Its core workflow centers on editing pages and posts with blocks, choosing a theme, and publishing content. Dreamweaver is more likely to suit someone comfortable with web development who wants to work directly with site files and manage their publication to a server. This is a practical inference from the products’ documented workflows, not the result of a controlled usability test.
Dreamweaver vs WordPress: which is easier?
The answer depends on what “making a website” means to you. WordPress is a content management system: you build and organize a site, then create and publish pages or posts through its editing interface. Dreamweaver is web-authoring software: you set up a local site, work with its files, connect to a publishing server, preview and test pages, and publish them.

For a beginner whose goal is to make a conventional site and keep adding or updating content, WordPress.org is generally the simpler route to understand. You can work with themes, edit content in blocks, and publish pages and posts using the platform’s content-management workflow. Drafts, scheduling, and revisions are among the publishing tools described by WordPress.org.

That does not make every WordPress decision simple. Choosing a theme and deciding which, if any, plugins to add can create extra work. If you use the self-hosted WordPress software from WordPress.org, you also need a server environment that supports it. The initial setup is therefore different from editing content after the site is running.
Dreamweaver is not necessarily difficult for everyone, and Adobe does not say that every task requires hand-coding. But its documented workflow asks users to think in terms of site files, local setup, server connections, previewing, testing, and publishing. If those concepts are unfamiliar, there is more web-development groundwork to learn before the process feels straightforward.

Do you need to know code?
With WordPress
You can use themes and the block editor to build and update content without treating every page as a hand-edited file. WordPress also has developer features, and custom themes, plugins, or other changes may involve code. It is more accurate to say that code is not central to every routine publishing task than to call WordPress entirely code-free.

With Dreamweaver
Dreamweaver supports standard web technologies including HTML, CSS, and JavaScript, as well as site-management features. That makes it suited to working close to the underlying site files, but Adobe’s documentation does not support the claim that every Dreamweaver task requires hand-coding. Prior knowledge of web concepts can make its workflow easier to navigate.

WordPress.org: plan for hosting
This article’s WordPress comparison concerns the software distributed by WordPress.org, not the separately hosted WordPress.com service. For self-hosted WordPress, WordPress.org says any server that supports PHP and MySQL can run WordPress and recommends Apache or Nginx. Hosting and server setup are part of the decision; the amount of ongoing maintenance depends on the host and configuration.

WordPress.com is a hosted service with different setup responsibilities, so the self-hosting requirements above do not apply in the same way to its plans. The two should not be treated as identical setup experiences.

Dreamweaver: configure a site and publishing server
Adobe’s documented Dreamweaver process includes setting up a local site and connecting it to a publishing server, then previewing or testing and publishing the site. This is a file-and-server workflow rather than a content-management workflow. How demanding it feels depends in part on whether you are already familiar with those concepts.

- Choose WordPress.org if your main goal is to create and regularly update pages or posts using a content-management workflow, and you are prepared to arrange compatible hosting.
- Consider WordPress.com if you want WordPress as a hosted service rather than managing the same self-hosted setup; its setup responsibilities differ.
- Choose Dreamweaver if you want to work directly with website files and control their path from local authoring to server publication, particularly if you already know web technologies.
- Compare the workflows before deciding if you are unsure: ask whether you want to manage content inside a CMS or author and publish site files. That distinction is more useful than looking for a universal ease winner.
Is one objectively easier?
The official Adobe and WordPress.org materials describe features and workflows, but they do not provide a controlled head-to-head ease rating. There is no evidence here to establish a universal winner, compare user satisfaction, or determine total cost.
