As of 19 October 2026, the digital euro does not exist as an issued currency. Its holding limit, fee schedule and some transaction rules remain proposals that depend on an EU establishing regulation and a later European Central Bank decision. If lawmakers complete the regulation in 2026, the earliest potential first issuance is during 2029.
The practical headline is straightforward: no final personal balance ceiling has been adopted, €3,000 is only a scenario tested by the ECB, basic consumer services are intended to be free, and larger payments should be possible through a linked bank account. Offline payments will have additional limits because they are handled differently for anti-money-laundering purposes.

What the digital euro is—and why the rules are not final
The proposed digital euro would be a central-bank digital form of the euro for people and businesses in the euro area. It is designed to work alongside notes, coins and private payment methods, rather than eliminate them. The proposal gives it legal-tender status alongside cash and supports instant payments both online and offline.

Those features are not yet live. The ECB can decide whether to issue the currency only after the EU’s establishing regulation has been adopted. A 2029 launch is therefore a conditional possibility, not a scheduled release. The ECB preparation phase ran from November 2023 through October 2025; technical work and support for the legislative process followed.

How much digital euro could one person hold?
There is no final personal holding-limit number. The legal framework would require an overall ceiling, while the ECB would set individual holding limits within that framework. The Council’s negotiating position says the overall ceiling should be reviewed at least every two years, allowing the authorities to respond to changes in payment habits and financial conditions.
Why a holding limit is proposed
A digital-euro wallet is intended for payments, not as a large savings account. Without a ceiling, users could move substantial deposits from commercial banks into a central-bank liability. A rapid shift of deposits could reduce banks’ funding and create financial-stability risks, particularly during periods of stress. A limit is therefore meant to keep ordinary spending convenient while discouraging the digital euro from becoming a major store of value.

ECB technical analysis in 2026 tested hypothetical limits of up to €3,000 per person. That is a modeled scenario, not an adopted consumer allowance. It cannot be used as a promise that every future wallet will hold exactly €3,000, or that the amount will apply in every country, account type or use case.
The final amount could be set differently once lawmakers define the legal parameters and the ECB makes its implementation decisions. Until then, treating €3,000 as a firm entitlement would overstate what has been agreed.

Balances would not earn interest
Proposed digital-euro balances would not pay interest. That reinforces the payment-money purpose of the wallet and reduces the incentive to move long-term savings out of interest-bearing bank products. The absence of interest is part of the proposed design, not a temporary introductory condition.
How the linked bank account would let payments exceed the wallet cap
A holding limit does not necessarily mean a user must decline every payment above the wallet balance. The proposed design uses a linked commercial-bank account and a mechanism known as a waterfall or reverse waterfall.
Waterfall for an outgoing payment
If the digital-euro wallet contains enough for a purchase, the payment can be settled from the wallet. If the purchase is larger than the wallet’s permitted balance, the system could draw the shortfall from the linked bank account, assuming that account has sufficient funds. The user would still make one payment rather than manually splitting it into separate transfers.
Reverse waterfall for incoming money
When an incoming payment would push the wallet above its allowed ceiling, the excess could be swept automatically to the linked bank account. That keeps the wallet within its limit while preserving the ability to receive money. The sweep depends on a linked account and sufficient operational support from the provider.
These mechanisms explain why the wallet cap is not the same as a maximum purchase price. They are intended to separate the amount held overnight in the digital-euro wallet from the amount that can move through it during normal spending.

Will using a digital euro cost consumers money?
The proposed consumer model makes core use free. The Council position also protects consumers from charges for certain mandatory account and wallet operations.

- Opening and closing a digital-euro account.
- Checking the balance.
- Funding the wallet by moving money into it.
- Defunding the wallet by moving money out.
- Making payments.
- Making transfers.
“Funding” and “defunding” describe moving money between the linked bank account and the digital-euro wallet. The proposal treats those operations as part of basic access, not optional premium features.
Optional services could have a charge
Providers may charge for voluntary value-added services. Conditional payments are an example: a payment could be released only when a specified condition is met. Because such features go beyond the basic wallet and payment functions, the proposed free-service rule would not automatically cover them.
Merchant and payment-provider charges
The proposed framework would cap charges paid by merchants and payment service providers (PSPs). During a transitional period lasting at least five years, interchange and merchant-service caps would be tied to fees for comparable payment services. After that period, the caps would be based on the actual costs of providing digital-euro services.
The transitional approach is intended to prevent excessive charges while the market is adapting. The later cost-based approach would link the ceiling more directly to the expense of operating the digital-euro infrastructure. The exact amounts and calculation methods still depend on the final legislation.

