflow produced both an IRN and an EBN—one never substitutes for the other.
