SMS OTP Login and Airline Alerts: A Rate-Limited Backend Design

Build SMS login and flight alerts as separate backend workflows. The login workflow should issue a short-lived, single-use challenge and throttle both code sends and guesses. The alert workflow should accept flight updates from an authorized source, persist and deduplicate them, then queue idempotent SMS jobs. Keep provider acceptance distinct from handset delivery: an API request can succeed even when a carrier later filters the message.

How should the backend be divided?

Separate four concerns: identity verification, flight-event ingestion, subscription matching, and SMS delivery. They can share infrastructure, but should not share one undifferentiated “send SMS” path: login codes and travel alerts have different user intent, permissions, abuse patterns, and lifecycle.

As an Amazon Associate I earn from qualifying purchases.

  1. OTP service: validates the phone number, enforces send and verification limits, creates and consumes login challenges, and issues a session after successful verification.
  2. Flight-data adapter: receives or requests status updates from an authorized airline or aviation-data source, validates them, and translates provider-specific fields into internal events.
  3. Subscription matcher: finds active passenger subscriptions affected by a meaningful event and creates durable notification jobs.
  4. SMS worker: sends queued messages, applies bounded retry rules, and records provider submissions and delivery callbacks.

This separation lets ingestion recover independently from an SMS-provider outage, and lets login throttling and alert-send controls be tuned without conflating their purposes.

How should SMS OTP login work?

Issue a bounded challenge

  1. Normalize and validate the phone number, then apply send limits before calling the messaging provider.
  2. Create a challenge associated with the intended account or enrollment context, phone number, and login attempt. Store verifier material in protected form, keep secrets and submitted codes out of logs, and set a short expiry.
  3. Send the code and return a generic response that does not disclose whether the phone number is already associated with an account.
  4. When a code is submitted, check its purpose, expiry, remaining attempt allowance, and whether it has already been consumed.
  5. On a valid code, atomically mark the challenge used and issue the session. The atomic consume-and-issue boundary prevents two concurrent submissions from both using the same code.

NIST SP 800-63B Revision 4 treats PSTN out-of-band authentication, including SMS, as restricted. It identifies risks such as SIM reassignment and recommends considering signals such as device swap, SIM change, or number porting. SMS OTP can be a convenience or transitional factor; choose a stronger alternative where account or action risk warrants it. NIST’s requirement for code collection is: “The verifier SHALL use approved encryption and an authenticated protected channel when collecting the OTP.”

Throttle code sends and guesses independently

A per-IP limit alone is insufficient: one attacker can rotate IP addresses, while a shared IP can represent many legitimate users. Apply separate controls to challenge creation and verification attempts, choosing relevant keys for each operation.

Operation Useful limit dimensions Purpose
Request a code Phone number, account or enrollment context, IP address, device or session, and destination geography Reduce nuisance messages, SMS pumping, and provider-cost abuse without relying on one network address.
Submit a code Challenge, account or enrollment context, phone number, IP address, and device or session Throttle guessing against a short code and limit repeated attempts across challenges.
Provider spend and destination monitoring Country, send volume, send-to-verify conversion, and account or application context Spot anomalous destinations or send patterns and constrain financial exposure.

Use progressive delay or step-up controls as attempts accumulate. Avoid a blunt permanent lockout that lets an attacker deny service to the legitimate user. Record enough operational data to detect abuse, but do not log OTPs or other authentication secrets.

Twilio’s Verify documentation gives a provider-specific example of one request per 30 seconds per phone number with exponential backoff, and documents a 10-minute token validity period. Those figures are Twilio product guidance and behavior, not NIST requirements or universal settings. Twilio also documents configurable limits using application-supplied keys such as IP or session, and fraud monitoring based on country and conversion patterns. Choose limits from your threat model, traffic, destination mix, and provider constraints.

How should flight updates become SMS alerts?

