Modern software development depends on far more than an editor or IDE. Teams also need connected systems to discover services, start projects safely, review changes, automate delivery, provision infrastructure, enforce security rules, manage credentials, and understand production behavior. The ten categories below are a practical framework—not a canonical checklist and not a requirement to buy ten separate products.
What “developer tools beyond IDEs” means
An IDE helps an engineer write and navigate code. The broader engineering system connects that work to the people, controls, infrastructure, delivery processes, and operational feedback needed to run software. Microsoft describes internal developer platforms as building on DevOps and DevSecOps practices, while AWS and Google Cloud describe platform capabilities spanning developer interfaces, infrastructure, delivery, operations, and security (Microsoft; AWS; Google Cloud).
The categories overlap. A developer portal is an interface; CI/CD, infrastructure as code, policy, and observability are capabilities it may expose or connect. One product can cover several categories, and an organization may use existing tools rather than add new ones. The useful question is whether the whole system provides a clear, supported route from a change to a safely operated service.
The 10 systems to consider
1. Developer portals and service catalogs
A portal gives engineers a discoverable view of services, ownership, documentation, and available self-service actions. A service catalog helps answer practical questions such as what a service is, who is responsible for it, and where to find its operational information. AWS describes a developer portal as a software catalog of components, systems, and domains, and identifies Backstage as an example (AWS essential platform capabilities).

A portal is most useful when its entries stay connected to real ownership and workflows. A catalog that lists services but cannot reliably route a request or point to current documentation offers discovery, not full self-service.
2. Templates and paved paths
Templates let teams start from a supported application or infrastructure pattern instead of assembling every project from scratch. A well-designed template can include repository boilerplate, an application stack, infrastructure definitions, and CI/CD setup, with secure and governed defaults in place. Microsoft describes templates as a way to provision these starting points and practices (Microsoft platform engineering overview).
A paved path should make the ordinary route easier without hiding important choices. Compare which defaults it sets, which controls it applies, what teams can customize, and how the template is maintained as standards change.
3. Source control and workflow automation
Source control records changes and enables review; workflow automation can make operational requests and other work visible and repeatable. Microsoft presents pull requests as a baseline self-service experience and describes “everything as code” as extending automation beyond infrastructure definitions (Microsoft platform engineering overview).

When configuration and requests are reviewable, teams can trace who changed what and apply familiar approval practices. The design still needs to fit the organization’s identity and permissions model so that automation does not grant broader access than the underlying task requires.
4. Continuous integration and delivery (CI/CD)
CI/CD systems automate steps such as building, testing, and delivering software. A pipeline can provide consistent checks before a change is merged or deployed, and can connect application delivery with infrastructure and security controls. Microsoft names GitHub Actions, Azure DevOps, and Jenkins as examples (Microsoft platform engineering overview).
Compare how a CI/CD system integrates with source control, identity, deployment targets, and operational processes—not just how easily a basic pipeline can be created. Teams also need to understand how failures are surfaced and how a release can be stopped or recovered.
5. GitOps and deployment control
GitOps uses version-controlled configuration to describe desired application state, then reconciles the running environment toward that state. Microsoft identifies Flux and Argo CD as pull-based GitOps examples (Microsoft platform engineering overview).

GitOps can make deployment configuration reviewable and provide a clear record of intended changes. It is a deployment approach, not a substitute for deciding who may change the desired state, how drift is handled, or how teams respond when reconciliation fails.
6. Infrastructure as code (IaC)
Infrastructure as code defines infrastructure in files that can be version-controlled, reviewed, and applied through repeatable workflows. This brings provisioning and updates closer to the application’s source-controlled delivery process. Microsoft recommends considering IaC in delivery pipelines, and AWS includes it among essential platform capabilities (Microsoft; AWS).
IaC can make changes more traceable, but it does not remove the need for permissions, review, testing, or a plan for failed changes. The platform should make clear which infrastructure a workflow will affect and how teams can inspect its outcome.
7. Policy and security automation
Policy and security capabilities apply guardrails and analysis throughout engineering workflows rather than relying only on a late handoff. Microsoft names Azure Policy, Open Policy Agent, GitHub Advanced Security, and CODEOWNERS among adopted examples. AWS lists software composition analysis and static application security testing as platform capabilities (Microsoft; AWS).

These examples serve different purposes: policies can enforce rules, ownership controls can guide review, and security analysis can identify potential issues in code or dependencies. Evaluate how findings reach the responsible team, how exceptions are handled, and whether controls are applied consistently across the workflows they are meant to govern.
8. Secrets management
Secrets management stores sensitive credentials and controls how workloads and automation access them. Keeping secrets out of ordinary source files reduces the risk of exposing them through code or routine repository access. AWS lists secret management as an essential platform capability and AWS Secrets Manager as an example (AWS essential platform capabilities).
Look at how credentials are granted to workloads and automation, who can manage access, and how teams respond when a secret must be changed. A secrets service is only one part of the control: the surrounding workflows must avoid leaking credentials into logs or other outputs.
9. Observability and operational feedback
Observability gives teams ways to inspect workload behavior and respond, using monitoring, logs, traces, and alerts. AWS names CloudWatch, X-Ray, Prometheus, and Grafana as examples associated with these capabilities (AWS essential platform capabilities).

Operational feedback belongs in the development system because it helps teams understand how changes behave after deployment. Compare whether the information is accessible to the people responsible for a service, how alerts reach them, and how operational findings can inform subsequent engineering work.
10. Platform integration and fulfillment
Integration connects developer-facing interfaces to the systems that provision resources, deploy workloads, enforce rules, and handle any steps that cannot be automated. Microsoft describes CI/CD, GitOps, and workflow automation as possible fulfillment providers; Google Cloud describes an internal developer platform as bringing together compute, storage, networking, cloud APIs, CI/CD, and observability (Microsoft; Google Cloud).
This is the connective layer that turns a portal button or template into a real outcome. If a workflow crosses identity, cloud, deployment, policy, or operations systems, teams need to know which system performs each action and where to look when it fails.

- Workflow: Identify the task the system enables, such as creating a service, reviewing a change, provisioning infrastructure, or responding to an alert.

- Self-service versus transferred complexity: Determine whether it gives users a supported path or merely pushes difficult configuration and troubleshooting onto them.
- Security and access controls: Examine permissions, policy enforcement, security analysis, exception handling, and the way credentials are managed.
- Visibility and recovery: Find out how users see progress, failures, and operational effects, and what happens when automation does not complete successfully.
Do you need ten separate tools?
No. The ten categories describe functions in a connected engineering system, not a shopping list. A platform may expose several capabilities through one interface while relying on existing systems behind it. Start with the workflow that causes the most friction or risk, identify the capabilities and controls it needs, and connect those pieces before introducing another product. Self-service helps when it provides a supported path that reaches the organization’s actual fulfillment systems; a polished interface alone cannot provision, deploy, or govern a service.
Where to start
- Map a real workflow. Trace a task such as starting a service or shipping a change from the developer’s first action through provisioning, review, deployment, and operational feedback.
- Locate the gaps. Note where teams must repeat manual work, discover ownership, request access, or switch between disconnected systems.
- Choose the smallest useful capability set. Add or improve the systems that address those gaps, using existing tools where they fit.
- Connect guardrails and feedback. Make relevant security, policy, and operational signals part of the same workflow rather than separate afterthoughts.
- Check failure handling. Verify that users can tell what succeeded, what failed, who owns the next action, and how to recover safely.
