That is not a universal formal definition: the phrase has specific meanings in some statutes and provider catalogs, so the surrounding document determines what it means.
What does “digital data service” mean?
The phrase combines two broad ideas: data is information, and a service brings together what users need to achieve an outcome. The UK Government’s Government Functional Standard GovS 005: Digital defines data as information collected, stored, processed, shared or used to support decisions, services and operations. It describes a service as a complete solution involving technology and non-technology elements. Those are useful building blocks for a plain-language explanation, not a single formal definition of the combined phrase.

Why the meaning depends on context
The words appear in distinct legal and technical settings. Check the jurisdiction, the surrounding provision or catalog, capitalization, and whether the phrase is a general description or a named product. The same wording should not be assumed to mean an internet subscription, cloud service, analytics product, or consumer offering in every document.
In a US broadcast statute
In 47 U.S.C. § 336(h)(7), “digital data service” includes a digitally based interactive broadcast service and wireless Internet access. This scope belongs to that subsection; it is not a universal definition. The statutory language does not limit wireless access by one-way versus two-way use, portable versus fixed access, Internet connection band, or delivery technology. The cited source is the 2018 edition of Title 47 of the United States Code, so check the current codification before relying on it for a present-day legal question.

- 💡 SETUP REQUIREMENTS: You need: (1) Cable internet service, (2) Separate WiFi router with 2.5 Gbps port for full speeds, (3) ISP activation. This modem cannot create WiFi networks or connect multiple devices without additional equipment.
In a telecommunications provider catalog
CenturyLink Wholesale uses the capitalized name Digital Data Service (DDS) for a private-line channel carrying digital data over a dedicated point-to-point or multipoint circuit. Its V6.0 catalog describes synchronous full-duplex transmission at 2.4, 4.8, 9.6, 19.2, 56.0, and 64.0 Kbps. This is a provider-specific catalog description, not evidence that the service can currently be ordered. See the CenturyLink Wholesale DDS catalog.
In other jurisdictions and older documents
Australian legislation once used the term in multiple definitions and provisions; a 2009 amending act repealed or changed them. An older reference may therefore reflect a past legal framework rather than current terminology. Consult the relevant jurisdiction’s current law and the date of the document. The historical change appears in the Telecommunications Legislation Amendment (Competition and Consumer Safeguards) Act 2009, dated 16 November 2009.

How to interpret the phrase in a document
- Identify the source and jurisdiction. A statute, technical catalog, contract, or general explanation may use the phrase differently.
- Read the surrounding text. Look for a definition section, cross-reference, or list of services that limits the meaning.
- Check capitalization and acronym use. “Digital Data Service (DDS)” in a provider catalog may be a specific product name rather than a generic category.
- Confirm the date and status. Older statutes and product catalogs can describe terms or offers that have since changed; verify current legal text or availability when that matters.
For a comparison of actual services, use only dimensions relevant to the document: delivery mode (such as broadcast, wireless access, or a dedicated circuit), fixed or portable use, one-way or two-way operation, technology, and geographic or legal scope. These distinctions help interpret a specific reference; they do not create a universal checklist for buying a service.
