No—Apple says it does not charge users a fee to pay with Apple Pay in India. Your card issuer may still apply charges under your card’s terms. If you return a purchase, the merchant decides whether it qualifies for a refund; once processed, the refund goes back to the card used and may take several days to appear.
Does Apple Pay charge a fee in India?
No. Apple’s India FAQ says it does not charge fees when you pay with Apple Pay in stores, online or in apps. Apple Pay does not change how your card works, however, and your issuer may apply its usual charges or fees. Check the terms for the specific card and transaction rather than assuming that a payment or refund makes every related charge disappear. Apple’s guidance does not establish whether an issuer will reverse interest or another separate charge after a purchase is refunded; ask the issuer about that charge. Apple’s Apple Pay FAQ for India

What happens when you get a refund?
The merchant’s return policy determines whether it will accept the return and process a refund. Apple Pay does not guarantee that a merchant must accept one. If the merchant processes the refund, it is returned automatically to the payment card used for the purchase. Apple says it may take several days to appear on your statement; it does not promise an instant posting or give a fixed number of days. Apple’s refund instructions
What to show or provide the merchant
You can generally return an Apple Pay purchase with the receipt, although the merchant may ask for additional information, such as the last four digits of the Apple Pay card number. That number is different from the physical card number, so do not assume the last four digits printed on your card are the ones the merchant needs.

If the merchant needs the card itself for the refund, Apple’s instructions are to open Wallet on the device used to pay, select the card and authenticate if asked, then hold that device near the merchant’s contactless reader.
