Dragon versus Fairy, Ice, and Steel Pokémon in Pokémon Winds & Waves

Short answer: In the established Pokémon type system, Fairy and Ice are the main offensive answers to Dragon Pokémon, while Steel is the safer defensive answer because it resists Dragon attacks. A Fairy Pokémon is usually the cleanest direct check: Dragon attacks do not affect Fairy, and Fairy attacks deal super-effective damage to Dragon. Ice also hits Dragon super effectively, but Ice Pokémon often need more careful protection. Steel resists Dragon and can pressure Fairy or Ice, although Steel attacks do not receive a super-effective bonus against Dragon.

That is the best guidance available before launch. Pokémon Winds and Pokémon Waves are planned for a simultaneous worldwide release in 2027 on Nintendo Switch 2, but no official source has published their complete type chart, Dragon encounters, moves, abilities, stats, or matchup rules. The relationships below are established-series context, not confirmation that every interaction will remain unchanged.

What is officially known about Winds and Waves

Pokémon Winds and Pokémon Waves are new games planned for Nintendo Switch 2, with a simultaneous worldwide release target in 2027. The announcement describes an open world made of windswept islands and a large ocean whose waves ebb and flow. It also says that Pokémon inhabit distinct local ecosystems and that players will work with Pokémon to overcome environmental hazards and other obstacles.

The Pokémon Company’s February 27, 2026, press release names the first partners as Browt (Grass), Pombon (Fire), and Gecqua (Water). Those are the only starter details relevant to type planning that have been officially supplied so far. No Dragon, Fairy, Ice, or Steel species has been confirmed for either version, and there is no published regional Pokédex.

Consequently, a list naming a specific Winds species as “the best Dragon counter” would be speculation. The useful answer at this stage is a type-based framework that can be applied when the games’ roster, move lists, abilities, and battle rules are disclosed.

The established Dragon matchup

The conventional Pokémon chart provides the following relationships. The chart consulted for these interactions is the official Pokémon Link: Battle! chart; that document explicitly limits its scope to that game. It is useful historical series context, but it does not certify the Winds and Waves rules.

Attacking type Against Dragon Against Fairy Against Ice Against Steel
Dragon Super effective (2× in the conventional chart) No effect (0×) Normal damage Not very effective (0.5×)
Fairy Super effective (2×) Normal damage Normal damage Not very effective (0.5×)
Ice Super effective (2×) Normal damage Normal damage Not very effective (0.5×)
Steel Normal damage Super effective (2×) Super effective (2×) Not very effective (0.5×)

These multipliers describe type interaction only. Actual damage also depends on the move’s power, the attacker’s relevant offensive stat, the target’s defensive stat, level, critical hits, items, abilities, weather, field effects, and any game-specific mechanics. A dual-typed Pokémon can combine the effects of both types, so the result may be stronger, weaker, or even an immunity compared with the single-type example.

Fairy: the cleanest conventional Dragon check

Why Fairy works

Fairy has two advantages in the established chart. Fairy attacks are super effective against Dragon, and Dragon attacks have no effect on Fairy. That combination lets a Fairy Pokémon threaten a Dragon target while avoiding the Dragon-type moves that would normally punish another Dragon.

This is why Fairy is generally the first type to consider when the only question is “What stops a Dragon?” The answer is not automatically a particular species; it is a Fairy user with a reliable Fairy attack, enough speed or bulk to act safely, and no secondary typing that introduces an exploitable weakness.

What can still go wrong

Fairy immunity to Dragon does not make every Fairy Pokémon safe. A Dragon may carry coverage such as a Steel- or Poison-type move, use a non-damaging setup move, or have an ability that changes damage or priority. A dual-typed Fairy can also lose the practical advantage if its second type creates a weakness to the Dragon’s coverage.

Winds and Waves has not confirmed whether Fairy will retain this immunity, whether abilities will alter it, or which Fairy moves will be available. Treat Fairy as the leading provisional answer, not a guaranteed launch-day solution.

Ice: strong offense, less reliable defense

Why Ice threatens Dragon

Ice attacks are super effective against Dragon in the established chart. An Ice attacker can therefore remove a Dragon quickly if it survives long enough to move and has a suitable Ice move. Ice is especially attractive when a team needs immediate offensive pressure rather than a switch-in designed to absorb Dragon attacks.

