What the Windows 11 Send to menu controls
Send to is a File Explorer shell command that passes the selected file or folder to a destination. Depending on the destination, that may open the item in an application, copy it to a folder, attach it to a program, or hand it to another registered handler.

The classic shell menu, including Send to on many installations, is one level deeper under Show more options. Microsoft describes the Windows 11 redesign as bringing “refinement to contextual file operations in the right-click context menu and share dialog.” The exact first-level placement can vary by Windows build and by installed shell extensions.

There are two separate things you might want to change:
- Destinations: the individual entries shown inside Send to. These are controlled by shortcuts in your user’s SendTo folder.
- The command: the Send to verb or handler that makes the menu item appear. This is affected by Windows’ shell registration and by whether you are viewing the modern or classic menu.
Add an app or folder to Send to
Raymond Chen of Microsoft summarized the supported method in 2017: “To add an item to your Send To menu, create a shortcut in the Send To folder.” The following procedure applies to the current Windows user.
- Open the SendTo folder. Press Windows+R to open Run, type
shell:sendto, and press Enter. You can enter the same command in File Explorer’s address bar. - Create or obtain a shortcut. Make a shortcut to the application or folder you want to use. You can right-click the destination and choose Show more options followed by Create shortcut, use the application’s existing shortcut, or create one with the New Shortcut wizard.
- Place the shortcut in the open folder. Copy or drag the shortcut into the SendTo folder. A shortcut is preferable to copying the application itself: Send to reads the shortcut’s target and keeps the original program or folder in its normal location.
- Give it a useful name. Rename the shortcut to the label you want readers to see, such as
Work ArchiveorOpen in Paint.NET. Renaming changes the menu label, not the target. - Test it. Close the folder, right-click a suitable file or folder, choose Show more options if necessary, point to Send to, and select the new entry. Confirm that the receiving application or folder handles the item as expected.
Use an existing application shortcut
If an app already has a shortcut on the desktop or in the Start-menu folders, copying that shortcut is usually the quickest option. Verify the shortcut’s target first: right-click it, choose Properties, and inspect the Target field. A broken target will produce a broken Send to entry even though the menu item itself appears.

Create a shortcut to a folder
Open shell:sendto, then create a shortcut whose target is the desired folder. When you send an item to that entry, Windows uses the folder as the destination. This is useful for project, export, backup, or review folders that you access frequently.
Keep the list readable
Send to is a flat list. Use short, distinctive names and remove obsolete entries rather than allowing several similarly named shortcuts to accumulate. The name of a shortcut can be changed without changing its target.
Remove a destination from Send to
- Press Windows+R, enter
shell:sendto, and press Enter. - Identify the shortcut that corresponds to the unwanted destination. If you are unsure, right-click it and choose Properties to see its target.
- Delete that shortcut, or move it elsewhere if you want an easy rollback.
- Open a new context menu and check Send to. Explorer normally reflects the change without a registry edit.
Deleting the shortcut removes the entry for the current user; it does not uninstall the application or delete the target folder. If the item returns, another utility or synchronization process may be recreating the shortcut, so check the folder again after signing out and back in.

Find Send to when it is not on the first menu
Check the classic menu first
Right-click the file or folder and select Show more options. Look for Send to in that classic menu. Windows 11’s compact menu does not expose every legacy shell verb at the top level, and build-specific changes can alter which commands are promoted.

Third-party archive, cloud-storage, security, and file-management software can add or hide shell commands. If Send to appears in a clean or different user profile but not in your normal profile, an extension or per-user customization may be involved. Disable or review recent shell extensions one at a time, then restart Explorer and test again.
Separate a missing command from an empty list
If Send to opens but contains fewer entries than expected, the command is working and the problem is in the SendTo folder: add, rename, or delete shortcuts there. If the command is absent even under Show more options, investigate shell registration instead of repeatedly editing shortcut files.

