A document management system (DMS) is a system or software used to capture, organize, find, track and control documents throughout their working lifecycle. It commonly provides a shared repository with search, indexing or metadata, access controls and version history; some systems also support collaboration and workflow. The exact feature set varies, so a DMS is best understood by the document problems it helps solve—not as a fixed checklist of functions.
What does a document management system do?
A DMS gives people a controlled way to work with documents in one place. It can manage electronic files such as PDFs and word-processing documents, as well as digital images created by scanning paper. IBM describes document management in terms of capturing, tracking and storing electronic documents; Microsoft describes a centralized, searchable and secure solution for organizing, tracking and updating them.

In practice, document management spans several stages:
- Capture and ingest: Add files created digitally, receive them from another system, or scan paper documents when digitization is needed. A scanner is useful for paper capture, but it is not required when documents are already digital or arrive through another method.
- Organize and describe: Arrange documents in folders or describe them with metadata—information such as document type, owner or date—to support consistent handling and retrieval.
- Find, share and revise: Search or browse for files, control who can access them, and manage changes with version history or collaboration features where available.
- Govern through the lifecycle: Route work for review or approval and, when required, retain or dispose of documents according to the organization’s policies.
These are common capabilities, not guarantees that every DMS includes each one. Microsoft’s overview covers capture, storage, retrieval, security, version control, workflow and collaboration; IBM also identifies centralized storage, access control, audit trails and search as common attributes. What features should you look for in a DMS?
The right capabilities depend on the organization’s documents and how people need to use them. Evaluate a system against the work it must support rather than assuming that a product label means every feature is present.
- Findability: Can users search and retrieve the documents they need? Do indexing and metadata fit the organization’s document types?
- Control: Can access be limited appropriately? Does the system handle versions and provide an audit trail where required?
- Process fit: Does it support the needed review, approval, collaboration or other lifecycle workflows?
- Governance: Must some documents become formal records? If so, how are retention, restricted actions and eventual disposition handled?
- Deployment fit: Does the proposed system meet the organization’s actual operational and lifecycle requirements?
NARA’s Universal Electronic Records Management (ERM) Requirements are intended as high-level baseline needs that agencies should tailor, not a one-size-fits-all specification. How is document management different from records management?
Document management addresses the working lifecycle of documents—from creation and review through publication and eventual retention or disposal. Records management is more specific: it governs material designated as records, including regulatory, legal or business-critical records, and may apply controls such as retention labels, restrictions on actions, activity logging and documented disposition.
The two functions can overlap or be integrated. A DMS may include recordkeeping capabilities, or an organization may use a distinct records system. NARA’s 1999 Bulletin 99-04 A explains that electronic recordkeeping functionality can exist as a separate system or as part of an electronic document management system. That bulletin is historical guidance, not a current standalone compliance checklist. Microsoft’s current descriptions of document management in SharePoint Server and records management for documents and emails in Microsoft 365 illustrate the distinction between lifecycle management and controls for records.

What a DMS does not guarantee
The term “DMS” does not establish that a system meets every legal, regulatory or business requirement. Capabilities vary, and organizations must determine which content needs controlled retention, restricted access or defensible disposition, then verify that the selected system and its configuration support those requirements. NARA’s requirements are a tailored planning baseline; Microsoft Purview’s records-management description covers specific controls rather than a universal compliance guarantee.
