No VPN is officially supported for streaming Pandora. Pandora limits service to the United States and its territories, and its support guidance says VPN streaming is not supported. If you are traveling, eligible Plus and Premium subscribers may be able to listen to music downloaded before departure; if you are in the United States and unexpectedly blocked, Pandora suggests making an exception for the app in your VPN settings or safely turning the VPN off while listening.
Why a list of VPNs that “unblock” Pandora would be misleading
Pandora’s Services Terms of Use define the United States and its territories as the service’s “Authorized Jurisdictions.” The terms prohibit use outside those areas and say it may lead to account termination or legal action. Pandora also reserves the right to change which jurisdictions are authorized.

In a Pandora Community response dated October 2, 2020, support stated: “Unfortunately, using a VPN while trying to stream Pandora is not currently supported.” The guidance does not endorse any VPN provider or say that a particular VPN works reliably. A VPN connection to a US server is therefore not a guaranteed way to use Pandora abroad.
How Pandora determines whether to allow access
Pandora’s Privacy Policy says it may use device location and IP address to enforce territorial limits. It may deny access or block a device when location information indicates the user is outside the United States. This is why changing an IP address alone should not be treated as a dependable workaround.

What to do if you are traveling outside the United States
Download music before you leave
Pandora support’s October 2020 guidance says Plus and Premium subscribers can play previously downloaded music while temporarily traveling outside the United States. Download the content while you are in the service area and confirm that it is available offline before departure. Plan eligibility and offline rules can change, so check Pandora’s current plan details and app guidance before relying on this option.
Switch the Android app to offline mode
The same support response specifically advises Android users to switch the Pandora app to offline mode manually before leaving the United States. Follow the current in-app instructions, since interface labels and plan requirements may have changed since that response.

What to do if Pandora blocks you while you are in the United States
Pandora support recommends either creating an exception for Pandora in your VPN settings or safely disabling the VPN while listening. These are troubleshooting suggestions, not a guarantee that access will be restored. If the error continues after you try them, use Pandora’s support channels rather than switching VPN providers on the assumption that another one will work.

Does Pandora recommend a particular VPN?
No provider ranking or compatibility list is established by Pandora’s cited terms, policy, or support guidance. Those sources do not identify a VPN with reliable Pandora access, and Pandora does not endorse VPNs as a way to stream outside its authorized jurisdictions. A VPN may serve a separate privacy or security purpose, but that does not establish Pandora compatibility or change the service’s location restrictions.