Why Ice needs protection

Ice is commonly described as an attacking answer rather than the safest defensive type. A Pokémon that is Ice-type, or that relies on Ice without useful resistances, may struggle to enter the field against neutral or super-effective attacks. Speed, priority, a protective ability, a strong secondary typing, or careful positioning can matter more than the type advantage itself.

Do not assume that a fast Ice move automatically wins. Check whether the Dragon can outspeed, use priority, survive one hit, or retaliate with coverage. The Winds and Waves speed tiers, move priority rules, abilities, and damage formula have not been published.

Steel: the defensive option among the three

Why Steel helps against Dragon

Steel resists Dragon attacks in the conventional chart, making Steel the defensive choice when the goal is to switch into a Dragon move rather than immediately score super-effective damage. Steel also attacks Fairy and Ice super effectively, so it can support a broader team built around the three candidate counter types.

Steel’s limits against Dragon

Steel attacks are not super effective against Dragon. A Steel Pokémon may therefore win through durability, neutral damage, stat advantage, status, or support moves rather than through a direct type bonus. Steel can also carry several weaknesses depending on its secondary typing, and a Dragon with Fire-, Ground-, or Fighting-type coverage may exploit them.

Steel should be viewed as a stabilizing member of an anti-Dragon core, not as proof that every Steel species will defeat every Dragon. Its value will depend on the individual Pokémon’s defensive stats, ability, recovery, speed, and available moves once the Winds and Waves roster is known.

Dragon mirror matches

Dragon attacks are super effective against Dragon in the conventional chart, so another Dragon can be an aggressive answer. This is the most volatile option: both sides may threaten a knockout, and the faster Pokémon or the one with priority often gains the decisive advantage.

A Dragon’s secondary typing can change the result substantially. The official Pokédex entry for Dragapult, a Dragon/Ghost example, lists weaknesses to Ice, Ghost, Dragon, Dark, and Fairy. That entry illustrates why a Dragon target cannot be evaluated by its Dragon typing alone. A future Winds or Waves Dragon could have a different secondary type, ability, or defensive profile.

Fairy, Ice, or Steel: how to choose

Question Fairy Ice Steel
Can the type hit Dragon super effectively? Yes, under the established chart Yes, under the established chart No; Steel hits Dragon neutrally
Does Dragon damage the type? No effect from Dragon attacks in the conventional chart Normal damage from Dragon attacks Dragon attacks are resisted
Primary role Direct check and switch-in to Dragon moves Offensive pressure and revenge attacks Defensive pivot and counterplay to Fairy or Ice
Main concern Coverage moves, secondary typing, and unknown Winds mechanics Fragile defensive profile and speed risk Coverage weaknesses and lack of Dragon super-effectiveness
Best provisional use Start with a reliable Fairy move and enough bulk or speed Use when you can guarantee a safe attack or revenge turn Use to absorb Dragon attacks and answer opposing Fairy or Ice users

If only one provisional type can be selected, Fairy offers the most complete conventional matchup. If the team needs a dedicated attacker, Ice is equally capable of exploiting Dragon’s weakness. If the team repeatedly needs to switch into attacks or handle Fairy and Ice opponents, Steel provides the most useful defensive role.

Damage bonuses and why move choice matters

Type effectiveness is only one part of damage. The official Pokémon Brilliant Diamond and Pokémon Shining Pearl Trainers Guide states: “When a Pokémon uses a move that shares its type, that move will receive an additional bonus of one and a half times its basic damage dealt.” This 1.5× same-type attack bonus, commonly called STAB, means a same-type move can outperform a nominally stronger off-type move after type effectiveness and other formula terms are considered.

For example, under the established system, a Fairy Pokémon using a Fairy move against a Dragon receives both the super-effective matchup and its same-type bonus. An Ice move used by a non-Ice Pokémon can still be super effective, but it would not receive that particular same-type bonus. Whether Winds and Waves retains the 1.5× value or modifies it has not been announced.

Other factors can reverse a type advantage: a weak move, low offensive stat, resistance from a Dragon’s secondary type, an ability that changes damage, weather or terrain effects, protective items, or a level difference. Use the type chart to identify favorable targets, then evaluate the complete move and ability package.

