The power station burns imported wood pellets made from several feedstock types, and its boilers release biogenic carbon dioxide at the stack. Whether the electricity has a climate benefit depends on the material harvested, the forest carbon that was removed, the time needed for regrowth, pellet and transport emissions, and whether any carbon is eventually captured and stored. UK rules may classify qualifying biomass as renewable, but that accounting category is different from zero emissions or proven carbon removal.
What Drax burns
Drax does not use one uniform stream of “waste wood.” Its published sourcing taxonomy includes sawmill and other wood-industry residues, branches and tops left after harvesting, forest thinnings, low-grade roundwood, salvage trees damaged by events such as storms or fire, and some non-woody biomass.

Drax reported sourcing 9 million tonnes of fibre from 13 regions in 2024. That company-reported total describes the scale and geographic spread of procurement, not the climate quality of every tonne. Each feedstock class has a different alternative use, forest impact and carbon-payback profile.

| Feedstock class | Why its climate effect differs |
|---|---|
| Sawmill and wood-industry residues | These materials may already be by-products of timber processing. Burning them can still release carbon immediately, but the counterfactual may involve other energy uses, decomposition or disposal. |
| Branches, tops and thinnings | Removing them can reduce fuel loads or support forest management, yet taking material from a forest also removes nutrients and carbon that would otherwise remain on site or decay gradually. |
| Low-grade roundwood | This is whole-tree material that may have limited saw-timber value. Harvesting it directly creates a larger question about forest carbon stocks and replacement growth than using a genuine processing residue. |
| Salvage trees | Storm-, pest- or fire-damaged trees may be harvested before natural decay, but the climate result depends on what would have happened without removal and on the condition of the wider forest. |
| Non-woody biomass | Non-wood feedstocks have different land-use, methane and supply-chain assumptions, so they should not be treated as interchangeable with forest-derived pellets. |
The practical question is therefore not simply “Is wood renewable?” It is “Which material was taken, from what landscape, instead of what alternative, and how quickly can the carbon stock be rebuilt?”

Why a renewable label does not mean zero emissions
Pellet combustion produces carbon dioxide at the power station. It is called biogenic CO2 because the carbon was recently in plants, rather than extracted from geological fossil reserves. In many regulatory inventories, biogenic stack CO2 is reported differently from fossil CO2 and may be counted in the land-use or biomass-supply system rather than charged to the generator’s immediate emissions total.
That convention can make a biomass plant look low-carbon at the point of generation even though the chimney emits CO2. Four separate quantities should be kept apart:
- Stack emissions: the CO2 released when pellets are burned.
- Supply-chain emissions: fuel used for harvesting, chipping, drying, pelletising, rail and truck movements, port handling and ocean shipping.
- Forest-carbon changes: gains or losses in living trees, dead wood, soils and products, including the time required for replacement growth.
- Future removals: CO2 captured from the flue gas and permanently stored through bioenergy with carbon capture and storage (BECCS).
Calling pellets “zero-emission” collapses these distinct stages into one misleading label. A renewable classification under a subsidy rule says that the fuel meets that rule’s eligibility conditions; it does not prove that atmospheric CO2 is unchanged or that warming is lower than every available alternative.

How Drax calculates lifecycle emissions
Drax says its Biomass Carbon Calculator follows UK and European rules and combines fuel and energy data from each step of the pellet supply chain. Its 2024 annual report cites a UK biomass supply-chain limit of 200 kgCO2e per megawatt-hour. That figure is a supply-chain criterion, not the total climate effect of burning a tree and not a measurement of stack CO2.

- Harvesting and collection: diesel and other energy used to cut, extract and gather material are counted.
- Processing: wood is chipped, dried and compressed into pellets. Drying can be energy-intensive, particularly when wet feedstock is used.
- Inland transport: trucks and rail move fibre to pellet mills and then to ports.
- Port handling and storage: loading, unloading and on-site equipment add fuel use; storage also creates loss and fire-management considerations.
- Trans-Atlantic shipping: vessels carry pellets to the United Kingdom, adding marine-fuel emissions.
- Generation: the plant converts pellets to electricity and releases biogenic CO2 at the stack.
A lifecycle result also depends on the electricity displaced. Replacing a high-emitting fossil generator can produce a different near-term result from replacing a low-carbon source. The calculation must therefore specify its boundary, baseline and time horizon rather than present one universal emissions number.
Carbon payback: why timing matters
When a tree is burned, its carbon enters the atmosphere in minutes. A replanted forest may take decades to recover the carbon stock, and recovery is not guaranteed if land use changes, growth is slow, drought increases mortality or the harvested stand would otherwise have remained intact. During that interval, biomass can create more atmospheric CO2 than the fossil alternative it replaced, even if the forest eventually regains its previous carbon level.
Residues and purpose-harvested roundwood illustrate the difference. A sawmill residue may have been generated regardless of the power plant and could otherwise decay or be used for another product. Harvesting low-grade roundwood specifically for fuel can reduce standing carbon and may require a longer payback period. Branches, tops and thinnings can support forest management in some settings, but removing them can also affect soil carbon, nutrients, habitat and future growth.
Geography matters as much as the label. A pellet sourced from a managed plantation, a naturally regenerated forest and a salvage operation can all satisfy a procurement category while producing different biodiversity and carbon outcomes. A credible assessment therefore needs stand-level or regional data, a counterfactual land-use scenario and a stated payback period.

