Data Centre Backup Power Compared: UPS Batteries, Diesel Generators and Hydrogen Fuel Cells

For most data centres, the dependable answer is a layered system, not a single technology: UPS batteries provide instantaneous, conditioned power; standby diesel generators carry an outage after they start; and hydrogen PEM fuel cells are an option where low local emissions and long runtime justify higher project complexity. A battery-only plant becomes expensive for long autonomy, diesel brings fuel, emissions and maintenance obligations, and fuel cells still face hydrogen-supply, permitting and cost constraints.

The right design depends on critical load, required autonomy, transfer sequence, site permits, noise limits, fuel logistics and the operator’s tolerance for newer technology. The figures below are tied to the source year, capacity and scenario that produced them; they are not universal guarantees for every current product.

UPS, diesel and fuel cells: the decision at a glance

Criterion UPS batteries Standby diesel generators Hydrogen PEM fuel cells
Primary job Immediate ride-through, voltage conditioning and bridging Long-duration generation after starting Long-duration generation with very low point-of-use combustion pollutants
Transfer response Instantaneous through the inverter Typically 10–30 seconds to pick up load in the 2007 EPA report May require a battery hybrid during start-up and step-load changes
Runtime Usually minutes to about an hour; set by stored energy Set by tank capacity, fuel quality and resupply Set by hydrogen storage and delivery arrangements
On-site combustion emissions None while discharging Yes: exhaust pollutants, smoke, odour and combustion noise No combustion exhaust at the point of use when supplied with hydrogen
Technology maturity Established and modular Longest standby operating history Commercially available but with less field history and a less mature service and fuel ecosystem
Main constraints Energy capacity, floor space, cooling, ageing and replacement cost Fuel storage, permitting, exercising, testing, acoustics and maintenance Hydrogen logistics, fire-code compliance, permitting, capital cost, stack life and power-electronics integration

These roles are complementary. A typical resilient architecture keeps the IT load on a UPS continuously, starts generators or fuel-cell equipment when the utility fails, and transfers only after the alternate source is stable. Removing the battery layer leaves a gap during generator or fuel-cell start-up; sizing batteries for an entire long outage can create a large and costly energy-storage plant.

What a UPS battery contributes

Instant power quality

The U.S. Environmental Protection Agency’s Data Center Report to Congress says data centres almost always use UPS systems to condition power and eliminate momentary outages, sags, surges and other deviations from a clean, in-phase sinusoidal signal. The UPS inverter supplies the critical bus immediately when utility power falls outside its limits, so servers do not wait for an engine or fuel-cell stack.

How long the battery can run

The same 2007 EPA report describes battery backup as generally providing a short-term ride-through of a few minutes to an hour. That is a historical rule of thumb from the U.S. data-centre context, not a promise for a particular installation. Actual autonomy changes with critical load, battery chemistry, temperature, age, inverter efficiency and the reserve selected by the designer.

Adding hours means adding stored energy, battery cabinets or containers, cooling capacity, monitoring and replacement capital. Lithium-ion chemistry can reduce footprint and maintenance compared with older designs, but Schneider Electric’s 9 June 2022 comparison concludes that lithium-ion batteries are not well suited to 24-hour backup in a backup-only application. Long-duration batteries may make sense in a broader energy strategy, but they should not be assumed to be the cheapest way to replace a standby plant.

Battery operating duties

  • Monitor cell voltage, temperature, state of charge and alarms continuously.
  • Verify that the inverter can support the largest expected step load and the required power factor.
  • Account for ageing and temperature derating when specifying end-of-life autonomy.
  • Plan replacement access, fire protection and disposal or recycling before filling a battery room or container.

What diesel generators contribute

Proven long-runtime generation

Diesel is the established standby technology. The EPA report characterises emergency diesel generators as relatively inexpensive, able to pick up load rapidly and reliable when properly maintained. Runtime is primarily an engineering and logistics question: tank capacity, fuel quality, delivery access and the ability to replenish during a prolonged regional outage.

Generators in the EPA’s 2007 description typically take 10 to 30 seconds to pick up load. The UPS must therefore carry the critical bus through engine start, breaker closure and stabilisation. Facilities commonly use automatic transfer controls, synchronisation and staged load pickup so that a starting engine is not hit with an avoidable transient.

Maintenance is part of the power system

A diesel that is not exercised, inspected and tested can fail exactly when it is needed. The EPA warns that poor maintenance and testing can prevent an engine from starting. The operating programme normally includes scheduled exercising, load-bank testing, oil and filter service, coolant checks, battery and starting-system checks, fuel sampling and inspection of exhaust and acoustic equipment.

Diesel sets can run inefficiently or unreliably at unsuitable low loads. A design should define minimum loading, parallel-set sequencing and what happens when the live IT load is below that threshold. Noise, visible smoke and odour can create complaints even when the generator meets its permit, so acoustic treatment and exhaust dispersion need to be considered with the original site plan.

