It works without a PS5 only in one case: cloud streaming. PlayStation Portal is a streaming player, not a standalone console. In Remote Play mode it needs your own PS5. In cloud streaming mode it can play selected PS5 games with no console of yours involved, but that needs PlayStation Plus Premium, a supported region and a broadband connection. Neither mode is documented as offline play.

Using Portal without a PS5
PlayStation introduced cloud streaming for Portal in a PlayStation.Blog post dated November 5, 2025, written by Takuro Fushimi, Senior Manager, Product Management. It says Premium members can access select PS5 games without connecting to a PS5 console through Remote Play.

To use it, you need:
- An active PlayStation Plus Premium membership.
- A PlayStation account that is not a child account.
- A location in a country or region where PlayStation offers the feature.
- A game that is currently in the eligible cloud-streaming catalog.
- A broadband connection that meets the speeds below.
The supported-region list and the game catalog can both change. Check PlayStation’s support page for your country before you buy Portal for this purpose alone.

You can’t. Portal has no way to play games offline. Downloaded games can’t be played on the handheld itself, because Portal streams video from somewhere else. That source is either your PS5 or PlayStation’s cloud. Both paths need a network connection.

Portal itself needs broadband Wi-Fi. For Remote Play, your PS5 also has to be connected to broadband. If your home internet goes down, Remote Play stops.

For general Portal use, PlayStation lists broadband Wi-Fi of at least 5 Mbps. It recommends at least 15 Mbps for a better experience.

For cloud streaming, PlayStation’s current support guidance (accessed 2026) lists these minimum upload and download speeds:

These are minimums, not guarantees. PlayStation says the experience varies with the game and your network environment.

Compatibility and software notes
- Consoles: PlayStation lists the PS5 as the compatible console for Portal Remote Play. Portal doesn’t work with PS4 Remote Play.
- System software: PlayStation’s official system-software page lists version 7.0.2 as improving performance and stability. Version 7.0.0 added a 1080p High Quality maximum-resolution option for both Remote Play and cloud streaming. Software versions change often, so check the page for the latest.
Which setup fits you?
- You own a PS5 and have reliable home Wi-Fi: Remote Play covers you. Leave the console on or in Rest Mode.
- You have no PS5 but have Premium in a supported region: Cloud streaming works, but only for the games in the catalog. Your own library isn’t a factor.
- You need to play with no connection, such as on a flight: Portal can’t do this.