What rules apply to online and offline payments?
The proposed digital euro supports both connected and proximity payments, but the two modes cannot be treated identically.
Online payments
Online digital-euro transactions would use the normal network connection and be subject to anti-money-laundering and counter-terrorist-financing requirements (AML/CFT). PSPs would process the transaction through the digital-euro infrastructure and apply the controls required by the eventual legal framework.
Offline proximity payments
Offline payments are designed for situations in which devices are close to one another but the transaction is not processed online at that moment. Because PSPs would not process transaction data in the same way during an offline exchange, the safeguards and limits must be different.
Separate offline holding limits and transaction limits would be set by a European Commission implementing act after a risk assessment. Those numbers have not yet been published. The additional limits are intended to manage AML/CFT and other risks created by delayed or reduced data processing, not to make offline use impossible.
Legal tender and the role of cash
The proposal pairs digital-euro legal-tender status with the existing role of cash. A digital euro is meant to add another public means of payment, including an electronic option, while cash remains available. It is not designed as a replacement for notes and coins, and private card or account-based payment methods would continue to exist.

Can you make a payment larger than the holding limit?
Under the proposed waterfall design, the answer should be yes when a linked bank account has enough money. Consider an illustrative wallet limit based on the ECB’s tested €3,000 scenario:
- A user has €2,000 in the digital-euro wallet and €5,000 in the linked bank account.
- The user initiates a €3,500 payment.
- The wallet supplies the amount it can hold or spend, and the linked account supplies the remaining €1,500.
- The merchant receives the payment as one digital-euro transaction, subject to the final technical and legal rules.
This example explains the intended mechanism; it does not establish a €3,000 legal limit. If the linked account lacks sufficient funds, the payment could not rely on the waterfall to cover the shortfall.
The reverse direction works similarly. If a user receives money that would take the wallet above its permitted balance, the excess can be transferred to the linked bank account rather than left in the wallet. Both functions depend on the user having a linked account and on the provider implementing the required connections.

| Date or period | What it means |
|---|---|
| November 2023–October 2025 | ECB preparation phase for the digital euro. |
| 2025 | The Council position included a transitional merchant and PSP fee-cap period of at least five years. |
| 2026 | ECB technical analysis tested hypothetical individual limits up to €3,000; this was not a final limit. |
| 2026 | If the establishing regulation is completed, the project could move toward a later issuance decision. |
| During 2029 at the earliest | Potential first issuance, conditional on legislation and an ECB decision. |
| At least every two years | The Council negotiating position calls for review of the overall holding ceiling. |
The timeline has two separate gates. First, EU lawmakers must adopt the establishing regulation. Second, the ECB must decide whether and how to issue the currency. Passing the first gate would not automatically put digital euros in consumers’ wallets.
How the proposed digital euro differs from ordinary bank money
The most important distinction is who owes the money. A digital euro would be a liability of the central bank, while money in a commercial-bank account is a liability of that bank. That difference explains both the proposed wallet ceiling and the policy concern about deposits moving out of banks.
Compared with cash, the digital euro would add electronic, instant and potentially offline payments while retaining a public-money foundation. Compared with cards and other private payment methods, it would be governed by a public legal framework with proposed consumer-service protections and capped merchant and PSP charges. The design does not remove private providers: they would still be involved in delivering wallets and payment services.
Privacy and compliance also depend on the mode. Online transactions would be subject to AML/CFT controls. Offline transactions would use separate limits established after a risk assessment because the normal online processing of transaction data would not occur in the same way.
What consumers should check before a launch
- The final holding ceiling: look for the amount adopted under the regulation and the ECB’s implementing decisions, rather than relying on the €3,000 test scenario.
- Linking requirements: confirm whether a provider requires a commercial-bank account for waterfall and reverse-waterfall features.
- Offline limits: check both the maximum offline balance and the maximum individual offline transaction once the Commission publishes its implementing act.
- Fee disclosures: distinguish free mandatory services from chargeable optional features such as conditional payments.
- Launch availability: verify that legislation has been adopted and that the ECB has announced issuance; preparation work alone does not make the currency usable.
Until those decisions are final, the safest interpretation is that the digital euro is a developing public-payment project, not an account consumers can open today. The proposed architecture aims to keep everyday payments free and flexible while limiting the amount held as a non-interest-bearing central-bank balance.
