A direct link may open in a browser, download, or hand off to another app, depending on the server’s response and the browser. The difference is what the URL addresses—not a guarantee of how the PDF will appear.
What each URL points to
Direct PDF URL
A direct PDF URL resolves to the PDF resource itself. For example, a link whose destination is a PDF file addresses that document, rather than a page built to present it. The browser or other user agent handles the resource according to its capabilities and the server’s response.

Viewer URL
A viewer URL resolves to an HTML page or viewer application. That page loads a PDF and presents it within an interface that may include navigation or surrounding site context. The viewer and the PDF are separate resources, even when the page makes them feel like one.

Both URL types can ultimately lead to the same PDF. The distinction is whether the URL addresses the document or the interface presenting it.

Why a direct PDF link may open or download
The URL alone does not decide whether a PDF opens in a tab. The server’s response headers, the media type it sends, and browser capabilities all affect what happens. The Content-Disposition header indicates whether content is intended to display inline or as an attachment: inline is the default, while attachment generally prompts download behavior. Browser support and settings also matter, so a .pdf suffix by itself does not guarantee an in-browser viewer.
A viewer link is not guaranteed to work either. Its page may be misconfigured, unable to access the PDF, or subject to resource-loading or access restrictions. These outcomes depend on the implementation; the URL format is not a compatibility promise.

How to link to a page in a PDF
A direct PDF URL can use a fragment identifier to request navigation within the document. RFC 8118 describes the page=<pageNum> parameter, with the first physical page numbered 1, as well as named destinations. For example, a page fragment can take the form #page=4. The RFC says fragment identifiers can point to subordinate content or provide parameters for opening the document.

Fragment handling depends on the PDF processor, so check the link in the viewer your readers are likely to use when landing on a precise page matters. RFC 8118 notes that its fragment-identifier specification was incorporated into ISO 32000-2; the ISO definition prevails if they conflict.

Choosing a direct link or a viewer
- Share the document with minimal site framing: Start with a direct PDF URL. It points to the resource, while the recipient’s browser or app controls presentation, subject to the server response and support.
- Keep readers in a site interface or provide context: Use a viewer URL. The page can add navigation and surrounding information, but the site needs to keep the viewer and document URL working together.
- Link to a page or named destination: Try a PDF fragment on the direct URL or use the viewer’s own navigation mechanism. Verify the behavior in the intended PDF processor.
- Encourage downloading: Configure the server to send an appropriate attachment response. The URL itself is not the whole control;
Content-Dispositionis relevant.
Using a PDF.js viewer URL
PDF.js documents a viewer URL pattern that supplies the PDF through a file query parameter. Encode the PDF path or URL with encodeURIComponent() when building that parameter, as the project documentation directs. PDF.js also documents that its viewer can start without a PDF and receive one later.
PDF.js describes conditional use of HTTP Range Requests to fetch portions of a PDF needed for visible pages, depending on browser support and server response headers. This is an implementation detail, not a guarantee that every viewer fetches only part of a file.
