Neither defence stocks nor infrastructure stocks are automatically safer. Defence shares offer concentrated exposure to military, security and technology procurement, so prices can jump when budgets or geopolitical risks change and fall when expectations disappoint. Infrastructure shares cover a wider set of economic and social assets and may have regulated, concession or contracted revenue, but they remain exposed to interest rates, leverage, construction, regulation, demand and currency movements. Recent index results show why the answer depends on the exact index, measurement period and return definition.

Defence is a concentrated procurement theme
The S&P Atlas Security, Defense, and Operational Support Index defines the theme broadly enough to include aerospace, defence technology, cybersecurity, surveillance, public safety, emergency management and logistics. Its stated objective is to measure global listed companies addressing threats ranging from conventional military conflict to cyberattacks. That breadth adds technology and services companies to the traditional weapons and aerospace exposure, but it does not make the theme a diversified market portfolio.

The Nifty India Defence index requires an eligible company to obtain at least 10% of revenue from defence or to belong to specified eligible basic industries, and it caps an individual constituent at 20% of index weight. A fund tracking that index therefore reflects Indian eligibility and concentration rules, not the composition of a global defence fund.

Infrastructure includes economic and social assets
Infrastructure spans economic assets such as transport, utilities, energy networks, communications and other essential systems, as well as social infrastructure such as healthcare, education and public facilities. Listed infrastructure companies can own assets, operate concessions, provide engineering services or finance projects. Their revenues may be regulated, contracted or linked to usage, and the mix differs substantially by index.
The World Bank Infrastructure Monitor 2024 notes that economic infrastructure historically produced higher returns than social infrastructure, while listed social-infrastructure equities became equally or more competitive across markets during the most recent five-year period it examined. This is a reminder that the infrastructure label does not guarantee a particular return profile.
What the recent return figures do—and do not—show
The following figures are from different indexes and use different return definitions. They are useful evidence about dispersion, not a league table that predicts the next period.

| Index and source date | Period | Reported result | Return definition or risk measure | How to read it |
|---|---|---|---|---|
| S&P Atlas Security, Defense, and Operational Support Index, S&P Dow Jones Indices, to 30 September 2026 | One year | 10.39% | Price return | Excludes the effect of dividends and is a global defence-and-security universe. |
| S&P Atlas Security, Defense, and Operational Support Index, S&P Dow Jones Indices, to 30 September 2026 | Three years annualised | 28.87% | Price return | Annualised price appreciation; it is not a total-return result. |
| S&P Atlas Security, Defense, and Operational Support Index, S&P Dow Jones Indices, to 30 September 2026 | Three years annualised | 13.88% | Risk measure reported by the index provider | Shows that the strong annualised price result came with substantial variability. |
| Dow Jones Brookfield Global Infrastructure Multi-Asset Index, S&P Dow Jones Indices, to 30 September 2026 | One year | 0.87% | Total return | Includes distributions and therefore cannot be compared directly with the defence price return. |
| Dow Jones Brookfield Global Infrastructure Multi-Asset Index, S&P Dow Jones Indices, to 30 September 2026 | Three years annualised | 10.12% | Total return | Includes income; the underlying multi-asset infrastructure universe differs from the defence index. |
| Dow Jones Brookfield Global Infrastructure Multi-Asset Index, S&P Dow Jones Indices, to 30 September 2026 | Five years annualised | 11.79% | Risk measure reported by the index provider | Not the same horizon or risk statistic as the defence index’s three-year figure. |
| MSCI EMU Infrastructure Index, MSCI calendar-year data | 2025 | 42.00% | Calendar-year return | Illustrates that infrastructure can have a very strong year. |
| MSCI EMU Infrastructure Index, MSCI calendar-year data | 2022 | -12.33% | Calendar-year return | Illustrates the same regional infrastructure universe can suffer a large loss. |
| MSCI ACWI Infrastructure Index, MSCI calendar-year data | 2025 | 21.07% | Calendar-year return | Global result; geography and index construction differ from the EMU index. |
The headline comparison is therefore limited: 28.87% is a three-year annualised price return for one defence index, while 10.12% is a three-year annualised total return for a different infrastructure index. Dividends, constituent weights, currencies and rebalancing all affect the gap.
Why defence can re-rate quickly
Defence earnings are tied to appropriations, procurement schedules and contract execution. A war, alliance commitment, election or multi-year spending plan can cause investors to value future orders more highly before the revenue appears in reported results. The European Banking Authority Joint Committee reported that major European Union defence companies rose about 30% between 20 January and the end of April 2025 while the overall EU stock market fell 1%; individual company results ranged from a 5% fall to a 149% gain. Such dispersion means a sector average can hide very different company risks.
Why infrastructure can alternate between strong and weak years
Infrastructure assets often have long operating lives and, in some cases, inflation-linked or regulated cash flows. Listed prices still respond to bond yields and financing costs because investors value long-duration income against government-bond returns. Higher rates can reduce the present value of future cash flow, increase refinancing expense and weaken highly leveraged owners. Construction delays, cost overruns, permitting decisions and weaker traffic or energy demand can overwhelm the protection offered by a concession or regulation.

