Not by itself. Carbon capture can remove much of the CO2 released at a cement plant, including emissions from limestone chemistry, but it does not automatically make the cement carbon-neutral. The result depends on the emissions counted, what remains uncaptured, the energy and materials used by capture, and whether the captured CO2 is permanently stored or later released.
Why cement emissions are hard to eliminate
Cement is made using clinker, produced by heating limestone. That heating drives calcination, a chemical reaction that releases CO2 from the limestone itself. This process emission occurs regardless of whether the kiln burns a lower-carbon fuel. Kiln heat and the energy system also cause emissions, so fuel switching and cleaner energy can reduce one part of the footprint without eliminating the process source.

The International Energy Agency identifies material and energy efficiency, lower-emissions fuels, alternative raw materials, and carbon capture, utilization and storage (CCUS) among the measures needed to cut cement emissions. Capture can address process and combustion emissions, but the finished product’s climate claim still depends on its full accounting boundary.
What a carbon-neutral cement claim must establish
“Carbon-neutral” is meaningful only when the claim defines what is being counted. A plant-operations claim is narrower than a product-level or lifecycle claim. A credible comparison should make clear whether it includes direct plant emissions, energy and upstream emissions, which gases and accounting period are covered, and how any residual emissions are treated.

It should also separate emissions avoided at source from CO2 captured, transported, used, or stored. Capture reduces emissions reaching the atmosphere only to the extent that the capture system works and the captured CO2 is handled in a way that prevents its release over the relevant timescale. The sources available for the named projects below do not establish independently audited, product-specific lifecycle neutrality.
Where captured CO2 goes changes the outcome
Geological storage and utilization are not equivalent climate outcomes. CO2 sent to durable geological storage is intended to remain underground. CO2 used to make a fuel or product may be released later, depending on the product and its end of life. A utilization claim therefore needs evidence about the full lifecycle and how long the carbon stays out of the atmosphere; the fact that CO2 was captured is not enough.

Holcim says its Carbon2Business project may use purified CO2 for e-methanol or as a raw material for products such as plastics. The project page does not establish the lifecycle permanence of those uses. That uncertainty is distinct from a project designed to transport CO2 for geological storage.
What the IEA pathway says about scale and cost
The IEA’s 2023 net-zero pathway models substantial changes in cement production and emissions. Its scenario includes cement production of 4,260 million tonnes in 2030 and 3,930 million tonnes in 2050, with clinker-to-cement ratios of 0.65 and 0.57, respectively. It models cement-sector CO2 capture of 170 million tonnes in 2030 and 1,310 million tonnes in 2050. These are scenario milestones, not forecasts or observed capture totals. The IEA’s 2025 Breakthrough Agenda Report says global cement direct-emissions intensity had remained unchanged in recent years and total CO2 emissions were higher than in 2015. It puts announced near-zero cement capacity for 2030 at about 35 million tonnes, a 30% increase from the pipeline assessed the preceding year but still below the pace of its net-zero pathway. Announced capacity is not the same as operating output. The report estimates early commercial near-zero cement plants using CCS could have production costs 75–150% higher than conventional plants, varying by region; this is not a universal retail-price premium. What announced projects show—and what they do not
GO4ZERO in Belgium
Holcim says its GO4ZERO project at Obourg will install an air-oxyfuel switchable kiln, capture and purify CO2, move it through a network to an export hub, and ship it for storage under the North Sea. The company’s announced targets are operation in 2029 and storage of around 1.1 million tonnes of CO2 per year. Those targets do not establish that the facility is operating or that its cement has independently verified product-level neutrality. Holcim, “GO4ZERO CCUS project”

Holcim Belgium CEO Claudia Albertini described the ambition this way: “With GO4ZERO, we are developing a full carbon capture, transport and storage value chain with the goal of producing net-zero cement by the end of the decade.” The wording is a company goal, not a report of an achieved result. Holcim says Carbon2Business at Lägerdorf aims to capture more than 1.2 million tonnes of CO2 annually and describes cement production there as entirely net-zero from 2029. It also describes possible uses for purified CO2, including e-methanol and materials such as plastics. These are plans and company claims; they do not show that the target has been achieved, that the plant is operating, or that all CO2-use pathways keep the carbon permanently out of the atmosphere. How to assess a cement decarbonization claim
When comparing products or projects, look for evidence on the same set of questions rather than relying on labels such as “captured” or “net-zero.” Holcim’s overview distinguishes capture, utilization, and storage as parts of the CCUS chain. Holcim, “Carbon capture, utilization and storage”
