No—not directly. AWS Elemental MediaPackage offers time-shifted playback from a MediaPackage endpoint, but it does not enable or control DVR for viewers on YouTube. To give viewers pause-and-rewind on the YouTube watch page, configure YouTube Live DVR in YouTube Studio. These are separate playback experiences with separate settings.
What each service does
MediaPackage sits between a live encoder and a playback destination: it receives live content, retains it for a limited period, and dynamically packages it when a downstream player or CDN requests playback. AWS documents MediaLive as one possible upstream encoder, and MediaPackage v2 supports live HLS and CMAF inputs over HTTPS from external sources or encoders (AWS: What is AWS Elemental MediaPackage?; AWS: Supported input types).

YouTube’s live workflow is different: an encoder sends a feed to YouTube using a configured stream URL and stream key. YouTube recommends RTMPS generally and also documents HLS ingest with YouTube-specific settings (YouTube: Set up your encoder for live streaming; YouTube: Use HLS ingest).

Those roles do not make MediaPackage’s endpoint window part of YouTube’s rewind history. The cited AWS and YouTube documentation does not describe MediaPackage as a YouTube DVR backend or YouTube playback origin. A custom relay or multi-destination design may be built separately, but it should not be assumed to transfer MediaPackage time shifting to YouTube.

How to configure the right experience
For viewers on YouTube
- Open YouTube Studio and enter the Live Control Room for the stream.
- Configure the stream’s DVR option there. YouTube’s DVR setting governs the YouTube viewing experience; changing a MediaPackage endpoint does not enable it.
- Check the stream duration and expected viewer behavior. For broadcasts longer than 12 hours, YouTube warns that DVR capabilities may be limited or unavailable, and viewers cannot rewind to a point before the stream began.

For playback from MediaPackage
- Use the appropriate MediaPackage endpoint for the downstream player that will serve the playback.
- Set the endpoint’s startover window for the desired time-shifted playback period. In MediaPackage v2, the documented maximum startover window is 24 hours.
- Use the documented time-shifted manifest options to request playback within that window. For the legacy guide, requests outside the configured startover window return HTTP 404 (AWS: Time-shifted viewing in the legacy guide).
- For CDN efficiency, AWS recommends consistent playback windows across player sessions rather than unique start and end values for each viewer, which can impair caching and risk throttling.
How to think about an always-on stream
“Always-on” describes the ongoing live broadcast; it does not merge the rewind controls of different playback platforms. If viewers watch on YouTube, YouTube’s DVR setting and its long-stream caveat apply. If viewers watch through a MediaPackage-delivered player, the endpoint’s startover window and manifest limits apply. Choosing one does not configure the other.