What BECCS would add—and what it cannot erase
BECCS means bioenergy with carbon capture and storage. In the proposed pathway, plants absorb CO2, the biomass is burned for energy, capture equipment removes a large share of the flue-gas CO2, and the compressed gas is transported to a geological formation for permanent storage. If the captured amount exceeds all emissions from growing, processing and moving the biomass, the system could produce net atmospheric removal.
The UK Biomass Strategy says it found “no insurmountable scientific barriers” to net CO2 removal through BECCS when sustainability criteria and supply chains are appropriately designed. That statement describes a technically possible pathway, not proof that every biomass plant is already net-negative.
A negative-emissions claim requires evidence for each link:
- the capture rate and the energy penalty imposed by capture equipment;
- emissions from extra fuel, compression and pipeline or ship transport;
- secure geological storage that is monitored and remains permanent;
- biomass regrowth, land-use and biodiversity effects;
- an accounting method that does not count the same removal twice.
Unless capture and permanent storage are operating and independently verified, Drax’s BECCS proposition should be treated as a developing or future pathway rather than an existing carbon-negative service.

What Ofgem found about Drax’s reporting
In a decision dated 29 August 2024, Ofgem found “an absence of adequate data governance and controls in place.” The weaknesses contributed to misreporting in Drax’s 2021–22 annual profiling submission and left the company unable to provide sufficient evidence for reported forestry-type and sawlog material in Canadian consignments.
Ofgem did not find evidence that Drax failed the 70% sustainability threshold or that renewable certificates had been issued incorrectly. That is a finding about the evidence and compliance questions examined by the regulator; it is not a finding that every ecological or climate claim about the fuel was correct.
Drax accepted the findings and paid £25 million into Ofgem’s Energy Industry Voluntary Redress fund, as recorded in Ofgem’s 2025 Renewables Obligation Annual Report. Ofgem’s later audit update said the first phase was materially correct but that Drax’s processes and controls would benefit from further documentation. Taken together, the findings indicate real reporting-control failures without establishing that subsidised biomass was legally unsustainable under the threshold Ofgem applied.
Parliamentary concerns about certification and subsidies
The House of Commons Public Accounts Committee examined the wider governance system and warned there was a “risk that the sector is marking its own homework” when certification schemes are used to demonstrate sustainability. That criticism concerns the independence and strength of assurance, not a court judgment that all certified pellets are unlawful.

The committee also reported a government move toward a 100% sustainable woody-biomass requirement. Its evidence said Drax shut down generation and sold pellets on the open market during a price spike, avoiding repayment of £639 million in subsidies. That is a parliamentary finding about the operation of the support framework and Drax’s commercial decision; it does not by itself determine the lifecycle emissions of the pellets involved.
Current UK policy context
A UK government consultation published in 2025 said biomass supplied about 14% of UK electricity generation in 2024. The consultation discusses a common sustainability framework covering biomass and BECCS and describes a Drax support contract running for four years from 2027 to 2031.
Parliamentary evidence on the newer agreement says the permitted biomass supply-chain-emissions limit would fall from 55.6 to 36.6 grams of CO2 per megajoule. These are policy parameters tied to a dated support arrangement, not universal physical limits on every pellet shipment. Future rules, contract terms and audit requirements can change the incentives and the data that operators must disclose.

1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsHow to judge a claim about Drax biomass
| Claim | What it establishes | What it does not establish |
|---|---|---|
| “Renewable under UK rules” | The fuel met the eligibility and sustainability conditions of the relevant policy scheme. | That stack emissions are zero, that atmospheric CO2 fell immediately, or that biodiversity impacts are harmless. |
| “Low lifecycle carbon” | Emissions from specified supply-chain stages are below a stated limit against a defined baseline. | That forest carbon recovered quickly or that the fuel beats every alternative electricity source. |
| “Residue fuel” | The material came from a by-product category rather than a primary timber product. | That it had no other market, no ecological role or no opportunity cost. |
| “Carbon-negative with BECCS” | A system could remove more CO2 than it emits if capture and storage work as designed. | That permanent capture and geological storage are already operating at the claimed scale. |
For a specific shipment or year, ask for the feedstock category, origin, chain-of-custody records, independent audit results, supply-chain emissions, forest-carbon assumptions and the treatment of soils and land-use change. Also ask whether the claim concerns renewable eligibility, lifecycle emissions or net removal; those are separate tests.
Bottom line: is Drax biomass carbon-neutral?
No single answer covers every pellet, but “carbon-neutral” is too broad to describe Drax biomass without major qualifications. Combustion releases biogenic CO2 immediately. Residues may have a different counterfactual from harvested roundwood, and the climate balance changes with forest growth, land-use effects, processing and trans-Atlantic transport. Drax’s calculator and UK limits address defined supply-chain accounting, while Ofgem’s findings show that data controls have not always been adequate. BECCS could change the balance only when high-rate capture, low-emission logistics and permanent storage are demonstrated and independently verified. The defensible description is therefore conditional: some biomass may qualify as renewable and have lower lifecycle emissions than a fossil alternative, but neither status proves zero emissions or present-day carbon negativity.
