What parking problems do Delhi’s plans recognize?
Master Plan for Delhi 2021 (MPD-2021) describes parking shortages in residential areas and notes that vehicles parked on roads reduce the carriageway available for movement. That is the basic planning problem behind the phrase “parking pains”: finding space for vehicles without allowing parking to consume street capacity or obstruct access.

MPD-2021 includes provisions addressing parking in residential areas. It also contemplates shared or off-peak use of some public parking locations. These are provisions in a plan, not evidence that the arrangements were implemented consistently across Delhi or that they resolved local shortages.

Parking policy has two related levers: where spaces are provided and how demand for them is managed. Simply adding spaces may help in a particular location, but it does not by itself settle who can park on a street, how long they can stay, or whether a space should be used at all hours.

These approaches involve trade-offs. Off-street capacity can move vehicles off the road, while curbside rules and enforcement determine whether street space remains usable. Charges and other demand measures can influence parking choices, but their effects depend on the rules actually adopted and enforced.
Why public transport and non-motorized travel matter
Parking is not only a question of how many vehicle spaces a neighbourhood has. The NIUA report treats parking as part of travel-demand management and discusses public transport and non-motorized modes in the wider transport context. If people can reach daily destinations by transit, walking or cycling, fewer trips need to depend on parking a private vehicle at the destination.

In its preparation-era account of MPD-2041, the Ministry of Housing and Urban Affairs described transit-oriented projects intended to bring jobs and homes closer to mass transit. That was an announced planning aim; it does not establish that projects were delivered or that parking demand fell as a result.

DDA’s master-plans page lists Master Plan for Delhi 2047, including a Gazette notification and publication. A separate DDA page still labels MPD-2041 as a draft. The plans must not be conflated: preparation-era goals for MPD-2041 are not, by themselves, current operative parking rules under MPD-2047.

The sources available here do not expose MPD-2047’s detailed parking clauses, local implementing orders, or a verified account of how particular rules are being applied. Anyone needing to know the requirement for a specific property or street should check the applicable Gazette text and relevant local orders rather than rely on a headline about MPD-2041’s proposed direction.

The NIUA transport baseline report prepared for MPD-2041 records historic parking inventories, not a current citywide count. For its report-era inventory, it gives 119 sites for NDMC (including 3 multi-level car parks), 109 for SDMC, 114 for North Delhi (including 6 multi-level and 2 stacked parking facilities), and 33 for EDMC. It also records 102 DMRC parking sites, with 10,199 four-wheeler spaces, 87,962 two-wheeler spaces and 9,165 cycle spaces. The source table attributes the information to the municipal corporations and DMRC, with NIUA analysis; these figures should not be read as current totals.

The same report said Delhi’s 2017 draft parking policy had not yet been notified or implemented at the time of its writing. That is a historical status statement, not evidence of the policy’s status in 2026.

These were stated goals, not confirmation that the platform or policies were delivered.

No current named statistic in the cited material establishes how many Delhi residents are affected by parking congestion, and no measured before-and-after evidence establishes a reduction in parking problems attributable to MPD-2047. The available evidence supports the diagnosis and the kinds of policy tools discussed, but not a claim of proven relief.
