The available provider documentation supports a useful shortlist, but not 25 offers with current, comparable plan-level terms. More importantly, “DDoS protected” can mean network-layer filtering, application-layer defenses, or a separately billed add-on—and those are not interchangeable.
Use the provider examples below to see what is documented, then match the protection layer, limits, configuration, and cost to your workload. These are provider claims, not results of independent attack or hosting-performance tests.

What DDoS protection should a VPS include?
Distributed denial-of-service protection attempts to keep a service reachable by identifying and filtering or absorbing malicious traffic. The label alone does not tell you which traffic is covered, how much the mitigation can handle, whether the feature costs extra, or what happens if an attack exceeds its limits.
Check the exact VPS product and region rather than assuming a provider-wide security feature applies to every virtual server. Treat capacity, inclusion, and mitigation descriptions as the provider’s stated terms unless independent testing is available.
#1 Best Overall
Network layer versus application layer
Layer 3 and 4 protection addresses network- and transport-level traffic, including many volumetric and protocol attacks. Layer 7 protection targets application traffic, such as HTTP requests to a website. A VPS can have network-layer protection without protection against application-layer attacks.
DigitalOcean explicitly says its DDoS service covers layers 3 and 4, not layer 7. Cloudflare describes services spanning layers 3, 4, and 7, but says the protection a customer receives depends on the product and the layer where traffic is onboarded. A CDN or proxy in front of a domain therefore does not establish that every port or protocol reaching a VPS is covered.

Which VPS providers have documented protection?
This is a shortlist of documented examples, not a ranking. The table separates VPS or cloud-server claims from a complementary edge service. Check the current product page for the exact plan and region before relying on any feature; the documentation reviewed for these claims was accessed October 7, 2026.
| Provider or service | Documented protection | Inclusion or stated capacity | Important limits or qualifications |
|---|---|---|---|
| OVHcloud VPS | Provider documentation says Anti-DDoS protection is included and mitigation is automatic. | OVHcloud says its infrastructure protection is unmetered, has no monthly attack-count limit, and applies no traffic threshold. | These are provider claims, not independent measurements. Confirm the applicable VPS plan and geography. |
| DigitalOcean | Its product documentation describes built-in automatic network-layer protection at layers 3 and 4. | DigitalOcean describes the protection as free. Its mitigation may continue until an event ends or traffic reaches mitigation capacity; no numerical capacity is stated in the reviewed material. | Layer 7 is not covered by this service, according to DigitalOcean. Do not treat it as complete website or application protection. |
| Vultr Compute | Vultr documents DDoS protection as an optional add-on. | A Vultr support page updated December 16, 2025 states a capacity of 10 Gbps per protected instance and a price of $10 per month per instance. | Vultr says protection applies to attached IPv4 addresses and requires its recursive DNS resolver. Recheck price, capacity, regional availability, and requirements before purchase. |
| Hetzner Cloud servers | Hetzner’s technical and organizational measures describe hardware and filtering technology for DDoS protection and include cloud servers in the scope table. | Mitigation capacity and a comparative guarantee are not stated in the cited material. | The documentation supports a protection claim but does not establish a quantified capacity or uniform terms across every VPS offer. |
Cloud services require extra care when comparing them with packaged VPS hosting. IONOS documents managed layer 3 and 4 protection for IONOS Cloud resources, but that does not prove every IONOS VPS offer has the same feature. Azure documents layer 3 and 4 protection and identifies a web application firewall as the layer 7 component in its multilayer setup. AWS Shield Advanced lists EC2 and other AWS resources among those with expanded DDoS protection. Google Cloud Armor documents protection for network/protocol volumetric attacks and application attacks. For each, verify the resource, service tier, architecture, configuration, and charges; these cloud security products are not automatically equivalent to a VPS plan.
Rank #3
Does VPS DDoS protection cover Layer 7?
Not necessarily. DigitalOcean’s documented protection is for layers 3 and 4 and explicitly excludes layer 7. Cloudflare documents protection across layers 3, 4, and 7, but the effective coverage depends on the Cloudflare product and how traffic is routed through it. A provider’s network-layer protection should not be assumed to stop application-level abuse, and an edge service should not be assumed to protect traffic that bypasses it.
If your main concern is a public website or API, establish which product handles HTTP or other application traffic, whether your origin IP is exposed, and which traffic paths are actually routed through that product. For services using non-HTTP protocols or direct server connections, verify protocol, port, and routing coverage separately.

How to compare DDoS-protected VPS plans
Use the same checks for every candidate. If the provider does not publish a value or condition, mark it as not stated rather than inferring an answer from a general marketing claim.
- Identify the exact product and region. Record the VPS or cloud plan, location, and date you checked the provider’s documentation. Do not transfer a cloud-wide feature to a different VPS product without confirmation.
- Separate protection by layer. Record whether the plan documents layers 3 and 4, layer 7, or both, and identify which service provides each layer.
- Calculate the protection charge. Find out whether protection is automatic and included, must be enabled, or is billed as an add-on. Compare the protection charge and VPS price using the same billing period and region.
- Read the capacity and mitigation terms. Note any published capacity, the conditions under which mitigation continues, and any documented filtering, rerouting, rate limits, null routing, or suspension terms. If a capacity is not published, say so; do not treat “unmetered” as a measurable attack limit.
- Check traffic and address coverage. Confirm supported IP versions, protocols, ports, and whether protection applies to the origin address or only traffic routed through an edge service.
- Check operational requirements. Look for DNS resolver requirements, firewall allow-listing, activation steps, supported addresses, and any account or support actions needed during an attack.
- Keep the evidence label honest. A product page establishes what the provider says it offers; it does not demonstrate real-world mitigation performance or guarantee that a server will remain available during every attack.
When is a separate edge service useful?
A separate service such as Cloudflare may add protection at the edge, including application-layer coverage depending on the selected product and traffic setup. It is complementary to VPS hosting, not proof that the VPS itself has the same protection. Confirm that the relevant hostname, IP address, port, and protocol are covered and that traffic cannot simply reach the origin through an unprotected route.

For a workload that needs both network-level mitigation and application defenses, compare the provider’s VPS protections with the exact edge-service configuration you intend to use. Treat their costs and coverage as separate line items unless the provider explicitly bundles them.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesWhy this is not a 25-host ranking
The available official documentation substantiates several provider claims but does not establish 25 named VPS providers with current, comparable plan-level protection. Some sources describe cloud security services rather than a packaged VPS feature; others do not publish capacity or guarantee terms. Presenting 25 entries as a verified “best” list would overstate what those sources establish.
No independent comparative attack-resilience or hosting-performance tests are represented here. The provider examples are useful starting points for checking plan terms, not a tested order of best to worst.
