PlayStation describes GT7 as having a solo campaign, but that description alone does not confirm the campaign is fully playable offline. If you need to play without a connection, plan for limited or uncertain functionality rather than assuming every mode will be available.
Does online play require PS Plus?

What happens to updates and new content?
PlayStation says new content is available via patch update and that an internet connection is required for an update. A disconnected console therefore cannot download updates or newly delivered content until it reconnects. The official product information does not specify which existing features remain accessible while offline.

Don’t confuse GT7 with My First Gran Turismo
My First Gran Turismo is a separate, standalone experience. PlayStation says it does not require internet to play, though online leaderboards do require a connection. That offline answer applies to My First Gran Turismo, not Gran Turismo 7.
