India’s GST Council has recommended a 5% GST rate without input tax credit (ITC) for specified delivery services connected with e-commerce operators (ECOs). The available official material describes a recommendation, not a confirmed effective tax change: an implementing notification and start date have not been established here. For now, the 5% rate should not be treated as operative.
What the GST Council recommended
At its 57th meeting on October 8, 2026, the Council made recommendations on GST rates and related measures. Its official release includes two distinct delivery-service clauses; they have different scope and should not be read as one blanket rate for every online order. Non-courier and non-postal delivery supplied through an ECO
The Council recommended bringing delivery services other than courier or postal services under CGST Act section 9(5) when they are supplied through an ECO and the service provider is not required to register under section 22(1). The recommended rate is 5% without ITC. The wording focuses on the channel through which the delivery service is supplied and the provider’s registration obligation; it does not say that every delivery provider or every direct delivery arrangement qualifies.
Delivery for goods supplied or ordered through an ECO
A separate recommendation sets 5% GST without ITC for delivery services for goods supplied or ordered through an ECO. This clause is worded by reference to the goods transaction. It should be kept distinct from the first clause, which specifies a non-courier/non-postal service supplied through an ECO and a provider not required to register under section 22(1).

Separate GTA exemption proposal
The package also recommends removing the GST exemption under Entry 21A for certain goods-transport-agency (GTA) transportation to unregistered persons where the goods are supplied or ordered through an ECO. This is a separate proposal about GTA transportation and an exemption; it is not the same measure as the recommended 5% rate for the delivery-service categories above.
How this differs from the earlier treatment
The GST Council’s 2025 materials described local delivery services as taxed at 18% with ITC. They also proposed that local delivery supplied through an ECO by a provider not liable to register be brought under section 9(5) at 18%. That is historical context, not proof of the rate currently applicable to every delivery service. The Council’s recommendations from its 56th meeting provide that earlier comparison.

The 2026 recommendation changes the proposed rate and ITC treatment for the specified categories: 5% without ITC instead of the 18% with ITC described for local delivery in the 2025 materials. The final treatment depends on implementation and the wording of any notification.

The official October 8, 2026 release presents the measures as recommendations of the 57th GST Council meeting. The sources identified for this update do not establish an implementing notification or an effective date. A Council recommendation and a notified change are separate stages, so businesses and consumers should not assume the proposed rate has started without confirming the applicable notification and commencement date.

What could it mean for online-shopping delivery charges?
The recommendation specifies a GST rate and says that ITC would not be available for the specified delivery services. It does not quantify the effect on a customer’s delivery charge, a platform’s fees, or the final price of an order. The 5% rate alone is not evidence that delivery will become cheaper or more expensive: the actual result would depend on implementation, the service arrangement, and how the relevant business accounts for tax and costs.
For a particular invoice or business arrangement, the key questions are whether the service falls within one of the recommended categories, whether it is supplied through an ECO or relates to goods supplied or ordered through one, whether it is courier/postal or another delivery service, and—under the first clause—whether the provider is required to register under section 22(1). A qualified GST professional can advise on a specific transaction once the operative rules are confirmed.