What hydrogen PEM fuel cells contribute

Electrochemical generation

A PEM fuel cell converts hydrogen to electricity electrochemically. When the supplied hydrogen is the fuel, there is no combustion exhaust at the point of use. The system still needs power electronics, controls, ventilation, hydrogen detection and safety systems, and it often needs a battery hybrid to cover start-up and rapid step loads.

Illustrative emissions comparison

The EPA report gives a scenario-specific comparison for 24 hours per year. For a 150-kW PEM fuel cell, it lists 2 pounds of NOx, 0.14 pound of SO2 and 14 tons of CO2 per MW-year. For a 600-kW diesel generator in that illustration, it lists 487 pounds of NOx, 69.60 pounds of SO2 and 20 tons of CO2 per MW-year.

Those values describe the capacities, operating pattern and assumptions in that 2007 EPA scenario. They are not current fleet averages, a guarantee for every fuel-cell or diesel model, or a complete lifecycle-carbon comparison. Hydrogen production method, delivery and upstream emissions can materially change the climate result.

Performance and cost targets

The U.S. Department of Energy’s technical-target table for 1–10 kWe direct-hydrogen backup systems records 50% efficiency in the 2015 status column and a 60% target for 2020. It records a 60-second status start-up and a 15-second target, 65 dB status noise and a 60 dB target, and equipment cost of $6,100 per kW status versus a $1,000-per-kW target. The table defines efficiency as DC output energy divided by the lower heating value of hydrogen. It also expects hybrid batteries to provide uninterruptible power while the fuel cell starts.

These are DOE status and target values, not evidence that every 2026 product has achieved the target or that installed project cost equals equipment cost. Stack life, replacement arrangements, hydrogen purity, storage pressure and local service capability must be validated for the chosen system.

How the three technologies work together during an outage

  1. Detect and isolate the disturbance. The UPS identifies a utility outage or unacceptable voltage and keeps the critical bus within its configured limits.
  2. Start the long-duration source. Automatic controls issue a start command to the diesel set or fuel-cell plant. Diesel start and load pickup are commonly measured in the 10–30-second range in the EPA report; a fuel-cell system may have a longer start sequence and therefore depends on its hybrid battery.
  3. Stabilise before transfer. Confirm voltage, frequency, protection status, fuel or hydrogen pressure, cooling and communications before closing the alternate-source breaker.
  4. Pick up load deliberately. Transfer the critical bus or add loads in stages. Parallel generators may share load; a fuel-cell plant needs controls that respect stack ramp limits and battery support.
  5. Run, monitor and refuel. Track tank or hydrogen inventory, temperatures, alarms, load, exhaust or ventilation status and maintenance limits throughout the outage.
  6. Return to utility safely. Re-transfer only after the grid is stable for the site’s programmed period, then cool down, recharge batteries and record the event for corrective action.

Runtime and refuelling decisions

Battery autonomy

Specify autonomy at the actual critical load, not at the nameplate rating of the UPS. Include inverter losses, battery ageing, temperature extremes and the minimum state of charge allowed after a transfer. If the business requirement is measured in many hours or a full day, compare the resulting battery room, cooling and replacement burden with a generator or fuel-cell system rather than extending a short-ride-through design by default.

Diesel autonomy

Calculate tank capacity against the generator’s real fuel burn at the expected load, reserve requirements, fuel degradation and the time a supplier may need to reach the site. A tank that covers a nominal outage is not the same as a plan for a regional emergency: access roads, delivery priorities, fire separation and permit limits can be the binding constraints.

Hydrogen autonomy

Hydrogen runtime depends on storage quantity, pressure, delivery frequency and the fuel-cell system’s efficiency at the planned load. Confirm whether the site can receive tube trailers or other deliveries during an emergency, how storage is separated and ventilated, and which fire-code authority approves the installation. A fuel cell cannot be treated as a diesel replacement until those logistics are demonstrated.

Reliability, service and failure modes

Risk to test UPS batteries Diesel Hydrogen PEM fuel cell
Failure to start Inverter fault, depleted or degraded cells, open battery string Starter, controls, fuel contamination, low battery, coolant or maintenance failure Stack, controls, hydrogen supply, sensors or power-electronics start sequence
Long outage Autonomy exhausted unless recharged or expanded Fuel depletion, resupply interruption or low-load operation Hydrogen depletion, delivery interruption or storage-pressure issue
Routine assurance Continuous monitoring, autonomy tests and planned replacement Exercise, load-bank tests, fluid service and fuel-quality checks Stack and balance-of-plant service, hydrogen detection tests and battery-hybrid checks

Reliability is a property of the complete system, not a label on the prime mover. Test black-start logic, breaker interlocks, protection settings, communications, emergency shutdowns, ventilation, fuel valves and the actual critical load. Keep spare parts and trained technicians available for the site’s region; a theoretically efficient technology is not resilient if a failed controller cannot be replaced during an outage.