How to evaluate a counter when official data arrive

When Nintendo and The Pokémon Company publish species and battle details, compare candidate counters in this order:

  1. Offensive effectiveness: Confirm that the Pokémon can learn a Fairy or Ice move that is actually super effective against the target’s final typing. Check move power, accuracy, priority, and whether the move is physical, special, or status-based.
  2. Defensive profile: Record every weakness, resistance, and immunity created by the Pokémon’s primary and secondary types. A Fairy/secondary-type combination may not share the simple Fairy immunity shown in a single-type example.
  3. Speed and priority: Determine whether the counter acts first, survives one hit, or has a priority move. A theoretical knockout is not useful if the Dragon reliably attacks first and removes the counter.
  4. Abilities and field effects: Check for abilities that alter type immunity, damage, weather, terrain, switching, or move priority. The open-world setting does not by itself establish any battle effect.
  5. Secondary typing and team fit: A Steel partner that covers Fairy and Ice may complement a Fairy attacker better than a second fragile Ice attacker. Evaluate the whole team’s shared weaknesses.
  6. Version availability: Confirm whether the Pokémon appears in Winds, Waves, both versions, or only through a later transfer or event. No version-specific availability has been published yet.

A practical anti-Dragon team framework

Use a Fairy slot for the first response

Begin with a Fairy Pokémon or a Pokémon that can use a reliable Fairy attack. Prioritize a combination of survivability and consistent damage rather than choosing solely by its type label. The ideal candidate can enter on a Dragon move, threaten a knockout, and avoid being crippled by likely coverage.

Add Ice for immediate pressure

An Ice attacker gives the team a second way to exploit Dragon’s weakness. Keep it available for a safe revenge turn, a speed-controlled matchup, or a situation in which the Dragon has already been weakened. Do not expose it unnecessarily to neutral attacks if its defensive profile is poor.

Use Steel to absorb and punish

A Steel Pokémon can provide the switch-in that Fairy and Ice attackers lack. It can also threaten opposing Fairy or Ice Pokémon with super-effective Steel moves. Make sure the team has answers to the coverage types that commonly threaten Steel; exact Winds and Waves weaknesses must wait for the official chart.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reserve a Dragon mirror for specific matchups

A Dragon teammate can supply speed, power, or useful resistances, but it should not be treated as a universal counter. Use it when its confirmed secondary typing, ability, and move access give it a clear advantage over the opposing Dragon.

What is not confirmed yet

  • There is no complete Winds and Waves type chart or announcement of a revised or unchanged chart.
  • No official Dragon, Fairy, Ice, or Steel encounter list has been published.
  • No base stats, levels, evolution lines, abilities, move pools, damage formula, weather rules, or priority changes have been announced.
  • No species has been confirmed as exclusive to Winds or Waves for this matchup.
  • No official guide currently identifies a best Dragon counter for either game.

These gaps matter because a type advantage can be undermined by a Pokémon’s secondary typing, ability, speed, move access, or availability. Until those details arrive, avoid treating fan charts, leaks, or assumptions from another Pokémon game as confirmed Winds and Waves information.

Common mistakes when planning for Dragon Pokémon

Assuming every Fairy is invulnerable

The conventional Dragon immunity applies to Dragon-type attacks, not to every attack a Dragon can learn. Coverage moves, status, abilities, and secondary types still matter.

Calling Steel an offensive Dragon counter

Steel resists Dragon but does not hit Dragon super effectively in the established chart. Its strength is safe switching and broader utility, not a direct type bonus against Dragon.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using Ice without a speed or survival plan

Ice can score the needed super-effective hit, but the attacker must reach its turn. Check speed, priority, bulk, and switching conditions before relying on it.

Ignoring dual typing

A Dragon’s second type can add weaknesses, resistances, or immunities, while a counter’s second type can remove the defensive advantage you expected. Always evaluate the complete type combination.

Treating another game’s chart as a Winds and Waves announcement

The Pokémon Link: Battle! chart is explicitly limited to that title. It establishes how these relationships have appeared in the series, not how Winds and Waves must work.

Bottom line for the 2027 games

Plan provisionally around a three-part core: Fairy for the cleanest conventional Dragon check, Ice for direct super-effective offense, and Steel for Dragon resistance and coverage against Fairy or Ice. A Dragon mirror can work but is more dependent on speed, secondary typing, and move access. These recommendations remain provisional until the Winds and Waves type chart, roster, abilities, and move lists are officially released.