Restore the Send to command with registry checks
Registry work is appropriate only when the command itself is missing or a shell handler is damaged. Microsoft Learn notes that “The simplest way to extend the shortcut menu for a file type is with the registry.” A registry edit affects command registration, unlike adding one shortcut, so use it carefully.
Back up before changing anything
- Press Windows+R, type
regedit, and press Enter. Approve the User Account Control prompt if requested. - In Registry Editor, select the key you intend to inspect.
- Choose File > Export, save the selected branch as a
.regfile, and record where you saved it. - Close Registry Editor before restarting Explorer. Do not delete an unfamiliar value merely because its name is not obvious.
System-wide shell handler path
A Microsoft Q&A reference identifies the SendTo handler at HKEY_CLASSES_ROOTAllFilesystemObjectsshellexContextMenuHandlersSendTo. This is the shell-extension registration used for filesystem objects. If the key is missing or altered, restoring it from a known-good export or Windows repair source is safer than inventing a new value.
Per-user verb path
Another Windows 11 reference lists the per-user verbs location as HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionExplorerContextMenuPreferencesverbssendto. This path concerns the current user’s menu presentation. Compare it with a backup or a known-good configuration rather than copying arbitrary registry data from the internet.

Refresh Explorer after a repair
After closing Registry Editor, restart Windows Explorer from Task Manager, or sign out and sign back in. A shell menu can retain its previous registration until Explorer reloads. If the command still does not appear, check Show more options again and review recently installed shell extensions before making further registry changes.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Which approach should you use?
| Approach | Scope | Reversibility | User impact | Menu presentation |
|---|---|---|---|---|
Add or delete a shortcut in shell:sendto |
One destination at a time | High: remove or restore the shortcut | Current user’s Send to list | Works wherever the Send to command is exposed |
| Open Show more options | Reveals the classic command surface | Immediate; no configuration change | Current Windows session and build | Classic Windows 11 context menu |
| Inspect the registered SendTo handler | The command itself | Lower: export a key first and restore carefully | Shell registration, potentially broader than one user | Can affect whether the verb appears at all |
| Inspect the per-user verbs path | Current user’s command presentation | Lower: back up before editing | Current user profile | May affect the modern or promoted menu view |
For normal customization, use the first row. Use the second when the command is merely hidden in the compact menu. Reserve registry work for a command-level problem that survives both checks.
Troubleshoot common failures
shell:sendto does nothing
- Check the spelling: it is
shell:sendto, with a colon and no spaces. - Run it from both the Run dialog and File Explorer’s address bar to rule out an input problem.
- If neither opens a folder, restart Explorer and sign out or restart Windows before attempting registry changes.
The new shortcut is not listed
- Confirm that the shortcut was copied into the folder opened by
shell:sendto, not into a similarly named ordinary folder. - Make sure the item is a shortcut to the target. Copying an executable or document itself does not create a Send to destination.
- Close and reopen the context menu. If necessary, restart Explorer so it reloads the folder contents.
The entry appears but fails when selected
- Open the shortcut’s Properties and verify the target path still exists.
- If the target is on removable or network storage, make sure that location is available when you test it.
- Some applications do not accept every file type or folder as an argument. Test with a file type the application is designed to open.
Send to appears only under Show more options
That is normal for many Windows 11 builds. The compact menu is a presentation layer; the classic menu still contains legacy shell verbs. There is no need to edit the registry merely to move the command into the first-level menu, and Windows does not provide a universal supported switch that guarantees a particular placement across builds.

A deleted entry comes back
Reopen shell:sendto and inspect the shortcut’s creation time and target. Backup tools, profile synchronization, or a utility that manages context menus may be restoring it. Remove the source that recreates the shortcut rather than repeatedly deleting the result.
A registry change has no visible effect
Close Registry Editor, restart Explorer, and test both the compact and classic menus. Verify that you edited the intended hive and path, and restore the exported key if the menu became less functional. If the handler is present but another shell extension is interfering, registry edits alone will not resolve the conflict.
Safe operating habits
- Prefer shortcut-level changes for individual destinations; they are easy to audit and undo.
- Keep an exported registry backup before changing either SendTo-related path.
- Change one item at a time and test with a harmless sample file or folder.
- Use descriptive shortcut names so you can identify their targets later.
- Remember that changing the SendTo folder affects the current user’s list, while shell-handler registration can affect how Windows builds the command for filesystem objects.
In practical terms, shell:sendto is the control panel for destinations, Show more options is the first check when the command is hidden, and registry inspection is the recovery path when the command’s registration itself is broken.
