For fleet monitoring in Russia, alternatives to ERA-GLONASS are different ways for a drone’s identification or telemetry device to send data—not established substitutes for the state platform. The Russian Ministry of Transport says an active ERA-GLONASS account is required for flight-plan submission from 1 October 2026. Cellular, satellite, hybrid and broadcast-type devices are listed as data inputs, but the official sources do not compare their performance or establish which commercial models qualify.
What “alternatives to ERA-GLONASS” means
ERA-GLONASS is the central civilian drone identification and monitoring platform described by Russia’s Ministry of Transport. A tracker is hardware that provides identification or telemetry data to a platform. The practical choice for a fleet is therefore usually a device or communications path that feeds the required system, rather than another platform that replaces it.

The Ministry says the system assigns each civilian drone a unique identifier and lets supervisory agencies check flight legality and obtain owner or operator information in real time. Its stated purpose is identification and monitoring, including greater transparency in airspace use. The Ministry described the connection and account rules in its 24 September 2026 notice.

- From 1 October 2026: after a seven-month adaptation period, an active ERA-GLONASS personal account became a condition for submitting a drone flight plan to the State Air Traffic Management Corporation. The Ministry said plans without confirmation of an active account would be rejected.
As of the 24 September 2026 notice, the Ministry reported 1,027 connected users—752 legal entities, including 50 professional drone operators, and 278 individuals—and 1,205 drones entered in the system. These are agency-reported figures as of that date, not a census of every drone in Russia.
Device and telemetry paths listed for the system
The Ministry of Transport identifies cellular, satellite, hybrid and broadcast-type remote-identification devices as data inputs. Rosaviatsia’s 10 February 2026 announcement also lists cellular, satellite and hybrid trackers, as well as ADS-B, and reports integration with the flight-plan submission platform. These are categories of input, not evidence that any device in a category is approved or compatible.

| Path | What it can mean for a fleet | What the official sources establish |
|---|---|---|
| Cellular tracker | Sends position or identity data using cellular networks; route coverage is a key selection factor. | The category is listed as an input. No service-level or performance comparison is provided. |
| Satellite tracker | May provide a communications path where terrestrial cellular coverage is unavailable. | The category is listed as an input. Providers, costs, update intervals and performance are not specified. |
| Hybrid tracker | Combines communications paths; the actual behavior depends on the specific unit. | The category is listed, but the sources do not establish the behavior or suitability of a particular model. |
| Broadcast-type identification or ADS-B | Broadcasts identification or related data rather than relying only on a cellular link. | The Ministry lists broadcast-type devices and Rosaviatsia separately lists ADS-B. The sources do not compare them or say all ADS-B equipment is interchangeable with all broadcast devices. |
Rosaviatsia quoted Transport Minister Andrey Nikitin describing the ERA-GLONASS-based unified identification system as “Единая система идентификации на базе «ЭРА-ГЛОНАСС» станет ядром, ключевым инструментом государственного мониторинга работы гражданской беспилотной авиации в режиме реального времени” (“The unified identification system based on ERA-GLONASS will become the core, the key instrument for state monitoring of civil unmanned aviation in real time”). This is the minister’s characterization of the platform’s role, not a comparison of device types.

Because the published sources list categories rather than approved model specifications, evaluate a particular device against the fleet’s actual compliance workflow and routes. Ask the supplier or relevant authority for model-specific confirmation rather than treating a category label as proof of acceptance.

- System and workflow compatibility: Does the exact model integrate with the required Russian identification service and the flight-plan process? Will its data support the active account confirmation required for plan submission?
- End-to-end route coverage: Check coverage along the whole route, including low-altitude legs and remote segments, rather than relying on a general coverage map.
- Behavior without cellular service: Confirm what the device does when it loses cellular coverage and whether its alternative mode has been tested under conditions like those of the intended operation.
- Operational specifications: Obtain the model’s update interval, location accuracy, power draw, weight and installation requirements. The official notices do not provide comparative values for these factors.
- Cost and data handling: Ask for recurring connectivity and service costs, and clarify data-security and account-management requirements for the operator. The sources do not publish category-level cost comparisons.
Do not assume that a generic GPS or cellular tracker satisfies the Russian requirements simply because it reports a drone’s location. The relevant question is whether the specific equipment and account work with the required system and flight-plan process.

A 6 July 2026 report from an official information service of Russia’s Ministry of Natural Resources described a Drone ID demonstration on Sakhalin. It said a standard smartphone identified aircraft within several hundred meters in airspace class H while cellular service was disabled, and that an external or embedded tracker could switch to Wi-Fi broadcast mode when cellular coverage was absent. Treat this as a reported demonstration, not a general guarantee of range, reliability or fleet-scale service.

The same report said a cryptographically protected mechanism for centralized forced stopping in emergencies was tested. That report does not establish that every tracker has remote-control capability.
Are any device types proven to be best?
No. The official materials establish that several categories can provide data inputs, but do not supply independent head-to-head results for accuracy, range, uptime, latency, cost, weight or endurance. They also do not identify which commercial models qualify. Without model specifications and route-specific coverage information, ranking cellular, satellite, hybrid or broadcast devices would go beyond the available evidence.
