Build a data retention schedule by linking each record category to its purpose, applicable requirements, a justified duration or review criterion, and a clear event that starts the retention clock. There is no universal table of periods to copy: the right rule depends on your organisation, jurisdiction, sector, record type, and circumstances.
What a data retention schedule does
A retention schedule maps categories of information to why they are kept, how long they are needed, and what happens when that need ends. For personal data covered by UK GDPR, the Information Commissioner’s Office (ICO) says there are no preset periods for each data type. An organisation must justify how long identifiable data is necessary for its purposes; keeping it “just in case” is not enough. ICO storage limitation guidance

A schedule can also cover non-personal records subject to other records-management duties. UK GDPR storage limitation addresses identifiable personal data; the ICO guidance does not decide every obligation that might apply to other records.
How to derive periods without guessing
- Define the scope. Identify the organisation, jurisdictions, systems, business processes, and record types covered. Establish which legal and records-management rules apply before proposing periods. There is no single checklist that resolves requirements across all jurisdictions.
- Group records by function and purpose. Sort information by what it documents and why it is used, rather than only by the application where it sits. The ICO describes a schedule in terms of information type, purpose, and intended duration. ICO storage limitation guidance
- Identify binding requirements. For each category, check current legislation, regulations, regulator rules, contracts, and sector-specific requirements that apply to your organisation and jurisdiction. Do not borrow a familiar period from a different record type or country. The ICO identifies legal and regulatory requirements as relevant considerations. ICO storage limitation guidance
- State the purpose-based need. Record the operational purpose and what event ends it. Decide how long the information remains necessary, whether a smaller subset or de-identified form will suffice, and whether another authoritative record already contains what is needed. A future possibility, without a defined purpose, does not justify indefinite retention. ICO storage limitation guidance
- Assess claims, rights, and risk. Where relevant, consider how long a claim or appeal could arise, the duration of a commitment or risk, and the impact on individuals of retaining personal information. These are factors NARA identifies in its guidance on legal value for US federal records; use them as prompts for analysis, not as universal legal advice. NARA: Record Values
- Use external guidance with care. Regulator, professional, or industry guidance can inform a proposal, but it is not automatically applicable or sufficient justification. Note its owner, date or version, geography, and relevance, and explain why it fits your circumstances. The ICO cautions that industry standards alone do not guarantee compliance. ICO storage limitation guidance
- Write an operational rule. Set a justified duration or review criterion, the event that starts or cuts off the clock, the responsible owner, and the eventual action. Make the instruction clear enough to apply consistently in relevant systems.
- Implement and revisit it. Assign responsibility, put the rules into practice, and review whether they remain appropriate when the law, process, or use of information changes. At the end of the standard period, assess whether continued retention has a clear justification; otherwise erase or anonymise the personal data. ICO storage limitation guidance
What to put in each schedule entry
The ICO identifies information type, purpose, and intended duration as core schedule elements, and recommends documenting, implementing, and reviewing standard periods where possible. | Field | What to record |
|---|---|
| Record category | A defined type of record, with examples or system locations where useful. |
| Purpose | The business, legal, or operational reason for keeping it. |
| Authority or evidence | The applicable rule, relevant guidance, or documented rationale supporting the proposal. |
| Period or review criterion | The justified duration or the condition that prompts a review. |
| Start or cutoff event | The event from which the period runs, such as creation, last activity, case closure, or contract end. |
| Owner | The role accountable for applying and reviewing the rule. |
| Review and disposition | When to review the entry and whether records will be deleted, anonymised, transferred, or assessed for a justified extension. |
| Exceptions and governance | How holds and exceptions are handled under the organisation’s applicable process, plus the schedule’s version and approval date. |
Make the retention clock unambiguous
A period is difficult to apply consistently if staff or systems cannot tell when it begins. Choose a trigger tied to the record’s lifecycle, such as creation or receipt, last activity, case closure, supersession, or contract end. State it explicitly rather than writing only “retain for the required period.”
NARA’s US federal scheduling guidance discusses cutoff dates and disposition instructions, including the need for instructions that are clear and realistic. These are useful records-management concepts, but NARA’s rules do not set periods for private businesses or organisations outside the US federal context. Keep legal minimums and justified retention distinct
A rule that sets a minimum retention period does not necessarily mean that every record must be kept for exactly that long, or that no other duties matter. Check what the rule actually requires, then document how it interacts with the record’s ongoing purpose, risk, and other applicable obligations. The evidence supports a reasoned, category-specific decision—not a universal formula. ICO storage limitation guidance NARA: Record Values

A litigation, investigation, or regulatory hold may affect routine disposal. Apply NARA guidance only in its federal context
NARA’s scheduling and approval requirements discussed here concern US federal records and agencies. They do not create a general approval rule or retention chart for every business. NARA’s material can help explain concepts such as cutoff and disposition, but organisations must identify the rules that apply to their own jurisdiction and status.
