Ctrl is normally a modifier key you hold while pressing another key; Caps Lock is normally a toggle that changes capitalization for subsequent typing. For example, Ctrl+C commonly copies selected content in Windows apps, while Caps Lock switches letter entry between uppercase and lowercase. Their exact behavior can depend on the operating system, keyboard layout, app, and any key remapping.
What does the Ctrl key do?
Ctrl (short for Control) usually modifies the meaning of another keystroke. Microsoft classifies Ctrl as a modifier key: “A modifier key combined with another key alters the meaning of its associated key, such as Ctrl, Alt, Shift, and the Windows logo key.” A common Windows example is Ctrl+C to copy or Ctrl+S to save, though a shortcut’s result depends on the application and context. What does Caps Lock do?
Caps Lock is usually pressed once to turn capitalization lock on, then pressed again to turn it off. While it is on, typed letters are generally entered as uppercase; it is a state for subsequent character input, not ordinarily a key held down for every letter. Microsoft describes Caps Lock as a system and toggle key, and MDN documents its capitalization effect for keyboard events. Is Ctrl the same as Caps Lock?
No. In their usual roles, Ctrl modifies another keystroke and Caps Lock toggles capitalization for later typing. They are not interchangeable by default: using Ctrl does not turn capitalization lock on, and using Caps Lock does not ordinarily invoke a Ctrl shortcut.

How do Control and Command differ on a Mac?
Mac keyboards have both Control and Command, and many familiar Mac shortcuts use Command rather than Control. Apple lists Control (also shown as Ctrl) and Command as separate shortcut keys; Microsoft’s style guidance reserves “Ctrl” for the Windows key and uses “Control” for the Mac key. A Windows keyboard connected to a Mac may use Ctrl or the Windows logo key in place of Command in certain shortcut contexts, but that is not a universal equivalence. Can Caps Lock be used as Ctrl?
On a Mac, yes: macOS lets you change modifier-key actions and assign Control to Caps Lock. Open Apple menu > System Settings > Keyboard > Keyboard Shortcuts > Modifier Keys, then choose Control for Caps Lock in the relevant keyboard’s pop-up menu. The setting changes that key’s behavior; it should not be taken as a default behavior or as a method that applies to every operating system.