Defence-stock risks to assess
Budget and appropriation risk
Governments can announce ambitious targets without placing orders on the timetable investors expect. Parliamentary approvals, procurement reviews, changing requirements and delivery schedules can move revenue between years. Export controls and diplomatic decisions can also cancel or delay an otherwise technically sound order.
Recommended Free Tools
Concentration and valuation risk
A thematic index may hold many names but still be dominated by a handful of large aerospace, electronics or technology companies. A 20% constituent cap in the Nifty India Defence methodology limits, but does not eliminate, single-name exposure. After a rapid geopolitical re-rating, the share price may already discount years of higher spending; a disappointing contract award or margin update can then cause a sharp reversal.
Execution, supply-chain and programme risk
Complex platforms depend on specialised components, skilled labour and fixed-price or milestone contracts. Inflation in materials, redesigns, late deliveries and penalties can reduce margins. A company that wins a large contract may need to spend heavily before receiving cash, increasing working-capital and balance-sheet pressure.
Political, ethical and regulatory risk
Defence sales are subject to export licences, sanctions and changes in government. Investors may also exclude weapons, surveillance or controversial end uses, shrinking the eligible universe and creating tracking differences between funds.
Infrastructure-stock risks to assess
Interest-rate, refinancing and leverage risk
Infrastructure owners commonly finance long-lived assets with debt. When rates rise, existing debt may need refinancing at a higher cost and equity valuations may fall relative to safer bonds. A fund with utilities, pipelines, towers, transport concessions and social assets can therefore behave differently from a fund concentrated in construction contractors.

Greenfield projects face land acquisition, permitting, labour, materials, grid connection and completion risk. Even an asset with a long concession can destroy value if it opens late or over budget. Brownfield assets generally avoid some of that risk but may require substantial maintenance capital.

Regulation, concession and political risk
Regulators set allowed returns, tariffs and service standards for many utilities and networks. Governments can renegotiate concessions, impose windfall taxes or change rules on renewable projects, transport charges or foreign ownership. A regulated revenue stream is not the same as a guaranteed profit.
Demand, technology and climate exposure
Traffic, passenger numbers, electricity use, data demand and commodity volumes affect user-paid infrastructure. New technology can reduce demand for an older asset, while extreme weather can damage facilities and raise insurance and capital costs. Contractual inflation protection may cover revenue but not every operating expense.
Geography and currency
Infrastructure exposure spans currencies, tax systems, regulators and concession regimes. A strong local share-price return can become a weak home-currency result when exchange rates move against an investor. Compare regional indexes on a consistent currency basis before drawing conclusions.
Do defence and infrastructure stocks diversify each other?
They can, but diversification is not automatic. Defence companies and infrastructure operators may respond differently to economic growth, rates and geopolitical events, yet they can also share the same drivers.
- Industrial overlap: aerospace, engineering, logistics, construction and heavy-equipment companies can appear in both a defence universe and an infrastructure fund.
- Technology overlap: cybersecurity, communications and surveillance businesses may be classified as defence while also serving infrastructure operators.
- Public-spending overlap: both themes can depend on government budgets, procurement, grants, concessions or regulated approvals.
- Market-factor overlap: expensive growth shares, small-cap exposure, high leverage or a common country weighting can make two apparently different funds move together.
DWS has described European defence-infrastructure investment as favouring resilient existing dual-use assets rather than only greenfield projects. That trend reinforces the need to inspect holdings instead of assuming the two themes are independent.
A practical diversification test
- Download the current holdings for each fund and record each company, weight, country and industry classification.
- Look through to revenue sources where available. A company labelled industrial may receive a large share of sales from defence contracts, utilities or public infrastructure.
- Aggregate the top 10 holdings across both funds. If the same names or parent groups dominate, the apparent diversification is smaller than the fund count suggests.
- Compare country and currency weights with the rest of your portfolio. Two global funds can still be heavily exposed to the same currency or market.
- Measure historical correlation against your existing equity and bond holdings over a chosen period, then test shorter windows around rate shocks or geopolitical events. Correlation is backward-looking and can rise precisely when diversification is most needed.
- Stress-test a rate shock, a delayed defence budget, a construction overrun and a sharp currency move. The objective is to identify the loss your whole portfolio could withstand, not to predict a single number.
How to compare defence and infrastructure ETFs
Use like-for-like data. A global accumulating ETF, a regional distributing ETF and a leveraged product cannot be ranked by headline one-year return alone.

