Do Energy-Saving Light Bulbs Contain Mercury? CFLs, LEDs and Safe Cleanup

CFLs and some other fluorescent bulbs contain mercury; LEDs are an alternative. Learn whether an intact CFL releases mercury, how to clean up a break, and where disposal rules vary.

Some energy-saving light bulbs contain mercury, but not all do. Compact fluorescent lamps (CFLs) and other fluorescent bulbs contain mercury sealed inside their glass tubing; LEDs are an alternative without mercury-containing fluorescent technology. An intact CFL does not emit mercury while operating, according to the U.S. Food and Drug Administration (FDA). If one breaks, follow the U.S. Environmental Protection Agency (EPA) cleanup guidance and check local disposal rules.

Which energy-saving light bulbs contain mercury?

“Energy-saving bulb” describes a goal, not a single technology. CFLs are fluorescent lamps, and their glass tubing contains a small amount of mercury. EPA also identifies linear, U-tube and circline fluorescent lamps, as well as several types of high-intensity-discharge lamps, as mercury-containing bulbs. Check the technology name on the bulb or packaging rather than assuming all efficient bulbs have the same materials.

The FDA says typical household CFLs contain less than 5 milligrams of mercury. That figure applies to typical household CFLs, not every fluorescent tube or other lamp type.

Is mercury released when a CFL is on?

No. The FDA states that “CFLs do not emit mercury as they operate.” Mercury can be released if the bulb’s outer glass tubing breaks, so an intact, operating CFL is different from a broken one.

There is also an electricity-generation tradeoff: EPA says using CFLs instead of incandescent bulbs lowers electricity demand, which can reduce coal burned at power plants and the mercury released when coal is burned. That comparison does not make a CFL mercury-free; it concerns emissions associated with generating electricity.

What should I do if a CFL bulb breaks?

Do not panic, but avoid spreading glass or powder. EPA’s guidance covers both CFLs and other mercury-containing bulbs; follow its full directions for the surface involved, especially for carpet or rugs.

  1. Have people and pets leave the room, avoiding the breakage area on the way out.
  2. Open a window or door to the outdoors and leave the room for 5–10 minutes. Turn off central forced-air heating or air conditioning, if present.
  3. Gather stiff paper or cardboard, sticky tape, damp paper towels or disposable wipes for hard surfaces, and a glass jar with a metal lid or a sealable plastic bag.
  4. Carefully scoop up glass fragments and powder with the stiff paper or cardboard. Use sticky tape to pick up smaller fragments and powder. On hard surfaces, wipe with damp disposable towels.
  5. Do not vacuum during cleanup unless broken glass remains after the other cleanup steps. EPA cautions that vacuuming could spread mercury-containing powder or vapor and gives additional instructions if vacuuming is necessary.
  6. Put debris and cleanup materials outdoors in a trash container or protected area while awaiting disposal. Wash your hands after handling the contained debris. Continue airing out the room and leave the HVAC off for several hours if practical.

For surface-specific instructions, including what to do if the bulb broke on carpet or a rug and how to handle later vacuuming, see the EPA cleanup guidance. EPA lists Poison Control at 1-800-222-1222 for health questions or concerns after cleanup.

Can I throw fluorescent bulbs in the trash?

Disposal rules depend on where you live. EPA recommends using available local recycling options for CFLs, fluorescent bulbs and other mercury-containing bulbs rather than putting them in regular household trash. Possible routes include local waste collection agencies, participating retailers and mail-back services. Contact your local waste agency or environmental authority to find out what is available and what your local rules require.

Some states and local jurisdictions have stricter requirements, including rules requiring recycling. EPA names California, Maine, Massachusetts, New Hampshire, Vermont and Washington among states it is aware prohibit mercury-containing lamps from landfill disposal. This is EPA’s stated list, not a substitute for checking current rules where you live.

If local authorities permit trash disposal of a used or broken CFL, EPA says to seal the bulb or debris in a plastic bag and put it in the outside trash. Its page also describes mail-back kits, but EPA says it does not endorse, recommend, certify, authorize or approve the services it lists; other services may exist.

Are LED bulbs mercury-free?

LEDs are an available alternative to CFLs if you want to avoid mercury-containing fluorescent technology. When replacing a CFL, match the new bulb to the fixture: check its base, shape, brightness, color temperature, and any dimmer or fixture requirements. EPA identifies LEDs as an alternative; suitability depends on the specific bulb and fixture.