Choose a permitted, suitable source

Use a documented source whose access rights, geographic and route coverage, freshness, and reuse terms fit the service. These options are different kinds of inputs, not interchangeable products:

Option What it is Access or integration described What to verify
FAA SWIM Flight Data Publication Service An aviation-data service for authorized National Airspace System consumers Publishes en-route data and offers request-response queries against an archive. Consumer eligibility, relevant coverage, and permitted use for the application.
FlightStats Alerts API A commercial flight-alert API Documents push-based alert rules and HTTP POST callbacks, including rules for specific flights and broader flight categories. Contract and plan terms, route coverage, event definitions, callback behavior, and reuse rights.
IATA AIDX An XML messaging standard for operational flight-data exchange Defines a message format; it is not itself a turnkey flight-status feed. Which partner supplies the messages, what data is included, and the applicable exchange and reuse terms.

For any source, compare route and geographic coverage, status definitions, freshness, push callbacks versus polling, historical lookup, callback retry behavior, integration format, support, authorization, and total cost. The available access, coverage, latency, and rights are project-specific; confirm them with the provider before committing to a design.

Persist before acknowledging an update

  1. Authenticate callbacks or requests and validate the payload against the provider’s expected contract.
  2. Persist the raw event and relevant source metadata before acknowledging receipt, so a process crash does not silently discard an accepted update.
  3. Normalize provider-specific status values into a small internal vocabulary while retaining the raw status and source timestamp for audit and debugging.
  4. Match the event to a stable flight identity. Depending on the source and itinerary, that identity may need operating and marketing carrier, flight number, date, and route; a marketing flight number alone may not be globally unique.
  5. Apply event deduplication and alert policy, then create durable outbound jobs for subscriptions that should receive a meaningful change.

Keep event time separate from ingestion time. Updates can be repeated, corrected, delayed, or out of order. Prefer a provider event ID for deduplication when available. Otherwise derive a stable key from flight identity, event type, source timestamp or version, and status payload. Define which changes merit an alert and suppress both duplicate events and semantically unchanged states.

How do you prevent duplicate flight notifications?

Deduplicating inbound events is necessary but not sufficient: a worker can crash after submitting a message and before saving the result, then retry the same job. Make the outbound job idempotent per subscription and event, and define how the SMS provider’s request or callback identifiers map back to that job.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Assign a stable event identity and a stable notification-job identity, such as the subscription paired with the normalized event identity.
  • Enforce uniqueness for that identity in durable storage so repeated callbacks or matching runs do not create a second logical job.
  • Track job transitions explicitly, and make retry behavior aware of the last known provider result rather than blindly resending every timed-out request.
  • Document whether each internal operation is synchronous or asynchronous and idempotent or non-idempotent, along with its inputs, outputs, and fault behavior. FAA-STD-073A recommends this level of service-contract clarity.

There is an unavoidable ambiguity when a provider accepts a message but the worker loses the response before recording it. Design the retry and reconciliation path around the provider’s available idempotency support and message-status lookup; do not assume a network timeout means the provider did not accept the request.

What delivery states should the system expose?

Keep internal job state and provider evidence separate enough that support staff and users are not told more than the system knows. At minimum, track queued, submitted, delivered, failed, and expired. “Submitted” means the provider accepted the request; it does not prove the handset received the SMS. Use delivery receipts where available, and communicate stale or unavailable flight data honestly rather than presenting it as current.

Retry transient failures with bounded backoff, avoid synchronized retry storms, and route persistent failures for inspection. Twilio documents that carrier filtering can leave A2P automated notifications, including OTPs, marked undelivered, so a successful API submission must not be reported as confirmed delivery.

What should be controlled separately for OTPs and travel alerts?

Keep templates, authorization, rate limits, and observability distinct. OTP sends should be tied to an active authentication flow and constrained to prevent code abuse. Flight alerts should be tied to an active subscription and its chosen notification permissions. Both workflows need controls for unwanted sends, provider spend, and operational failures, but a login challenge is not a flight-event notification.

Before launch, establish the routes served, target jurisdictions, expected volume, uptime objective, source entitlements, consent requirements, and provider budget. Those inputs determine vendor choice, throughput, retry policy, and any local messaging registration or legal obligations; they cannot be safely inferred from the architecture alone.