| Check | Questions to answer | Why it matters |
|---|---|---|
| Index scope | Which countries, industries and revenue tests qualify? Are cybersecurity, logistics, utilities or contractors included? | Determines what economic exposure the label represents. |
| Concentration | What are the top 10 weights, maximum constituent weight and sector split? | Reveals single-company and sub-sector risk hidden by a broad fund name. |
| Return basis | Are published results price, total or net-total returns? Are they in the same currency? | Prevents an income-inclusive result being compared with a price-only result. |
| Costs | What is the ongoing charge, transaction cost, spread and any securities-lending policy? | Fees and trading friction reduce realised returns, especially in narrow themes. |
| Liquidity and size | What is the fund’s assets-under-management, average volume and bid-ask spread? | Small or thinly traded funds can be expensive to enter or exit. |
| Replication | Does the fund hold securities directly, use sampling or rely on swaps? | Replication affects counterparty, tracking and operational risk. |
| Distributions | Is the fund accumulating or distributing, and how often? | Changes cash flow, tax reporting and the correct total-return comparison. |
| Currency | Is the share class hedged, and what currency does the underlying index use? | Currency movements can dominate a short-term result. |
| Tax and domicile | Where is the fund domiciled, and how are dividends, gains and withholding taxes treated for your residence? | Net outcomes depend on the investor’s jurisdiction. |
| ESG and exclusions | Are controversial weapons, fossil fuels, private prisons or other activities excluded? | Exclusions change both the investable universe and tracking difference. |
| Rebalancing | How often does the index reset weights and apply buffers? | Rebalancing can create turnover and alter exposure after a sharp rally. |
A step-by-step decision process
Step 1: Define the job for the allocation
Decide whether you want a narrow thematic satellite, income, inflation-sensitive exposure, domestic industrial participation or a broad equity allocation. Defence exposure is generally a bet on security and procurement spending; infrastructure exposure is a bet on ownership or operation of essential assets and services. If the objective is simply global diversification, a broad-market fund may deliver that more directly than either theme.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesStep 2: Set a risk and loss limit
Choose the maximum portfolio weight before selecting a ticker. A thematic holding can lose substantially even when its long-term story remains intact. Keep emergency cash and near-term spending outside a volatile satellite allocation.
Step 3: Match measurement periods
Compare at least five years where available, using total returns in one currency, and inspect calendar-year losses as well as annualised gains. Include dividends, fund fees and taxes when estimating your own result.
Step 4: Examine the underlying businesses
Read the index methodology, factsheet and latest holdings. For defence, check order backlog, customer concentration, export exposure and contract type. For infrastructure, check debt maturities, inflation pass-through, concession length, regulated-return decisions and maintenance capital.
Step 5: Check overlap with what you already own
Map fund holdings to your existing global equity, industrial, technology, utility and bond exposures. Reduce the allocation if the new fund merely doubles a position you already have.

Step 6: Choose implementation details
Compare accumulating versus distributing share classes, hedged versus unhedged currency, trading venue, spread, replication method, domicile, tax treatment and rebalancing schedule. Use a limit order only when you understand the market’s liquidity and the price you are willing to pay; do not treat a narrow thematic ETF like a savings account.
Best Value
Step 7: Establish a review rule
Review on a schedule, such as semi-annually, and when the fund changes its methodology or a holding becomes unusually large. Rebalance to the target weight rather than chasing whichever theme recently led. Past performance is not a forecast.
When each theme may fit a portfolio
Defence may suit a high-conviction satellite investor
An investor who accepts political and valuation swings may use a modest defence allocation to express a view that security budgets, cyber spending or emergency-management demand will grow. The position should be sized for the possibility that a geopolitical rally fades before procurement revenue arrives. A broad defence-and-security index can reduce single-company risk, but it remains a concentrated thematic exposure.
Infrastructure may suit an income or real-asset objective
Infrastructure can provide access to long-lived assets and, in some funds, regular distributions. That does not remove equity risk: rates, leverage, regulation, construction and usage can all reduce returns. Check whether the fund owns assets directly or is dominated by cyclical contractors, because those exposures behave differently.
Holding both requires a reasoned allocation
Combining the themes can diversify demand drivers when their holdings, countries and factor exposures are genuinely different. It can also increase exposure to industrials, technology, government spending and expensive long-duration assets. Decide the combined risk budget first, then divide it only after reviewing overlap.
How to interpret the headline evidence responsibly
The UK Ministry of Defence estimated identified UK export orders for defence equipment and services at £14.5 billion in 2023. That figure describes a national order estimate; it is not a forecast of listed-company revenue or shareholder return. Similarly, an index return describes the rules and constituents of that index, not the result an investor receives after fees, taxes, spreads and currency conversion.
Regional infrastructure results show why context matters: the MSCI EMU Infrastructure Index returned 42.00% in calendar 2025 but lost 12.33% in calendar 2022, while the global MSCI ACWI Infrastructure Index returned 21.07% in 2025. Different regions, currencies, sector mixes and market conditions explain part of the difference. Use these figures to calibrate expectations about variability, not to select a winner from one observation.
Bottom line: choose the exposure, not the label
Defence stocks are a focused, event-sensitive claim on military, security and dual-use procurement. Infrastructure stocks offer a broader set of assets and revenue models, with potential support from regulation or contracts but meaningful exposure to rates, leverage, projects and policy. Neither category is inherently safer or guaranteed to outperform. Compare total returns on the same basis, inspect holdings and overlap, test geography and currency, and size either theme so a budget delay, rate shock or construction problem cannot derail your overall plan.