Emissions, noise and permitting

Batteries have no on-site combustion emissions while discharging, although their rooms still require electrical, thermal and fire-safety controls. Diesel produces exhaust pollutants, noise, vibration, smoke and odour. Air permits may limit hours, testing methods, stack characteristics or fuel type, and acoustic treatment can consume valuable site space.

Fuel cells can sharply reduce local criteria pollutants in the EPA illustration, but hydrogen storage introduces its own fire-code, separation, detection and ventilation requirements. Permitting authorities may also examine delivery vehicles, pressure systems, emergency shutdowns and the source of the hydrogen. Engage the air, fire and building authorities before fixing the equipment layout.

Capital and total-cost trade-offs

The 2014 DOE/NREL cost study compares 8-, 52-, 72- and 176-hour backup scenarios. It reports diesel as consistently among the lower-cost options, batteries becoming costly as runtime grows, and fuel cells becoming more competitive when incentives are included. The study is not a current quotation: fuel, hydrogen, batteries, labour, construction, financing, incentives and permitting must be re-quoted for the project year and location.

Compare total cost of ownership rather than purchase price. Include UPS and battery replacements, generator exercising and load-bank tests, oil and filters, fuel polishing or replacement, hydrogen storage and deliveries, stack replacement, monitoring contracts, permits, acoustic work, fire protection, electrical interconnection and the cost of downtime if a test exposes a defect.

Which option fits which data-centre profile?

Site requirement Most defensible starting point Reason and qualification
Milliseconds of power-quality protection and a short transfer gap Online UPS with batteries It responds immediately and conditions the critical bus.
Multi-hour or multi-day outage with established fuel access UPS plus diesel generation Diesel has mature standby practice and generally low cost, subject to permits, noise and maintenance.
Strict local-air-quality or noise objectives with dependable hydrogen logistics UPS plus PEM fuel-cell generation Local pollutants can be much lower in the cited EPA scenario, but storage, permitting and economics must work at the site.
Uncertain hydrogen supply or no specialist service network UPS plus a proven generator, or a validated hybrid A low-emission technology is not resilient if fuel delivery or repairs cannot be assured.
Desire to eliminate all combustion equipment Engineered long-duration storage study Do not assume batteries alone are economical for 24-hour backup; compare storage, recharge, fire protection and replacement costs explicitly.

A practical engineering and procurement checklist

  1. Define the protected load, acceptable transfer behaviour, autonomy, redundancy level and black-start sequence.
  2. Map the site’s utility reliability, flood and fire exposure, noise-sensitive neighbours, air-quality rules and available delivery routes.
  3. Model each candidate at actual load steps, ambient temperatures, end-of-life battery capacity and minimum generator or fuel-cell loading.
  4. Obtain written fuel or hydrogen supply plans, including emergency delivery times, quality requirements, storage limits and alternate suppliers.
  5. Obtain permits and authority approvals before finalising tanks, exhausts, hydrogen storage, ventilation or acoustic enclosures.
  6. Specify factory tests, site acceptance tests, integrated systems tests and recurring exercises that prove the complete transfer sequence.
  7. Set lifecycle budgets and replacement dates for batteries, generator components, fuel systems, stacks, inverters and controls.
  8. Train operators and document alarms, emergency shutdowns, manual bypasses, refuelling, re-transfer and post-event inspection.

Common mistakes to avoid

  • Comparing unlike capacities: the EPA emissions example uses a 150-kW fuel cell and a 600-kW diesel generator; the values cannot be read as equal-size equipment ratings.
  • Treating historical figures as guarantees: the EPA numbers are from 2007, DOE targets are labelled 2015 status and 2020 target, and the cost study is from 2014.
  • Ignoring the bridge interval: a generator or fuel cell still needs UPS support during start-up and transfer.
  • Buying for nameplate runtime: load, temperature, ageing, efficiency, reserve and refuelling determine real autonomy.
  • Skipping low-load analysis: diesel efficiency and reliability can suffer when the set is operated below its suitable load range.
  • Assuming hydrogen is automatically green: point-of-use emissions do not establish the upstream emissions or availability of the hydrogen supply.
  • Leaving maintenance to a contract: the owner must verify that tests exercise the actual controls, breakers, load path and safety systems.

The defensible default for a conventional facility is an appropriately sized UPS feeding critical loads, backed by maintained standby generation for the required outage duration. Consider PEM fuel cells when local emissions, noise or corporate carbon objectives justify their capital and hydrogen logistics, and validate the complete chain before depending on it. Use batteries alone for long autonomy only after a site-specific study demonstrates that space, safety, recharge and lifecycle economics are acceptable.
