It describes different interfaces: Upstage documents a beta System One endpoint, Ollama supports System One only on a local server, and AWS Bedrock offers several inference APIs without establishing the same typed decision contract. OpenAI, meanwhile, documents its own decisions endpoint. The claim in the headline should therefore be treated as unverified unless it can be tied to a specific announcement or integration.
What “decision-model API” means
A decision-model API is intended to return structured choices, scores or probabilities rather than only generated prose. The System One API presents that decision-oriented framing. But sharing that concept does not mean providers share a technical contract: the request fields, supported question types, response format, deployment options and operational terms must match or be connected by a documented adapter.

What each provider documents
| Provider | Documented interface | What it establishes |
|---|---|---|
| Upstage | Solar Decide at /v1/systemone |
Its API reference describes a beta endpoint whose request includes a model, state and typed questions. Upstage says the schema may change before general availability. Upstage API documentation |
| Ollama | System One on a local Ollama server; separate OpenAI-compatible API URLs for hosted and local use | Ollama says System One requires a local server and is not available on Ollama Cloud. Its separate OpenAI-compatible API surface does not, on its own, demonstrate a shared System One contract. Ollama API introduction |
| AWS | Amazon Bedrock inference endpoints | Bedrock lists InvokeModel, Converse, Chat Completions, Responses API and Messages API. This documents a range of inference interfaces, not the same typed decision schema. Model and feature support can depend on endpoint and AWS region. AWS endpoint documentation |
| OpenAI | First-party POST /decisions |
OpenAI documents an endpoint for classification and scoring. That is evidence of its own decision interface, not evidence about whether it joined a separate proposal. OpenAI Decisions API |
Why the agreement claim remains unverified
The cited API references describe each provider’s products, but do not name a joint agreement among AWS, Upstage and Ollama. Nor do they establish that OpenAI was invited, declined, or otherwise chose not to participate. Absence from these pages is not proof of nonparticipation. The wording may refer to a particular SDK adapter or integration announcement; without that originating statement, it is not safe to present the agreement or OpenAI’s supposed nonparticipation as fact.
How to assess whether two APIs are actually compatible
For a developer, a common label is less important than a common contract. Check the published materials for:

Ideal for gaming, video editing, and multitasking, it provides expansive and crisp multi-display support.
- Request and response schemas: Are the same fields, data types and response structure accepted?
- Decision outputs: Are question types, choices, scores, probabilities or confidence values defined in the same way?
- Deployment: Is the interface hosted, local, or both? Ollama’s current documentation limits System One to a local server.
- Model and regional support: Which models and features are available for the particular endpoint and AWS region?
- Authentication and billing: What credentials and service terms apply? A shared schema would not by itself unify access or charges.
- Maturity and compatibility mechanism: Is the contract stable, beta, or exposed through an adapter? Upstage explicitly marks Solar Decide beta, while an OpenAI-compatible endpoint is a distinct capability from a System One implementation.
For Bedrock’s Responses API specifically, OpenAI says the implementation is provided and operated by AWS, separate from OpenAI’s hosted Responses API; behavior and availability may differ. That distinction concerns Bedrock Responses, not System One. OpenAI’s Bedrock Responses API guidance
